CALIFORNIA APRIL 2. 1991 The regular meeting of the City Council of the City of National City was called to order at 4:00 p.m. by Mayor Waters. ROLL CALL Council members present: Dalla, Inzunza, Zarate, Waters. Absent: Van Deventer. Administrative officials present: Bolint. Eiser, McCabe, Myers. Peoples. Post. SALUTE TO THE FLAG AND INVOCATION The meeting was opened with the salute to the flag led by City Manager. Tom G. McCabe, followed by the invocation by Councilman Dalla. APPROVAL OF MINUTES Motion by Zarate, seconded by Dalla, the minutes of the regular meeting. of March 26, 1991 be approved. Carried by unanimous vote. Absent: Van Deventer. PROCLAMATIONS Motion by Dalla, seconded by Inzunza, the Mayor read the entire Proclamation. Carried by unanimous vote. Absent: Van Deventer. The Proclamation proclaiming May 2. 1991 to be: "NATIONAL DAY OF PRAYER." was read aloud in full by Mayor Waters who gave it to the City Manager to send to the proper people. CONSENT CALENDAR ADOPTION OF CONSENT RESOLUTIONS (Resolution Nos. 91-56 through 91- 61). NOTE: Councilman Dalla stated he would be abstaining on Item #6 (Resolution No. 91-61). Motion by Dalla. seconded by Inzunza, the Consent Calendar be approved (except Resolution No. 91-61). Carried by unanimous vote. Absent: Van Deventer. RECORDS MANAGEMENT MANUAL 1. Resolution No. 91-56. "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY APPROVING AMENDMENTS TO THE RECORDS MANAGEMENT MANUAL AND RECORDS RETENTION SCHEDULE." Adopted. See above. LABOR RELATIONS PERSONNEL 2. Resolution No. 91-57. "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING AN ALCOHOL AND DRUG ABUSE POLICY." Adopted. See above. "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY APPROVING THE AMENDMENT TO CIVIL SERVICE RULE II - SECTION 203(D)(2) REGARDING ALLOCATION OF POSITIONS TO CLASSES." Adopted. See above. LOCAL COASTAL PROGRAM 4. Resolution No. 91-59. "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY ADOPTING AN AMENDMENT TO THE LCP, LAND USE PLAN. AND TO THE COMBINED GENERAL PLAN/ZONING MAP FROM OS -CZ TO CA-PD-CZ FOR 1.19 ACRES AT THE SOUTHWEST CORNER OF NATIONAL CITY BOULEVARD AND 33RD STREET." (Applicant: Kada :[I Partnership) (Case File No. GP-2-90, ZC-11-90. LCP-1991-1). Adopted. See above. LOCAL COASTAL PROGRAM 5. Resolution No. 91-60. "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY ADOPTING AN AMENDMENT TO THE LCP, LAND USE PLAN. AND TO THE COMBINED GENERAL PLAN/ZONING MAP FROM OS -CZ TO ML-PD-CZ FOR 0.66 ACRES AT THE NORTHWEST CORNER OF NATIONAL CITY BOULEVARD AND 33RD STREET." (Applicant: Thomas Moynahan. "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY ADOPTING AN AMENDMENT TO THE COMBINED GENERAL PLAN/ZONING MAP FROM CL TO RS-2 FOR A 5.469 SQ. FT. (Applicant: Kada II Partnership) (Case File Nos. GP-2-90. ZC-11-90. LCP-1991-1). NEW BUSINESS WARRANT REGISTERS 1990 10. SUBJECT: Warrant Register No. 39. Ratification of Demands in the amount of $105,692.82 (Warrant Nos. 115520 through 115593 inclusive excepting none). RECOMMENDATION: Staff recommends the warrants be ratified. ACTION: Motion by Inzunza, seconded by Dalla, for approval. Warrants carried by the following vote, to -wit: Ayes: Dalla, Inzunza, Zarate, Waters. Nays: None. Absent: Van Deventer. OTHER BUSINESS WATER CONSERVATION/QUALITY PLANNING 11. SUBJECT: Update Water Distribution System. RECOMMENDATION: Staff recommends approving the CIP Project for accomplishment and re -program the $30,000 to fund it. ACTION: Motion by Dalla, seconded by Inzunza. the update be accepted and filed. No objection as filed. WATER CONSERVATION/QUALITY PLANNING 12. SUBJECT: Notification of Restrictions on New Water Meters. RECOMMENDATION: Staff recommends receive and file. ACTION: Council consensus was that the Public Information Handouts presented would be sufficient to inform the public about restrictions on new water meters. No further action would be necessary. Council commended Staff on the fine report presented. CITY MANAGER - No report. CITY ATTORNEY - No report. OTHER STAFF - TEMPORARY USE PERMIT Curt Williams, Public Works Director. reiterated that Council, at its meeting of March 5, 1991, approved the use of the Kimball Community Building from 6:00 p.m. to midnight for the purpose of raising funds for the Martinez family. Mr. Valderrama was now requesting that the hours of use be extended from the original 6:00 p.m. to midnight. to 9:00 a.m. to midnight. TESTIMONY: Robert "Dukie" Valderrama, 1006 Angelo Drive. National City, spoke to the issue and answered Councils' questions. Book 73/Page 87 4/2/91 TEMPORARY USE PERMIT (Continued) ACTION: Motion by Dalla, seconded by Inzunza, to bring the item on to the Agenda. Carried by unanimous vote. Absent: Van Deventer. ACTION: Motion by Inzunza, seconded by Dalla, to extend the hours from 12 noon to 12 midnight, include the Annex and waive the fees. Carried by unanimous vote. Absent: Van Deventer. MAYOR - Mayor Waters read into the record a letter from the Department of the Army requesting the use of Port District Land in National City to place two mobile units (trailers) for temporary use as a coordination point for vehicles, equipment and materials being re• -deployed from "Operation Desert Storm." The Mayor stated this letter would be placed on the April 9. 1991 Agenda for consideration. (Copy on file in the Office of the City Clerk). Mayor Waters noted that he had received three complaints from persons who have purchased vehicles on the Mile of Cars with dark tinted windows and have consequently been cited. Police Chief Knee explained the law and stated that he would provide the Mile of Cars with a copy of the law and request that they abide by it. Mayor Waters called on Frank Chenelle, National City representative on the San Diego Water Authority. Mr. Chenelle explained what's been happening in the last year at the Water Authority. He also requested the Council sponsor the Senior Softball League with $250 as they did last year. He also complemented Parks & Recreation Director Jim Ruiz and his Staff on behalf of the League members for their support in readying the field. Mr. Chenelle also requested the Mayor and Council mark on their calendars, the date of April 17, 6:00 p.m. for the Sweetwater High Basketball Metro Champs banquet to be held at the Kimball Community Building. CITY COUNCIL - Vice Mayor Inzunza requested an update on the Morales Family and was informed by the City Engineer that a meeting was scheduled for 9:00 a.m. on April 3. 1991. Councilman Dalla commented on a news item regarding the National City Public Well which is being used by our citizens as well as others outside of our community and inquired as to what safeguards can be instituted to ensure National City residents use it versus others. Vice Mayor Inzunza requested a presentation by the Water Authority be made at the next meeting if possible. Book 73/Page 88 4/2/91 PUBLIC ORAL COMMUNICATIONS - Laverne Mitchell. 308 E. 22nd Street #103, National City, Chairwoman and a representative of the Mystic Order of Mothers and Sisterhood of the Daughters of Zion. expressed concerns to the recent publicity on the possible re -opening of Chucks Bookstore in National City and expressed opposition to same. She also provided the Council with copies of articles from the San Diego Union referring to sex crimes and violence against women. (Copies on file in the Office of the City Clerk.) STEVEN WIENER) ACTION: Motion by Dalla, seconded by Inzunza, in_favor. Carried by unanimous vote. Absent: Van Deventer. Council left the Council Chambers at 5:00 p.m. Council returned to the Council Chambers at 5:49 p.m. ROLL CALL Council members present: Dalla, Inzunza, Zarate, Waters. Absent: Van Deventer. ADJOURNMENT Motion by Dalla, seconded by Inzunza, the meeting be adjourned to the Next Regular City Council Meeting - April 9, 1991 - 7:00 o.m. Council Chambers, Civic Center.
