HomeMy WebLinkAbout1991 12-03 CC MINBook 73/Page 297 12/3/91 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA DECEMBER 3, 1991 The Regular Meeting of the City Council of the City of National City was called to order at 4:00 p.m. by Mayor Waters. ROLL CALL Council members present: Dalla, Inzunza, Van Deventer, Zarate, Waters. Administrative officials present: Bolint, Eiser, McCabe, Myers, Peoples, Post. SALUTE TO THE FLAG AND INVOCATION The meeting was opened with salute to the flag led by City Manager, Tom G. McCabe followed by the invocation by Councilman Dalla. APPROVAL OF MINUTES The City Clerk requested the Minutes of the Regular Meeting of November 26, 1991 be held over to the Meeting of December 10, 1991. ACTION: Motion by Van Deventer, seconded by Waters, in favor. Carried by unanimous vote. NON CONSENT RESOLUTION Motion by Van Deventer, seconded by Inzunza, this item be held over for one week. Carried by unanimous vote. PARKING ADMIN 1991/BUDGET TRANSFERS 1991 1. Resolution No. 91-238. A "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY DESIGNATING LIMITED PARKING FOR STREET SWEEPING ZONES AND POSTING OF SIGNS, FOR THE AREAS BOUNDED BY "A" AVENUE, 1ST STREET, "C" AVENUE, AND 7TH STREET AND AUTHORIZING A TRANSFER OF FUNDS." Held over. See above. WRITTEN COMMUNICATIONS BUDGET FY91-92 2. SUBJECT: Request for Donation from the Kingsmen Concert Band, National City Middle School, to help with expenses associated with an invitation to play in the Freedom Bowl Half Time Show in Anaheim, California. ACTION: Motion by Van Deventer, seconded by Zarate, in favor of the allocation of $250.00. Carried by unanimous vote. BUDGET FY91-92 3. SUBJECT: Request for Donation from the National City Community Action Network to help support the "Spirit of the Holidays" program. ACTION: Motion by Van Deventer, seconded by Dalla, in favor of the allocation of $250.00. Carried by unanimous vote. Book 73/Page 298 12/3/91 NEW BUSINESS WARRANT REGISTERS 1991 4. SUBJECT: Warrant Register No. 22. Ratification of Demands in the amount of $372.546.66 ( Warrant Nos. 119125 through 119245 inclusive excepting none). RECOMMENDATION: Staff recommended ratification of these warrants. ACTION: Motion by Van Deventer, seconded by Zarate for approval. Warrants carried by the following vote, to -wit: Ayes: Dalla, Inzunza, Van Deventer, Zarate, Waters. Nays: None. COUNCIL MEETINGS 5. SUBJECT: City Council meetings - Holiday Recess. RECOMMENDATION: Staff recommended the City Council declare a holiday season Council meeting recess on Tuesday, December 24 and Tuesday, December 31, 1991. ACTION: Motion by Van Deventer, seconded by Inzunza, in favor. Carried by unanimous vote. CITY MANAGER - No report. CITY ATTORNEY - No report. OTHER STAFF - No report. MAYOR - Mayor Waters read into the record a letter from Julie Cantwell, Coordinator of the Paradise Valley Hospital's Premier 65 Program regarding the free influenza shots they had provided for National City Seniors at the Kimball Senior Center. (Copy on file in the Office of the City Clerk.) Mayor Waters requested staff look into the installation of low flow toilets for all new construction projects in the City. CITY COUNCIL - Vice Mayor Zarate stated that she attended the Planning Commission meeting pertaining to the Westside and was pleased with the community involvement. She also commended the staff and requested Planning Director Post give a brief verbal update, which he provided. The Planning Commission continued their Public Hearing to December 16, 1991, after which the item will be coming before the Council. PUBLIC ORAL COMMUNICATIONS - Jose Centeno, 2235 ? Street, Chula Vista, representing a group of students from Granger Junior High School, Partners in Education, provided a handout to the Mayor and Council and requested their support for their program "Positive Values Network Television." Council concensus was to place the item on the December 10, 1991 Agenda as a $250. request for donation. Ed Reid, employee of the National City Middle School, thanked the Mayor and Council for their interest and support of the students Kingsmen Concert Band. Book 73/Page 299 12/3/91 Ron Morrison, 1233 Harbison Avenue, National City, made inquiry regarding the Police Facility and commended the Planning Commission/Staff for the Westside alternatives presented at the recent Public Hearing. CLOSED SESSION FOR PENDING LITIGATION UNDER GOVERNMENT CODE SECTION 54956.9(A) - WHEELER, WIMER, BLACKMAN V. CITY OF NATIONAL CITY, COMMUNITY DEVELOPMENT COMMISSION OF THE CITY OF NATIONAL CITY. Mayor Waters turned the meeting over to Vice Mayor Zarate and stated that he would be abstaining as he has a contract with Wheeler, Wimer, Blackman. ACTION: Motion by Van Deventer, seconded by Inzunza, in favor of holding the Closed Session under Government Code Section 54956.9(A). Carried by the following vote, to -wit: Ayes: Dalla, Inzunza, Van Deventer, Zarate. Nays: None. Abstaining: Waters. Council members left the Council Chambers at 4:25 p.m. Council members returned to the Council Chambers at 6:45 p.m. ROLL CALL Council members present: Dalla, Inzunza, Zarate, Waters. Absent: Van Deventer. ADJOURNMENT Motion by Dalla, seconded by Zarate, the meeting be adjourned to the Next Regular City Council Meeting - December 10. 1991 - 7:00 p.m. - Council Chambers. Civic Center. Motion withdrawn. Mayor Waters called on several representatives from the National City Eagles Club No. 2712. Bill St. Amand, 223 W. Plaza Blvd., Bill Palmer, Armando Morales and Christopher Hamilton made a request to present to the Spirit of the Holidays Program, a donation of $400. from their Bingo program. Council consensus was to place them on the December 10, 1991 Agenda under Presentations. The Mayor stated that he had received a request from Mr. Carillo to re -schedule the Staff report on his property to a 7:00 p.m. Council meeting rather than the previously agreed to 4:00 p.m. meeting of December 17th. ACTION: Motion by Inzunza, seconded by Zarate, to bring this item onto the Agenda as the need to take action arose after the Agenda was released. Failed by the following vote, to -wit: Ayes: Inzunza, Zarate, Waters. Nays: Dalla. Absent: Van Deventer. The City Attorney advised that the vote carried. Motion by Waters, seconded by Inzunza, to instruct the City Manager. that if Staff and the City Attorney can have their report ready. to move the report up to the December 10. 1991 7:00 p.m. Meeting Agenda. No vote taken. Ron Morrison, 1233 Harbison Avenue, National City, spoke to the issue. Book 73/Page 300 12/3/91 The City Attorney advised that upon review of the Government Code, the prior vote to bring the item onto the Agenda did not carry. General discussion followed. Maker and second withdrew the motion. Motion by Inzunza, seconded by Zarate, to bring this item onto the Agenda as the need to take action arose after the Agenda was released. Carried by the following vote, to -wit: Ayes: Dalla, Inzunza, Zarate, Waters. Nays: None. Absent: Van Deventer. Motion by Waters, seconded by Inzunza, to instruct the City Manager. that if Staff and the City Attorney can have their report ready. to move the report up to the December 10. 1991 7:00 D.M. Meeting Agenda. Carried by the following vote, to -wit: Ayes: Inzunza, Zarate, Waters. Nays: Della. Absent: Van Deventer. ADJOURNMENT Motion by Inzunza, seconded by Zarate, the meeting be adjourned to the Next Regular City Council Meeting - December 10. 1991 - 7:00 p.m. - Council Chambers. Civic Center.
