MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY, CALIFORNIA
NOVEMBER 26, 1991
The Regular Meeting of the City Council of the City of National City was called to order
at 7:00 p.m. by Mayor Waters.
ROLL CALL
Council members present: Dalla, Inzunza, Van Deventer, Zarate, Waters.
Administrative officials present: Bolint, Eiser, McCabe, Myers, Peoples, Post.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with salute to the flag led by City Manager, Tom G. McCabe
followed by the invocation by Councilman Dalla.
APPROVAL OF MINUTES
Motion by Van Deventer, seconded by Zarate, the Minutes of the Regular Meeting of
November 19. 1991. be approved. Carried by unanimous vote.
MAYOR'S PRESENTATION
Mayor Waters introduced Mr. Gary Butterfield, Manager Sweetwater Authority, who
made a brief oral presentation, and answered Council's questions. Fred Pruitt, 2414
E. 19th Street, National City, commented on the issue.
PROCLAMATION
Motion by Van Deventer, seconded by Dalla, the Proclamation be read by title only.
Carried by unanimous vote.
The Proclamation proclaiming the week of December 1 through 7, 1991 as "HOME
CARE WEEK" was read aloud in full by Mayor Waters who then stated he would
personally deliver it.
BOARDS AND COMMISSIONS
INTERVIEWS/APPOINTMENTS
CIVIL SERVICE COMMISSION
Mayor Waters recommended the appointment of Robert Griner to the Civil Service
Commission for a full term ending September 30, 1996.
ACTION: Motion by Van Deventer, seconded by Waters, in favor. Carried
by unanimous vote.
YOUTH COMMISSION/PLANNING COMMISSION
Mayor Waters recommended the appointment of Steve Ogden as Student
Commissioner to the Planning Commission.
ACTION: Motion by Inzunza, seconded by Zarate, in favor. Carried by
unanimous vote.

PUBLIC HEARING
SUBDIVISION
1. SUBJECT: Public Hearing - Modification of Planned Unit Development 1-87
to allow two-way traffic circulation within the site, a single fence between the
units and a sign 12 ft. from the front property line at the northwest corner of
Sweetwater Road and Reo Drive. (Applicant: Witkin Design, Inc.) (Case File
No. PUD-1991-1).
RECOMMENDATION: Staff recommended that City Council take the
following action: 1. Approve modification of Planned Unit Development 1-87 to
allow two-way circulation within the project and allow a sign 12 ft. from the front
property line. 2. Deny modification of Planned Unit Development 1-87 for a
single fence between the units.
NOTE: Notice of Public Hearing and Proof of Publication are on file in the
Office of the City Clerk.
Planning Director Post made a viewboard presentation.
TESTIMONY: The following people made inquiry and/or expressed
their opinions on the subject:
Walid Romaya, Chief Financial Officer for Developer, 1202 Marina Blvd.,

Michael Witkin, Project Architect, 2204 Garnet Ave., #304, San Diego.
Glen Schmidt, Landscape Architect, 2655 4th Ave., San Diego.
Randy Marcus, Mesa Realty, Marketing Agents for project, 5920 Friars
Road, San Diego.
Ron Morrison, 1233 Harbison Ave., National City.
ACTION: Mayor Waters declared the Public Hearing closed. Motion by
Van Deventer, seconded by Inzunza, in favor of all three proposed
modifications with an amendment to the landscape condition. (developer
to install irrigation systems and hydroseed rear yard areas. Individual
homeowners to install trees oer landscape plans as approved by the City
and the Homeowners Association). parking enforcement to be assisted
by the City. No vote taken.
Motion by Van Deventer, seconded by Inzunza, in favor of allowing two-

CONSENT CALENDAR
ADOPTION OF CONSENT RESOLUTIONS (Resolution Nos. 91-235 through 91-
237 and Item No. 5 - Consolidated Cash & Investment Report as of October 31, 1991,
and Item No. 6 - TUP). Motion by Van Deventer, seconded by Inzunza, for approval.
Carried by the following vote, to -wit: Ayes: Inzunza, Van Deventer, Zarate, Waters.
Nays: None. Abstaining: Dalla.
LABOR RELATIONS PART-TIME/TEMP/SEASONAL
2. Resolution No. 91-235. A "RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NATIONAL CITY OF INTENTION TO PROVIDE A QUALIFYING
RETIREMENT SYSTEM FOR PART-TIME, SEASONAL AND TEMPORARY
EMPLOYEES." Adopted. See above.
CONTRACT
3. Resolution No. 91-236. A "RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NATIONAL CITY ACCEPTING WORK AND AUTHORIZING THE FILING
OF THE NOTICE OF COMPLETION, AND APPROVAL OF CHANGE ORDER
NO. 1 FOR THE 30TH STREET RECONSTRUCTION/A.C. OVERLAY PROJECT.
(Engineering Specification No. 91-1) Adopted. See above.
SUBDIVISION
4. Resolution No. 91-237. A "RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NATIONAL CITY APPROVING AND ACCEPTING PUBLIC
IMPROVEMENTS AND AUTHORIZING THE RELEASE OF IMPROVEMENT
SECURITIES FOR THE PARCEL MAP AT THE NORTHWEST CORNER OF
24TH STREET AND NEWELL STREET." Adopted. See above.
FINANCIAL MANAGEMENT
5. SUBJECT: Consolidated Cash & Investment Report as of October 31, 1991.
ACTION: Adopted. See above.
TEMPORARY USE PERMIT
6. SUBJECT: Temporary Use Permit - Firefighters' Association request to use
the 1925 Seagraves Fire Truck.
RECOMMENDATION: Staff recommends approval of request as submitted.
ACTION: Adopted. See above.

ORDINANCES FOR ADOPTION
Motion by Van Deventer, seconded by Inzunza, the Ordinances be adopted by title
only. Carried by unanimous vote.
MUNICIPAL CODE 1991
7. Ordinance No. 91-2022. An " ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF NATIONAL CITY AMENDING CERTAIN PORTIONS OF ORDINANCE
NOS. 1076, 1440 & 1943, AMENDING ORDINANCE NO. 1281, AND
AMENDING CHAPTER 3.12 OF THE NATIONAL CITY MUNICIPAL CODE."
RECOMMENDATION: Staff recommends adoption of the Ordinance. The
Civil Service Commission recommends approval as adopted by the Civil
Service Commission on 10-10-91.
ACTION: Motion by Van Deventer, seconded by Inzunza, for approval.
Carried by unanimous vote.
CONTRACT
8. Ordinance No. 91-2023. An "ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF NATIONAL CITY APPROVING AN AMENDMENT TO THE CONTRACT
BETWEEN THE CITY OF NATIONAL CITY AND THE BOARD OF
ADMINISTRATION OF THE PUBLIC EMPLOYEES' RETIREMENT SYSTEM TO
INCLUDE THE "SINGLE HIGHEST YEAR" PROVISION."
RECOMMENDATION: Staff recommends adoption of the Ordinance.
TESTIMONY: Ron Morrison, 1233 Harbison Ave., National City,
made inquiry of the Council.
ACTION: Motion by Van Deventer, seconded by Inzunza, for approval.
Carried by unanimous vote.
NEW BUSINESS
WARRANT REGISTERS 1991
9. SUBJECT: Warrant Register No. 21. Ratification of Demands in the amount
of $106,072.14 (Warrant Nos. 119032 through 119123 inclusive, excepting
none) and Certification of Payroll in the amount of $465,526.52.
NOTE: Councilman Van Deventer stated he would be abstaining on Warrant
No. 119038 as he has a contract with the firm.
RECOMMENDATION: Staff recommended ratification of these warrants.
ACTION: Motion by Van Deventer, seconded by Inzunza, in favor.
Warrants (except No. 119038) carried by the following vote, to -wit: Ayes:
Dalla, Inzunza, Van Deventer, Zarate, Waters. Nays: None. Warrant No.
119038 carried by the following vote, to -wit: Ayes: Dalla, Inzunza,
Zarate, Waters. Nays: None. Abstaining: Van Deventer.
CITY -OWNED LAND/SALE
10. SUBJECT: Progress Report on the attempted sale of the City -owned surplus
property on the west side of Rachael Avenue, north of 24th Street. (A.P.N. 558-
330-11)
RECOMMENDATION: Staff recommended readvertising the sale of the
property in 6 to 9 months, if the market value for real properties increase.
ACTION: Motion by Van Deventer, seconded by Inzunza, that the
report be filed. No objection as filed.

CITY MANAGER
City Manager McCabe stated a reminder that City Hall would be closed on Thursday,
November 28, and Friday, November 29, 1991 in accordance with the labor contract.
CITY ATTORNEY - No report.
OTHER STAFF - No report.
MAYOR -
Mayor Waters wished all a Happy Thanksgiving.
CITY COUNCIL -
Councilman Inzunza inquired as to when the Agenda for December 3, 1991 would be
received and stated that he had received many positive reports from the public on the
recent installation of the "M" Avenue speed humps.
Councilman Dalla requested City Manager have staff look into the traffic signal on
Paradise Valley Road at Plaza Blvd. which was damaged in an accident. A Police
Officer may be required to direct traffic.
Vice Mayor Zarate spoke regarding the Paradise Valley Hospital Thanksgiving
Program which she attended. She stated that a Minister spoke to her regarding his
willingness to come to Council meetings to provide the invocation.
ACTION: Motion by Dalla, seconded by Inzunza to bring this item onto the
Agenda. Carried by unanimous vote.
Motion by Dalla, seconded by Inzunza, to have the Mayor's secretary pursue
the arrangement of Ministers to do the Invocations. Carried by unanimous vote.
PUBLIC ORAL COMMUNICATIONS -
Fred Pruitt, 2414 E. 19th St., National City, provided a handout and spoke regarding
the sale of City surplus property located at Laurel and Division. Council requested the
City Manager place the item on the Agenda for December 10, 1991 at 7:00 p.m.
CLOSED SESSION FOR PENDING LITIGATION UNDER GOVERNMENT
CODE SECTION 54956.9(C) - CITY OF NATIONAL CITY V. PYREDUCT
ACTION: Motion by Van Deventer, seconded by Zarate in favor of
holding the Closed Session under Government Code Section 54956.9(C).
Carried by unanimous vote.
Council members left the Council Chambers at 10:04 p.m.
Council members returned to the Council Chambers at 10:15 p.m.

ADJOURNMENT
Motion by Zarate, seconded by Dalla, the meeting be adjourned to the Next Regular
City Council Meeting - December 3, 1991 - 4:00 p.m. - Council Chambers, Civic
Center. Carried by unanimous vote.
The meeting closed at 10:16 p.m.
