MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY, CALIFORNIA
OCTOBER 15, 1991
The Regular Meeting of the City Council of the City of National City was called to
order at 4:00 p.m. by Mayor Waters.
ROLL CALL
Council members present: Dalla, Inzunza, Zarate, Waters. Absent: Van Deventer.
Administrative officials present: Eiser, McCabe, Myers, Peoples, Post.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with salute to the flag led by City Manager, Tom G. McCabe
followed by the invocation by Councilman Dalla.
APPROVAL OF MINUTES
Motion by Inzunza, seconded by Dalla, the Minutes of the Regular Meeting of October
8. 1991. be approved. Carried by unanimous vote. Absent: Van Deventer.
PROCLAMATIONS
Motion by Dalla, seconded by Inzunza, the Proclamations be introduced by title only.
Carried by unanimous vote. Absent: Van Deventer.
The Proclamation proclaiming October 15, 1991 to be "WHITE CANE SAFETY
DAY," was read aloud in full by Mayor Waters who then requested the City Manager
forward it to the appropriate people.
The Proclamation proclaiming the week of October 20, 1991 as "CALIFORNIA
PLANNING WEEK," was read aloud in full by Mayor Waters who then requested
that the City Manager forward it to the appropriate people.
CONSENT CALENDAR
ADOPTION OF CONSENT RESOLUTIONS (Resolution Nos. 91-202 through
91-207). NOTE: Councilman Dalla requested Item Nos. 4 & 5 (Resolution Nos. 91-
205 & 91-206) be pulled. Mayor Waters requested Item No. 3 (Resolution No. 91-
204) be pulled. Motion by Dalla, seconded by Inzunza, for approval (except Item
Nos. 3, 4 and 5). Carried by unanimous vote. Absent: Van Deventer.
STREET VACATION
1. Resolution No. 91-202. A "RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NATIONAL CITY GIVING NOTICE OF INTENTION TO VACATE AND
CLOSE THE ALLEY LOCATED ON THE EAST SIDE OF ROOSEVELT
AVENUE BETWEEN 12TH STREET AND CIVIC CENER DRIVE AND ON THE
NORTH SIDE OF CIVIC CENTER DRIVE BETWEEN NATIONAL CITY
BOULEVARD AND ROOSEVELT AVENUE." (Case File No. SC-1991-1).

CITY OWNED LAND/SALE
2. Resolution No. 91-203. A "RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NATIONAL CITY AUTHORIZING THE CITY ENGINEER TO SOLICIT
BIDS FOR THE SALE OF CITY -OWNED SURPLUS PROPERTY ON THE
WEST SIDE OF RACHAEL AVENUE, NORTH OF 24TH STREET." (A.P.N.
558-330-11). Adopted. See above.
BUDGET TRANSFERS 1991
6. Resolution No. 91-207. A "RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NATIONAL CITY AUTHORIZING THE APPROPRIATION AND
TRANSFER OF OVERTIME MONIES PAID TO THE POLICE DEPARTMENT
FROM THE GENERAL FUND TO THE POLICE DEPARTMENT OVERTIME
ACCOUNT." Adopted. See above.
CONTRACT
3. Resolution No. 91-204. A "RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NATIONAL CITY AUTHORIZING THE CITY MANAGER TO EXECUTE
AGREEMENT AMENDMENT NO. 1 TO THE INTEGRATED WASTE
MANAGEMENT PLANNING AND FUNDING AGREEMENT BETWEEN THE
COUNTY OF SAN DIEGO AND THE CITY OF NATIONAL CITY."
ACTION: Motion by Waters, seconded by Zarate in favor of Resolution
No. 91-204. Carried by unanimous vote. Absent: Van Deventer.
CONTRACT
4. Resolution No. 91-205. A "RESOLUTION O.F THE CITY COUNCIL OF THE
CITY OF NATIONAL CITY AUTHORIZING THE CITY MANAGER TO EXECUTE
A TONNAGE GRANT PROGRAM FUNDING AGREEMENT WITH THE COUNTY
OF SAN DIEGO."
ACTION: Motion by Dalla, seconded by Zarate, in favor of Resolution
No. 91-205. Carried by unanimous vote. Absent: Van Deventer.
CITY OWNED LAND/SALE
5. Resolution No. 91-206. A "RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NATIONAL CITY AUTHORIZING THE CITY ENGINEER TO SOLICIT
BIDS FOR THE SALE OF THE CITY -OWNED SURPLUS PROPERTY AT 1603
E. 16TH STREET." (A.P.N. 580-180-14).
ACTION: Motion by Inzunza, seconded by Dalla, to lay this item over
until November 5. 1991. Carried by unanimous vote. Absent: Van
Deventer.
Councilman Van Deventer arrived in the Council Chambers at 4:12 p.m.
ORDINANCES FOR ADOPTION
Motion by Dalla, seconded by Zarate, the Ordinance be adopted by title only. Carried
by unanimous vote.

CONTRACT
7. Ordinance No. 91-2021. An "ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF NATIONAL CITY AUTHORIZING AN AMENDMENT TO THE
CONTRACT BETWEEN THE CITY OF NATIOANL CITY AND THE BOARD OF
ADMINISTRATION OF THE PUBLIC EMPLOYEES RETIREMENT SYSTEM."
RECOMMENDATION: Staff recommended adoption of the Ordinance.
ACTION: Motion by Dalla, seconded by Van Deventer, in favor.
Carried by unanimous vote.
WRITTEN COMMUNICATION
BUDGET FY91-92
8. SUBJECT: Request for Donation from the South Bay Pop Warner Football
Club, Junior Pee Wee Division, to help with expenses associated with
equipment replacement and maintenance of the league.
NOTE: It was Council consensus that although the request came from
the Junior Pee Wee Division, the Council Policy limits one contribution
per fiscal year per organization, so the payment would be to the South
Bay Pop Warner Football Club.
ACTION: Motion by Inzunza, seconded by Dalla, in favor of the
$200.00 request to the South Bay Pop Warner Football Club. Carried
by unanimous vote.
NEW BUSINESS
WARRANT REGISTERS 1991
9. SUBJECT: Warrant Register No. 15. Ratification of Demands in the amount
of $504,615.16 (Warrant Nos. 118409 through 118512 inclusive, excepting
none) and Certification of Payroll in the amount of $464,180.95.
RECOMMENDATION: Staff recommended ratification of these warrants.
ACTION: Motion by Van Deventer, seconded by Zarate, the Warrants
be ratified and the Payroll certified. Warrants carried by the following
vote, to -wit: Ayes: Dalla, Inzunza, Van Deventer, Zarate, Waters. Nays:
None.
CONDITIONAL USE PERMIT
10. SUBJECT: Notice of Decision - Planning Commission Resolution No. 35-91
approving a modification of Conditional Use Permit 1990-20 to allow a
combination block wall/wrought iron fence in lieu of a solid block wall at a
proposed auto storage facility at 1029 West 24th Street. (Case File No. CUP-
1991-10) (Applicant: A.T. and S.F. Railroad Co.).
RECOMMENDATION: Staff concurs with the decision of the Planning
Commission and recommends that the Notice of Decision be filed. The
Planning Commission voted to approve the application.
NOTE: Councilman Dalla stated he was opposed to the use of barbed and
concertina wire on the wall.
ACTION: Motion by Van Deventer, seconded by Zarate, this item be
filed. No objection as filed.

CITY MANAGER -
City Manager McCabe gave the Council a brief update on the recent water pipe break
at Civic Center. All departments were functional Monday morning and business is
continuing as usual although the Finance Department personnel have been
temporarily relocated throughout Civic Center.
CITY ATTORNEY - No report.
OTHER STAFF - No report.
MAYOR -
Mayor Waters stated that he had received a response from the Port District on the
Council request for a traffic study to be performed in the Port Area. The Port is
proceeding with the study but needed some additional information.
Mayor Waters reported that he had received numerous complaints regarding a new
Video store on Highland Avenue which was showing videos outdoors attracting large
numbers of people. This has been reported to the Police Department and Code
Conformance as well as City Staff who are looking into the situation.
The Mayor then stated that several people in the community who should be better
informed, were putting out false information with regards to the cost of the upkeep of
Camacho Gym. The rumor is that it costs $3 million to run when the facts are with
personnel and maintenance, the annual cost is under $100,000. He also explained
the work being done on the Civic Center which has primarily been maintenance for
the 25 year old facility.
CITY COUNCIL -
Councilman Van Deventer stated that there were several very important/interesting
items covered at this years League of California Cities Conference. A report will be
given at the next Council Meeting.
Councilwoman Zarate inquired as to whether clergy has ever been invited to perform
the invocation at the beginning of the Council Meetings. She was informed that in the
past, there had been a Ministerial Association within the City that provided this. The
group unfortunately disbanded and although the local churches were contacted and
would commit to providing the invocations, quite frequently, no one would show up.
Several churches are currently attempting to reestablish the Ministerial Association
and hopefully, in the near future this past service can be reintroduced.

ADJOURNMENT
Motion by Inzunza, seconded by Dalla, the meeting be adjourned to the Next Regular
City Council Meeting - October 22. 1991 - 7:00 p.m. - Council Chambers. Civic
Center. Carried by unanimous vote.
The meeting closed at 4:36 p.m.
