HomeMy WebLinkAbout1991 04-17 CC MINBook 73/Page 101 4/17/91 MINUTES OF THE JOINT MEETING OF THE PLANNING COMMISSION AND THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA APRIL 17. 1991 The regular meeting of the City Council and the Planning Commission of the City of National City was called to order at 6:33 p.m. by Mayor Waters. ROLL CALL Council members present: Dalla, Inzunza, Van Deventer. Zarate, Waters. Planning Commissioners present: Baca, Detzer, Godshalk. Hood. Large. Absent: Aguilera and Ladd. SALUTE TO THE FLAG The meeting was opened with the salute to the flag led by Mayor Waters. Commissioner Aguilera arrived at 6:35 p.m. 1. PLAN FOR DEVELOPMENT OF MARINA AND PORT DISTRICT LAND Mayor Waters gave a brief presentation and introduced Ed Pieters. Artist and member of the National City Victoria's Landing Advisory Committee, who gave a brief poster board presentation of the proposed Marina/Bayfront Development. 2. GENERAL PLAN UPDATE Planning Director Post noted that the last update was 1983 so this is the year to update. He stated that they would be commencing with the Housing element of the General Plan. That is the one element that the State is very interested in having all the Cities complete. 3. WEST SIDE ISSUES (a) Possibility of Applying Planned Development Overlay Zone Commissioner Godshalk commented on the Westside Residential area, from 24th to 7th and from National City Boulevard to Cleveland Avenue. (b) Westside Watch Newsletter Commissioner Godshalk presented a copy of a newsletter he had created called the "Westside Watch." (Copy on file in the Office of the City Clerk). The Mayor invited Commissioner Godshalk as well as the other Commissioners to submit articles for the City's Newsletter. Book 73/Page 102 4/17/91 4. GRAFFITI PROGRAM City Manager McCabe explained the pilot program for the Graffiti and how it was working. 5. SIGN REGULATION (COLOR. SIZE. ETC.) City Attorney Eiser stated that signs are covered under the First Amendment but the City does regulate them by size. height, etc. 6. CITY STREETS - PLAN FOR MAINTENANCE AND REPAIR Mayor Waters stated that the City Streets plan for Maintenance and Repair is covered by the City Council and invited the Commissioners to contact Public Works Director Williams if they have any questions. 7. LAMBS PLAYER'S THEATER'S FUTURE Mayor Waters noted that LambsPlayers-would-be coveredunder Redevelopment III -and -the-Community Development Commission would be holding a Public Hearing on this matter on June 11. 1991. 8. CONTINUED CITY BEAUTIFICATION -- (a) New Drought Resistance Trees Vice Mayor Inzunza stated there should be a strong tree planting program. (b) Awards for Citizen Contributions Mayor Waters stated that City Beautification is also covered by the City Council. 9. PLAN FOR DEVELOPMENT OF AREA BETWEEN DIVISION STREET AND PLAZA BLVD. Vice Mayor Inzunza-stated that --the following items would be covered under the re -development plans. (a) Old National City Theater. Renovate (b) Upscale Restaurant (c) Visitors Information Bureau (d) Palm Reader Sign Commissioner Large inquired as to whether this business sign could be removed. (e) Neighborhood Improvements 10. GANG VIOLENCE/DESTRUCTION City Manager McCabe explained that the PoliceDepartmenthad recently set u•p a Special Unit working with the San Diego Sheriff Gang Detail to try to curtail some of the activity. Book 73/Page 103 4/17/91 11. PARKING AT STRIP CENTERS General discussion followed regarding parking standards per square foot of commercial space. 12. CURBSIDE RECYCLING CITYWIDE Councilman Van Deventer noted that the recycling is projected to go City-wide July 1, 1991. A report on the cost will be going to City Council in the near future. PUBLIC ORAL COMMUNICATIONS - Tom Carnes. 2202 E. l0th spoke regarding the agreement between San Diego Electric Railway Association for use of the existing Coronado Beltline. Ed Pieters, 20th & McKinley, National City. inquired as to the next step for the Marina. Fred Puhn, 425 Shell Avenue. National City. spoke regarding the Westside, residents and businesses being able to co -exist. ADJOURNMENT Chairman Detzer thanked the Mayor and City Council for the opportunity to meet annually and exchange ideas and concerns and declared the Planning Commission meeting adjourned to the Next Regular Planning Commission Meeting - May 6, 1991 - 7:30 p.m. Council Chambers, Civic Center. Motion by Inzunza, seconded by Van Deventer, the City Council meeting be adjourned to the Next Regular City_Council Meeting = April 23. 1991 - 7:00 p.m. Council Chambers, Civic Center.
