MINUTES OF AN ADJOURNED MEETING OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY, CALIFORNIA
MARCH 4, 1992
The Adjourned Workshop Meeting was called to order at 4:00 p.m. by Mayor Waters.
ROLL CALL
Council members present: Dalla, Van Deventer, Zarate, Waters. Absent: Inzunza.
Administrative officials present: Bolint, Eiser, Knee, McCabe, Peoples, Williams.
Councilman Inzunza arrived at 4:01 p.m.
PRESENTATIONS
STREET SWEEPING
1. Street Sweeping.
Public Works Director Williams gave a brief oral presentation in response to a request
by Council based on their provision of the following criteria for city-wide posted street
sweeping:
1. There would be no sweeping in residential areas before 7:30 a.m.
2. Alternate sides of the street would be swept in a different time period.
The intent being that this would make it easier to clear the way for sweeping and aid
in the citation of derelict automobiles.
Mr. Williams stated that the cost to post signs city-wide would be approximately
$300,000.00; manpower would be only 75% effective (20 hrs./week part-time and 6
hrs. overtime on weekends) and there would be increased maintenance and an
accelerated replacement schedule for the sweeping vehicles.
To accomplish the above criteria in identified problem areas only, the cost of signs
would be approximately $8,000.00, sweeper operator would be augmented eight
hrs./week plus six hours overtime on weekends, and changes would be necessary in
the current city-wide sweep schedule.
Public Works Director Williams then gave a viewboard presentation with highlighted
city area maps as follows:
1. Chamber of Commerce map showing the City divided into possible Sweeping
Segments labeled A to Q. (Map 1)
2. Three copies of a map of the Manchester hill area showing:
(a). Present sweeping method. (Map 2)
(b and c). Showing alternate sweeping day method, with sweeping in green
and non -sweeping in red. (Maps 3 & 4)

3. Map showing the present sweeping method for Segments A & B of Map 1.

4. Two maps of Segment A, each showing part of the alternate sweeping day

method, with sweeping in green and non -sweeping in red. (Maps 8 & 9)
6. Showed present sweeping in area of 8th to 30th Streets, National City
Boulevard to Wilson (Segments C & E of Map 1). (Map 10)
7. Four boards of Segments C & E, each showing a portion of the alternate
sweeping day method, with sweeping in green and non -sweeping in red.

8. City map marked to show current areas marked for No Parking - Sweeping.
Marks are in red. (Map 15)
Council members discussed the options, this item to be back to the Council at a later
date.
COMMUNITY POLICING PROGRAM
2. Community Policing Program.
Police Chief Knee gave a brief oral presentation on the Community Policing Program.
Handouts were provided to the City Council (copy on file in the Office of the City
Clerk). Topics covered were:
1. Policing Methods

2. National City Police Department Update on Service Delivery.

3. Community Policing:
General Definition

4. Community Policing in National City:
A review of the report prepared by the Community Policing
Committee

COMMUNITY POLICING PROGRAM (continued)
Chief Knee stated that the next step is to take the program to the community for input,
continue the departments internal evaluation to determine any organizational
changes, draft the implementation plan with a "Kick-off" date of July 1, 1992.
In closing his presentation, Chief Knee provided Council with a hand-out of the
National City Police Department Value Statement which was made by the employees
with the intention to tell everyone what the Police Department truly values as far as
their organization and profession.
General discussion ensued.
PUBLIC ORAL COMMUNICATIONS
Alfonso Hernandez, 2132 Euclid Avenue, National City made comment on the "nice
attitude" of the present National City Police Department.
ADJOURNMENT
Motion by Van Deventer, seconded by Dalla, the meeting be adjourned to the Next
Regular City Council Meeting - March 17. 1992 - 4:00 p.m. - Council Chambers. Civic
Center. Carried by unanimous vote.
The meeting closed at 5:59 p.m.
