MINUTES OF THE ADJOURNED MEETING OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY, CALIFORNIA
DECEMBER 21, 1993
The Adjourned Meeting of the City Council of the City of National City was called to
order at 2:03 p.m. by Mayor Waters.
ROLL CALL
Council members present: Dalla, Inzunza, Morrison, Waters. Absent: Zarate.
Administrative officials present: Bolint, Eiser, McCabe, Myers, Peoples, Post.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with the salute to the flag led by City Manager Tom G.
McCabe, followed by the invocation by Vice Mayor Dalla.
APPROVAL OF MINUTES
Motion by Morrison, seconded by Inzunza, the Minutes of the Regular Meeting of
December 14, 1993 be approved. Carried by unanimous vote. Absent: Zarate.
PROCLAMATIONS
Motion by Morrison, seconded by Inzunza, the Proclamation be read in its entirety.
Carried by unanimous vote. Absent: Zarate.
The Proclamation proclaiming January 9 - 15, 1994 to be: "HIGH TECHNOLOGY
WEEK" was read aloud in its entirety by Mayor Waters, who then gave it to City
Manager McCabe to forward to the proper people.
CONSENT CALENDAR
ADOPTION OF CONSENT RESOLUTIONS (Resolution Nos. 93-193 through
93-195). Motion by Dalla, seconded by Inzunza, in favor of the adoption of the
Consent Resolutions by title only. Carried by unanimous vote. Absent: Zarate.
PARKING ADMIN 1993
1. Resolution No. 93-193. A "RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NATIONAL CITY AUTHORIZING THE PAINTING OF A 20 FOOT
SECTION OF RED CURB ON THE WEST SIDE OF "D" AVENUE, SOUTH OF
THE INTERSECTION OF 12TH STREET."
ACTION: Adopted. See above.

PARKING ADMIN 1993
2. Resolution No. 93-194. A "RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NATIONAL CITY AUTHORIZING THE INSTALLATION OF SIGNS
LIMITING TRUCK PARKING ON 12TH STREET, BETWEEN PALM AVENUE
AND 1-805."
ACTION: Adopted. See above.
COMMUNITY DEVELOPMENT HOME INVESTMENT/CHAS 1993
3. Resolution No. 93-195. A "RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NATIONAL CITY APPROVING A FIVE-YEAR COMPREHENSIVE
HOUSING AFFORDABILITY STRATEGY (CHAS) AND AUTHORIZING
SUBMITTAL TO HUD; AND DIRECTING THE COMMUNITY DEVELOPMENT
COMMISSION AND THE EXECUTIVE DIRECTOR TO ADMINISTER THE
PROGRAMS RELATED THERETO."
ACTION: Adopted. See above.
ORDINANCES FOR ADOPTION
Motion by Morrison, seconded by Inzunza, the Ordinance be read by title only.
Carried by unanimous vote. Absent: Zarate.
MUNICIPAL CODE 1993
4. Ordinance No. 93-2071. "AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF. NATIONAL CITY ADDING SECTION 7.20.075 TO THE NATIONAL
CITY MUNICIPAL CODE, PERTAINING TO THE OUTDOOR DISPLAY OF
GOODS OR MERCHANDISE."
RECOMMENDATION: Staff recommended that Council approve the
Ordinance.
TESTIMONY: None.
ACTION: Motion by Dalla, seconded by Inzunza, in favor of Ordinance
No. 93-2071. Carried by unanimous vote. Absent: Zarate.
Councilwoman Zarate arrived in Council Chambers at 2:08 p.m.
OLD BUSINESS
STREET MAINTENANCE ADMIN
5. SUBJECT: Report regarding Development Plan and required street
improvements for Thelma Way property --Mr. Cuevas.
NOTE: Engineering Director Burt Myers stated that since last week's meeting
he had not been contacted by Mr. Cuevas.
TESTIMONY: Miguel Cuevas, 24 So. Drexel Avenue, National City,
stated that he would immediately go to Staff and make an appointment
for 9:30 a.m. tomorrow morning.
ACTION: Motion by Inzunza, seconded by Morrison, to continue this
item to the next meeting. Carried by unanimous vote.

WRITTEN COMMUNICATIONS
SEWER CAPACITY FEES/ADMIN
6. SUBJECT: Letter from Robert L. Witherspoon concerning the alleged
overcharge of sewer rates.
NOTE: Curt Williams, Public Works Director, gave a brief Staff report.
TESTIMONY: Robert L. Witherspoon, 835 Bucky Lane, National City,
explained the issue from his perspective.
ACTION: Motion by Morrison, seconded by Inzunza, to reimburse Mr.
Witherspoon for charges back to November, 1992. Carried by
unanimous vote.
NEW BUSINESS
WARRANT REGISTERS 1993
7. SUBJECT: Warrant Register No. 24. Ratification of Demands in the amount
of $179,233.33 (Warrant Nos. 128489 through 128598 inclusive excepting
128564), and Certification of Payroll in the amount of $383,711.54.
RECOMMENDATION: Staff recommended ratification of these warrants.
ACTION: Motion by Morrison, seconded by Inzunza, in favor of the
ratification of demands and certification of payroll. Warrants carried by
the following vote, to -wit: Ayes: Dalla, Inzunza, Morrison, Zarate, Waters.
Nays: None. Abstaining: None.
STREET TREE & PARKWAY COMMITTEE ADMIN
8. SUBJECT: Street Tree Committee Minutes.
RECOMMENDATION: Staff recommended approval of the minutes.
TESTIMONY: None.
ACTION: Motion by Morrison, seconded by Inzunza, to accept and file
the report. No objection as filed.
TEMPORARY USE PERMIT
9. SUBJECT: Request for continuing use of Community Building on once -per
month basis by National City School District.
RECOMMENDATION: Staff recommended the use be approved, subject to
usurpation only by a Category I use (City event organized or sponsored by the
City), and that all fees be waived.
TESTIMONY: None
ACTION: Motion by Dalla, seconded by Inzunza in favor of Staff's
recommendation. Carried by unanimous vote.
TEMPORARY USE PERMIT
10. SUBJECT: Request for Community Building by Chamber of Commerce for
their annual dinner, waiver of all fees, and permission to serve alcohol.
RECOMMENDATION: Staff recommended that the use of the building be
confirmed, that the request to serve alcohol be approved and that all fees be
waived.
TESTIMONY: None.
ACTION: Motion by Zarate, seconded by Inzunza, in favor. Carried by
unanimous vote.

CITY MANAGER - No report.
CITY ATTORNEY - No report.
OTHER STAFF - No report.
MAYOR - No report.
CITY COUNCIL
Councilwoman Zarate spoke regarding and inspiring article in the newspaper on
Jessica Esquivel and her beautiful outlook on life, and that hopefully we can all learn
from her example. She then wished everyone Happy Holidays.
Councilman Morrison stated that the Solid Waste Management Workshop with San
Diego County resulted in the same action as our Council took several weeks ago,
going with a strong JPA. Also, the City of Chula Vista is trying to get host and
mitigation fees due to the landfill being next to their city - apparently they had put their
estimate of the funds in their budget. Councilman Morrison then stated that the
National City/Navy Toxic Waste Committee met at the Navy site last week for their first
meeting and that it went really well, and then requested Staff check with Cal Trans
MTDB on the possibility of negotiating for our in-house contractor to bid and take over
their program so the work could get done within our City.
PUBLIC ORAL COMMUNICATIONS
Carey Sullivan, .1200 National City Boulevard, National City, stated that he had
accepted employment elsewhere and expressed his opinions on ways to improve the
communications throughout City Departments.
Alfonso Hernandez, 2132 Euclid Avenue, National City, made inquiry of Council as to
the storage of wrecked vehicles on Public Works property. Public Works Director
Williams explained that the vehicles are being used for Fire Department training. Mr.
Hernandez also made inquiry regarding an abandoned car and trash at 21 st Street
and Harding Avenue.
Gladys Dickson, 2745 E. 14th Street, National City, thanked Council and Staff for
putting in long hours and continuous hard work to keep "OUR" National City's head
above water in spite of the 1993 money crunch and wished all a very Merry Christmas
and a better 1994.
Vice Mayor Dalla requested that Staff look into the property on the northwest corner of
Sweetwater Road and Euclid Avenue, where debris has collected, and commended
Staff for their quick action on the 30th Street and J Avenue property cleanup. He then
wished all Happy Holidays.
ADJOURNMENT
Motion by Morrison, seconded by Inzunza, to dispense with the meetings of
December 28, 1993 and January 4, 1994 and to adjourn to the next Regular City
Council Meeting - January 11, 1994 - 7:00 p.m. - Council Chambers, Civic Center.
Carried by unanimous vote.
