ROLL CALL Council members present: Dalla, Inzunza, Van Deventer, Waters. Absent: Zarate. Administrative officials present: Bolint, Caloza, McCabe, Peoples. Administrative officials present for portions of the meeting: Bouse, DeFratis, Eiser, Kimble, Knee, Monroe, Myers, Post, Ruiz, Williams. The Mayor then turned the meeting over to Vice Mayor Inzunza. Vice Mayor Inzunza requested the presentations be held for the arrival of Councilwoman Zarate. Councilwoman Zarate arrived at 9:04 a.m. Vice Mayor Inzunza called on City Manager Tom G. McCabe to make opening comments. Mayor Waters left the meeting at 9:05 a.m. Mayor Waters returned to the meeting at 9:06 a.m. City Manager Tom G. McCabe then turned the meeting over to Finance Director Alex Caloza. PRESENTATIONS REVENUE AND EXPENDITURE ANALYSIS 1. Revenue and Expenditure Analysis Presentation. Finance Director Caloza gave a comprehensive financial presentation and revenue enhancement options for Council consideration. (Copy on file in the Office of the City Clerk). Vice Mayor Inzunza called a recess at 10:17 a.m. Council reconvened at 10:27 a.m. ROLL CALL Council members present: Dalla, Inzunza, Van Deventer, Zarate, Waters. FIRE OPERATIONS - ACTIVITY NO. 001-412-125 Motion by Van Deventer, seconded by Dalla, for approval of the Fire Operations Budget. Carried by unanimous vote. Book 73/Page 143 5/29/91 PARK MAINTENANCE - ACTIVITY NO. 105-442-000 Motion by Van Deventer, seconded by Zarate, for approval of the Park Maintenance Budget. Carried by unanimous vote. INFORMATION SERVICES - ACTIVITY NO. 632-404-045 Motion by Dalla, seconded by Van Deventer, for approval of the Information Services Budget. Carried by unanimous vote. LIBRARY - ACTIVITY NO. 104-431-000 Motion by Inzunza, seconded by Van Deventer, for approval of the Library Budget. Carried by unanimous vote. PUBLIC WORKS OPERATIONS - ACTIVITY NO. 001-422-000 Motion by Van Deventer, seconded by Della, for approval of the Public Works Budget. Carried by unanimous vote. FACILITIES MAINTENANCE - ACTIVITY NO. 626-422-223 Under discussion, Council directed that the repair and upkeep of the Community Building and the user fee structure be reviewed and changes brought back under Final Budget. Motion by Van Deventer, seconded by Inzunza, for approval of the Facilities Maintenance Budget. Carried by unanimous vote. MOTOR VEHICLE - ACTIVITY NO. 643-422-224 Motion by Van Deventer, seconded by Zarate, for approval of the concept presented to borrow money from the Sewer Fund for the purchase of a new fire vehicle. Carried by unanimous vote. Motion by Van Deventer, seconded by Della, for approval of the Motor Vehicle Budget. Carried by unanimous vote. NON DEPARTMENTAL - ACTIVITY NO. 001-409-000 Discussion regarding the City's Graffiti Program concluded that at the expiration of the current Citywide contract the program should be put out to bid. Motion by Dalla, seconded by Van Deventer, to delete Account No. 650-9023. National City Nutrition Program. and defer it to the Community Development Commission. Carried by unanimous vote. Motion by Van Deventer, seconded by Waters, for approval of the $12.000. request for the National City "Armed Forces Salute". Carried by unanimous vote. Discussion regarding the City's Newsletter resulted in a request for costs to enhance the publications look, expand to an additional page and increase publications to three times a year. Book 73/Page 144 5/29/91 Motion by Van Deventer, seconded by Dalla, for approval of the Non Departmental Budget. Carried by unanimous vote. Vice Mayor Inzunza called a recess at 11:31 a.m. Council reconvened at 11:41 a.m. ROLL CALL Council members present: Dalla, Inzunza, Van Deventer, Zarate, Waters. CAPITAL IMPROVEMENT PROGRAM City Manager McCabe deferred presentation of the Capital Improvement Program to Assistant City Manager Bolint. Motion by Dalla, seconded by Van Deventer, for Staff to look into a total package for the acquisition of sensor alarms for applicable City buildings. Carried by unanimous vote. Motion by Van Deventer, seconded by Dalla, for approval of the Capital Improvement Program Budget. Carried by unanimous vote. Mayor Waters left the meeting at 12:20 p.m. Mayor Waters returned to the meeting at 12:21 p.m. CITY MANAGER - ACTIVITY NO. 001-403-000 Motion by Van Deventer, seconded by Dalla, for approval of the City Manager Budget. Carried by unanimous vote. CITY COUNCIL - ACTIVITY NO. 001-401-000 Motion by Van Deventer, seconded by Inzunza, to hire on a temporary basis for a 6 month trial period. an information center position to handle directions. phones and typing for the City Council. the funding for which to be provided by the Community Development Commission. The position to be eliminated if Council is not happy with it in 6 months. The position to report to the City Manager. Carried by the following vote, to -wit: Ayes: Inzunza, Van Deventer, Zarate, Waters. Nays: Dalla. Motion by Van Deventer, seconded by Waters, for approval of the City Council Budget. Carried by the following vote, to -wit: Ayes: Inzunza, Van Deventer, Zarate, Waters. Nays: Dalla. Motion by Van Deventer, seconded by Zarate, for approval of the Preliminary Budget. Carried by unanimous vote.
