MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY, CALIFORNIA
MARCH 19, 1991
The regular meeting of the City Council of the City of National City was called to order at 4:00
p.m. by Mayor Waters.
ROLL CALL
Council members present: Della, Inzunza, Van Deventer, Zarate, Waters.
Administrative officials present: Bolint, Eiser, Myers, Peoples, Post.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with salute to the flag led by City Manager, Tom G. McCabe,
followed by the invocation by Councilman Della.
APPROVAL OF MINUTES
Motion by Van Deventer seconded by Inzunza, the Minutes of the reaular meetina of March
12. 1991 and of the adjoumed meeting of March 8. 1991 be approved. Carried by
unanimous vote.
PROCLAMATIONS
Moved by Van Deventer, seconded by Della they be accepted by title only. Carried by
unanimous vote.
The Proclamation proclaiming April 1991 as: "EARTHQUAKE PREPAREDNESS
MONTH" and also proclaiming April 2, 1991 as "DUCK, COVER AND HOLD DAY" was
read aloud in full by Mayor Waters who presented it to Robert Nelson of the Fire Department.
The Proclamation proclaiming March 23, 1991 as: "SPECIAL OLYMPICS DAY" was read
aloud in full by Mayor Waters who presented it to Special OlympicsVolunteer Coach, Vince
Reynolds of 1243 Manchester Drive, National City.
The Proclamation proclaiming April 6-13, 1991 as: "SIGHT FIRST WEEK" was read aloud
in full by Mayor Waters who presented it to Lyons Club International Foundation
representative, Marion Cooper of 1313 "N" Avenue, National City.
ADOPTION OF RESOLUTIONS
CONSENT RESOLUTIONS (Resolution Nos. 91-46 through 91-49). Mayor Waters
requested that Item No. 2 (Resolution No. 91-47) be pulled. NOTE: Councilman Van
Deventer stated he would be abstaining on Item Nos. 1 and 2 (Resolution Nos. 91-46 and
91-47) as he has conducted business with the individual previously. Motion by Van
Deventer, seconded by Della for approval (except Resolution Nos. 91-46 and 91-47).
Carried by unanimous vote.
STREET VACATION
1. Resolution No. 91-46. "RESOLUTION AUTHORIZING EXECUTION OF ORDER TO
VACATE AND CLOSE THE ALLEY LOCATED ON THE NORTH SIDE OF 16TH
STREET BETWEEN COOLIDGE AND HOOVER AVENUES." (Case File No. SC-5-
89). Carried by the following vote, to -wit: Ayes: Della, Inzunza, Zarate, Waters. Nays:
None. Abstaining: Van Deventer.

CONTRACT
3. Resolution No. 91-48. "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NATIONAL CITY AUTHORIZING THE MAYOR TO ENTER INTO AN
IMPLEMENTATION AGREEMENT WITH THE COUNTY OF SAN DIEGO AND THE
SAN DIEGO UNIFIED PORT DISTRICT FOR THE NATIONAL POLLUTANT
DISCHARGE SYSTEM STORMWATER PERMIT." Adopted. See above.
UNDERGROUND UTILITY DISTRICT 19
4. Resolution 91-49. "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NATIONAL CITY ESTABLISHING UNDERGROUND UTILITY DISTRICT NO. 19 (CIVIC
CENTER DRIVE FROM 1-5 TO NATIONAL CITY BOULEVARD)." Adopted. See
above.
DEEDS & EASEMENTS
2. Resolution No. 91-47. "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NATIONAL CITY AUTHORIZING THE MAYOR TO EXECUTE A QUITCLAIM DEED
AND ESCROW INSTRUCTIONS FOR THE TRANSFER OF REAL PROPERTY
OWNED BY THE CITY TO ROBERT JOHN RICHARDS AND JOAN S. RICHARDS."
TESTIMONY: City Engineer Myers noted that the limits of the resolution
should reflect 16th Street between Hoover and Coolidge Avenues.
ACTION: Motion by Dalla, seconded by Inzunza for approval of Resolution
No. 91-47 with the changes noted by the City Engineer. Motion carried by
the following vote, to -wit: Ayes: Dalla, Inzunza, Zarate, Waters. Nays: None.
Abstaining: Van Deventer.
NON -CONSENT RESOLUTIONS
Motion by Van Deventer, seconded by Dalla, it be approved by title only. Carried by
unanimous vote.
LABOR RELATIONS/MEA
5. Resolution No. 91-50. "RESOLUTION APPROVING THE COMPENSATION PLAN
FOR THE NATIONAL CITY MUNICIPAL EMPLOYEES' ASSOCIATION."
RECOMMENDATION: Staff recommends approval of the resolution.
ACTION: Motion by Dalla, seconded by Van Deventer in favor of adoption
of Resolution No. 91-50. Carried by unanimous vote.
NEW BUSINESS
WARRANT REGISTERS 1990
6. SUBJECT: Warrant Register No. 37. Ratification of Demands in the amount of
$149,771.14 (Warrant Nos. 115233 through 115361 inclusive, excepting none).
RECOMMENDATION: Staff recommends ratification of these warrants.
NOTE: Councilman Van Deventer stated he would abstain on Warrant No. 115285
as he owns the premises.
ACTION: Motion by Dalla, seconded by Van Deventer the demands be
ratified . Warrants (except Warrant No. 115285) carried by the following vote,
to -wit: Ayes: Dalla, Inzunza, Van Deventer, Zarate, Waters. Nays: None.
Warrant No. 115285 carried by the following vote, to -wit: Ayes: Dalla,
Inzunza, Zarate, Waters. Nays: None. Abstaining: Van Deventer.
WRITTEN COMMUNICATIONS
SANDAG
7. SUBJECT: SANDAG Slide Presentation - Regional Growth Management Study.
TESTIMONY: A brief slide presentation was made by Susan Baldwin,
Senior Planner with SANDAG. Handouts were presented to the Mayor and
Council. (Copy on file in the Office of the City Clerk).

BUDGET FY90-91
8. SUBJECT: Request for Donation from the Association for Retarded Citizens of
San Diego to help with the needs of National City's special athletes who are
associated with San Diego County Special Olympics.
ACTION: Motion by Van Deventer, seconded by Della, in favor of the $250
reauest. Carried by unanimous vote.
SOLID WASTE/TRASH
9. SUBJECT: Letter from the National City Chamber of Commerce requesting use of
32nd Street at Tidelands Avenue for use as the trash drop off and loading site
between 7 a.m. and 2 p.m. on Saturday, May 11, 1991 for their Spring City Wide
Clean-up Day.
ACTION: Motion by Van Deventer, seconded by Inzunza in favor. Carried
by unanimous vote.
BUDGET FY90-91
10. SUBJECT: Consideration of purchase of an advertisement in the STAR NEWS
"Pathway to Progress" special edition.
TESTIMONY: City Attorney Eiser advised that this type of a publication would be
subject to restrictions in the State law. Names and the City Seal would be appropriate,
but the use of pictures as in prior years would not.
Kari Anne Wood, representative of the Star News presented the Mayor and Council
with a packet of information and explained the intent of the special edition publication.
ACTION: Motion by Della, seconded by Inzunza to not purchase the ad
but to put the money towards improvements of the city newsletter which is
sent to all residents of National City. Carried by the following vote, to -wit:
Ayes: Della, Inzunza, Van Deventer, Waters. Nays: Zarate.
OTHER BUSINESS
FINANCIAL MANAGEMENT 1991
11. SUBJECT: Consolidated Cash & Investment Report as of January 31, 1991.
RECOMMENDATION: Staff recommends the reports be accepted and filed.
TESTIMONY: None.
ACTION: Motion by Van Deventer, seconded by Della the report be
accepted and filed. No objection as filed.
FINANCIAL MANAGEMENT 1991
12. SUBJECT: Consolidated Cash & Investment Report as of February 28, 1991.
RECOMMENDATION: Staff recommends the reports be accepted and filed.
TESTIMONY: None.
ACTION: Motion by Della, seconded by Inzunza the report tie accepted
and filed. No objection as filed.
CITY MANAGER - No report.
CITY ATTORNEY
POLITICAL SUPPORT
13. SUBJECT: Consider Litigation to Challenge County Booking Fees
ACTION: Motion by Van Deventer, seconded by Della to direct the City
Attorney and the City Manager to meet with representatives of the other cities
who have their own police departments. select special council and pursue
litigation upon the condition of at least five other cities ioining in the suit.
Carried by unanimous vote.

MAYOR
COUNCIL MEETING/JOINT
14: SUBJECT: Notice of Joint City Council/Planning Commission Meeting.
RECOMMENDATION: Mayor Waters recommended that a joint meeting between
the City Council and the Planning Commission be held on Wednesday, April 17,
1991 at 6:30 p.m. in the Council Chambers
ACTION: Motion by Van Deventer, seconded by Zarate in favoL. Carried
by unanimous vote.
POLITICAL SUPPORT/WATER
15. SUBJECT: New City Urgency Ordinance regarding Commitment of Water Prior to
Building Permit Issuance.
RECOMMENDATION: Mayor Waters recommended the City Council adopt an
ordinance requiring applicants for building permits to obtain a commitment from the
water district before the City will issue a building permit. The City Council should
enact this as an urgency ordinance due to the drought conditions and the concern
about whether water districts will have the capacity to connect new cusl.omers.
Furthermore, staff should be directed to analyze the requirements for water
commitment to be required prior to issuance of grading permits.
ACTION: Motion by Dalia, seconded by Van Deventer, to refer this item to
staff to review and recommend appropriate action. Carried by unanimous
vote.
SWEETWATER BOARD MEETING
Mayor Waters noted that a Water Board Meeting would be held in the City Council Chambers
tomorrow evening, Wednesday, March 20, 1991 at 7:00 p.m. He then read into the record a
sample letter which citizens would be receiving if they do not cut back on their water usage.
(Copy on file in the Office of the City Clerk).
LETTER/ECONOMIC SUMMIT
Mayor Waters noted that an Economic Summit was being held at 9:45 a.m. to 10:45 a.m. on
March 22nd at the Le Meridien Hotel in Coronado and requested Council and Staff advise him
on their interest in attending. (Copy on file in the Office of the City Clerk).
LETTER/N.S.D. EDUCATIONAL FOUNDATION
Mayor Waters then read into the record, a thank you letter received from the National School
District Educational Foundation with regards to the Councils approval of the Foundations
request for Block Grant Funds. (Copy on file in the Office of the City Clerk).
LETTER/S.D. REGIONAL FIRE & EMERGENCY SERVICES FOUNDATION
Mayor Waters read into the record, a thank you letter received from the San Diego Regional
Fire & Emergency Services Foundation with regards to the City Fire Departments donation of
old supplies which they can retrofit and provide to local agencies in need. (Copy on file in the
Office of the City Clerk).
LETTER/SWEETWATER UNION HIGH SCHOOL DISTRICT
Mayor Waters read into the record, a thank you letter from the Sweetwater Union High School
District for the Councils action to provide the District with Block Grant Funds. (Copy on file in
the Office of the City Clerk).
CITY COUNCIL
CONTRACT/PACNC/GIRLS CLUB BUILDING
16. SUBJECT: Request regarding former Boys & Girls Club Site Committee and staff
review of facility code compliance.

RECOMMENDATION: Mayor Waters recommended that on March 21st at 9:30
a.m., the City Engineer, Building & Safety Director and Fire Department personnel go
over and review the site for code conformance and bring a report back to Council.
Mayor Waters also read into the record a letter received from the Pilipino American Community
of National City regarding their review of the site. (Copy on file in the Office of the City Clerk).
PUBLIC ORAL COMMUNICATIONS -
Thomas Mitchell, 3517 Stockton, National City, proposed the use of the unfinished Radisson
Suites building for the new Police Facility.
Ron Morrison, 1233 Harbison, National City, requested the public Agenda include the
unapproved Council Minutes, an itemized list of Warrants and Notice of Completions -
Subcontractors list. The Mayor referred the request to the City Manager to review and bring
back to the Council.
