MINUTES OF THE ADJOURNED MEETING OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY, CALIFORNIA
JANUARY 9, 1991
The meeting was called to order at 3:30 p.m. by Mayor Waters.
ROLL CALL
Council members present: Dalla, Inzunza, Van Deventer, Waters.
Absent: Zarate.
Administrative officials present: Bolint, Bouse, Caloza, Deese,
Eiser, Knee, McCabe, Myers, Peoples, Peterson.
Councilwoman Zarate arrived at 3:35 p.m.
CITY COUNCIL WORKSHOP
DISCUSSION OF THE PROPOSED POLICE FACILITY PROJECT
INCLUDING FINANCING, AMENDMENT III,
AND POLITICAL REFORM ACT ISSUES
1. SUBJECT: Proposed Police Facility
Mayor Waters turned the meeting over to City Manager Tom
McCabe who gave a brief presentation to the Council showing
the proposed police facility costs. The cost in 1988 was
estimated at $7,990,395. Projecting a cost of living
increase of 5% per year compounded over 5 years $1,259,486.
would need to be added making the projected adjusted cost
$9,249,881. This does not include the CAD System which
would be approximately $1.5 million.
The meeting was then turned over to Community Development
Commission Executive Director Arnold Peterson who gave a brief
synopsis of the handout (Amendment III, NCDRP including Police
Facility Financing) that had been given to the Council. (Copy on
file in the Office of the City Clerk).
A general discussion followed.
ACTION: Motion by Van Deventer, seconded by Inzunza,
to remove Bonita Vista Home Park from consideration in
Amendment III. Carried by unanimous vote.
General discussion continued.
City Manager McCabe requested a consensus of the Council as to
the following items:
1. The amount the City will receive for CIP purposes;
2. How long the Neighborhood and Commercial Industrial Re-
development Programs would last.
3. The cost to both CDC and the City.

The following vote was taken.
ACTION: Motion by Van Deventer, seconded by Inzunza,
to move foward with proposal of conceptual Amendment
III, over 20 year plan of financing program bonding
issue over 20 years(2015). Motion amended to include
the program is a 20-year period, through the year 2015,
50% paid from the City and 50% from the CDC, both the
Neighborhood Improvement and Commercial Industrial Re-
development Program will be for the duration of the
plan and the City will receive for CIP purposes
$320,000. annually minimum or 10% of the total,
whichever is greater starting with year :L. Carried by
unanimous vote.
City Attorney Eiser noted that he had been in contact with the
FPPC legal department with regards to their prior determination
of Councilmember participation in the redevelopment area under
the Political Reform Act, and stated that if he were to write
another letter there was a good chance of getting a much less
restritive determination.
ACTION: Motion by Van Deventer, seconded by Zarate, to
authorize the City Attorney to proceed to prepare
another letter. Carried by unanimous vote.
ADJOURNMENT
Motion by Van Deventer, seconded by Dalla, the meeting be
adjourned to the next regular City Council Meeting - January 15,
1991 - 4:00 p.m. Council Chambers - Civic Center. Carried by the
unanimous vote.
