HomeMy WebLinkAbout1991 07-24 CC MINBook 73/Page 190 7/24/91 MINUTES OF THE ADJOURNED MEETING OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA JULY 24, 1991 The adjourned meeting of the City Council of the City of National City was called to order at 3:00 p.m. by Mayor Waters. ROLL CALL Council members present: Dalla, lnzunza, Van Deventer, Zarate, Waters. Administrative officials present: Bolint, Eiser, McCabe, Myers, Peoples, Ray. The Mayor requested that Item No. 3 be heard at this time. TOWING FACILITY 3. SUBJECT: Towing Facility/Auto Center on Freeway Right -of -Way at Sweetwater Road and 1-805. TESTIMONY: John Lamott, 920 Torento Dr., San Diego, Chief of Property Management & Airspace Branch of Cal Trans explained that the airspace leases such as this, are required to be State transportation related, and are primarily for security of the park and ride lots. He further stated that this was a "pilot program" and that if the City outlined its concerns with the current lessors, Cal Trans would give serious consideration to terminating the leases, "the concerns of the community would be strongly considered". He suggested the letter be presented to Jesus Garcia, District Director of Cal Trans. Mr. Lamott additionally committed to provide the Council with the exact expiration dates of the current leases along with advance notice of any further, potential sites which would effect National City. ACTION: Motion by Dalla, seconded by Van Deventer, to take the necessary steps to annex the unincorporated Cal Trans property in and adjacent to. within the sphere of influence in National City. as previously considered. Carried by unanimous vote. The Mayor requested that Item No. 2 be heard at this time. ROUTE 805 2. SUBJECT: Proposed Freeway Sound Wall TESTIMONY: Norm Larsen, 5146 Gary St. San Diego, Deputy District Director, Cal Trans District 11 for Design, stated that he had made an inquiry among the present employees as to the history of any complaints or files on Grove Street/1-805 and was told there were none. He then requested a list of names and copies of any correspondence pertaining thereto so that he could look into this. Councilman Dalla suggested that Mr. Larsen contact R.L. Coward, District Project Sources Engineer. Mr. Larsen stated that he had communicated with Mr. Coward who stated he was unaware of any complaints on Grove Street. Councilman Dalla stated he had communicated verbally and in writing on several occasions and Mr. Coward had in turn communicated with several of the property owners whose problem was being addressed at this meeting. Councilman Dalla went on to state that the last correspondence he had from Mr. Coward was dated 10-23-90. He also requested Mr. Larsen Book 73/Page 191 7/24/91 ROUTE 805 (Continued) provide the Council with the priority the area has for the installation of sound walls and also the preliminary cost estimate to provide the sound wall to the standards that Cal Trans requires. Councilman Dalla left the Council Chambers at 3:45 p.m. Councilman Dalla returned to the Council Chambers at 3:56 p.m. Councilman Dalla provided Mr. Larsen with a copy of the last correspondence from Mr. Coward. The Mayor requested that Item No. 1 be heard at this time. ROUTE 54 1. SUBJECT: Highway 54/Reo Drive Interchange with Cagle Connection. TESTIMONY: Norm Larsen, 5146 Gary St., San Diego, Cal Trans Deputy District Director, Design, introduced Cal Trans Project Engineer, Homer Noroozi, who explained the Highway 54/Reo Drive Interchange project which involves the widening of the existing South Bay Parkway to a six lane freeway standards with an interchange at Reo Drive and at Woodman Street and Briarwood Road. The project has 3 segments, the first being the construction of the freeway and the so called Reo Drive interchange. He presented a map that showed the Interstate-805, the existing Reo Drive and the proposed interchange, approximately 100 feet to the west of the existing Valley Road and existing Cagle Street in National City. The map also showed an over -crossing structure with on and off ramps in both west and eastbound directions. The existing Cagle Street and Valley Road are proposed to be realigned and pushed back southerly. The affected properties on the north and south sides of the proposed interchange were also depicted as were sound walls for future mitigation purposes. Mr. Noroozi explained that Freeway Agreements were executed between the City of National City, County of San Diego, and City of San Diego for the construction of the freeway and interchanges back in the 1960's. Further, in 1989, Proposition 111 approved the increase in the gas tax to fund this project. General discussion ensued between the City Council and Mr. Noroozi. Mr. Noroozi stated that with regards to Cagle Street, Cal Trans had no problem with showing a cul-de-sac there. Mr. Norm Larsen, Cal Trans Deputy District Director, Design, stated that as in prior discussion with Mayor Waters, it was agreed that if the result of this meeting or a public hearing, should the City deem one necessary, National City wishes to write Cal Trans officially and ask them to cul-de-sac Cagle Street or not connect, they have no particular objection to that. It does not affect the operations of the freeway. Book 73/Page 192 7/24/91 ROUTE 54 (Continued) Councilman Van Deventer suggested the City forward a letter to Cal Trans requesting a change for the allocation of funds, modification of the ARTIP and moving of the alignment to Sweetwater Road. Will Hill, 3306 Stockman, National City, spoke regarding a petition he and Mr. Morrison had circulated in support of the blocking off of Cagle Street where it intersects Stockman. Carolyn Lee, Cal Trans Acquisition Agent, answered Council's questions. Ramona Everett, 3321 Stockman, National City, expressed her opinions and made inquiry as to traffic condition resolution in front of her home. Mr. & Mrs. Henry Fuentes, 3350 Valley Road, National City, spoke in opposition to the closing off of Cagle Street. Phil Williams, 3734 Stockman, National City, expressed his opinions on the proposed design. Juan Enrique Lopez, 3354 Valley Road, National City, spoke in opposition to the Cagle Street closing and expressed his opinions on the proposed design. Avelardo Lopez, owner of property located at 3402 Valley Road, County of San Diego, made inquiry as to a flyer he had received. Brian Estrella, 3410 Cagle Street, National City, spoke in favor of the closure of Cagle Street. Vice Mayor lnzunza left the Council Chambers at 4:45 p.m. Vice Mayor Inzunza returned to the Council Chambers at 4:58 p.m. Ron Morrison, 1233 Harbison Avenue, National City, acknowledged that he had provided the area residents with the flyer in question. PUBLIC HEARING 4. SUBJECT: Setting Public Hearing. ACTION: Motion by Dalla, seconded by Van Deventer, to notice the Public Hearing for August 13. 1991 at 7:00 p.m. to get the public's feedback on this particular item. Carried by unanimous vote. TESTIMONY: Thomas Mitchell, 3517 Stockman, National City, spoke in favor of the cul-de-sac on Cagle. The following items were heard earlier. ROUTE 54 1. ADJOURNMENT Motion by lnzunza, seconded by Zarate, the meeting be adjourned to the Next Regular City Council Meeting - August 6. 1991 - 4:00 p.m. - Council Chambers. Civic Center.
