ROLL CALL Council members present: Della, Inzunza, Zarate, Waters. Absent: Van Deventer. Administrative officials present: Bolint, Eiser, McCabe, Myers, Peoples, Post. SALUTE TO THE FLAG AND INVOCATION The meeting was opened with salute to the flag led by City Manager, Tom G. McCabe followed by the invocation by Councilman Della. APPROVAL OF MINUTES Motion by Inzunza, seconded by Zarate, the Minutes of the Regular Meeting of June 9. 1992 be approved. Carried by unanimous vote. Absent: Van Deventer. BOARD AND COMMISSIONS INTERVIEWS/APPOINTMENTS VARIOUS BOARDS AND COMMISSIONS Mayor Waters turned the meeting over to Vice Mayor Zarate. Vice Mayor Zarate introduced applicant Roy Edwards, Jr., 3021 E. 9th Street, National City, who gave his personal background, and explained his interest in being appointed to the Building Advisory and Appeals Board. Vice Mayor Zarate requested applicant Maria J. Talbi come forward and explain her interest in serving on the Boards and Commissions she had applied for. Ms. Talbi was not present. Vice Mayor Zarate turned the meeting back over to Mayor Waters. PUBLIC HEARINGS PLANNED UNIT DEVELOPMENT 1. SUBJECT: Public Hearing - Proposed issuance of qualified mortgage bonds ($4.5 million) for single family homes including not to exceed $1.5 million for two planned unit developments for very large, very low income family housing to be owned and operated by MAAC. RECOMMENDATION: Executive Director, CDC, recommended approval. Book 74/Page 150 06/16/92 PUBLIC HEARINGS (continued) TESTIMONY: Executive Director Peterson, CDC, suggested that the Public Hearings, Item Nos. 1 and 2, be considered jointly as they pertain to the same subject, explained the intent of the Public Hearings, and answered Council's questions. Rich Juarez, employee of MAAC, spoke in support of the project. BONDS MORTGAGE ADMIN 2. SUBJECT: Public Hearing - As required by Section 147(f) of the Internal Revenue Code of 1986, as amended, with respect to the proposed issuance by the CDC of qualified mortgage bonds in an amount not to exceed $4.5 million. RECOMMENDATION: Executive Director, CDC, recommended that the hearing be held and that interested persons express their views on the bonds and on the housing programs. TESTIMONY: CDC Executive Director Peterson stated that this portion of the hearing is to satisfy that section of the Internal Revenue Code, and answered Council's questions. Mayor Waters declared the Public Hearings closed. Item No. 15 was heard at this time. NON CONSENT RESOLUTION Motion by Dalla, seconded by Zarate, the Resolution be approved by title only. Carried by unanimous vote. Absent: Van Deventer. REDEVELOPMENT DOWNTOWN PROJECT BOND ISSUANCE PLNG 15. Resolution No. 92-112. A "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY APPROVING THE ISSUANCE OF THE COMMUNITY DEVELOPMENT COMMISSION OF THE CITY OF NATIONAL CITY DOWNTOWN REDEVELOPMENT PROJECT TAX ALLOCATION BONDS, SERIES 1992 B." ACTION: Motion by Zarate, seconded by Inzunza, in favor of Resolution No. 92-112. Carried by unanimous vote. Absent: Van Deventer. CONSENT CALENDAR ADOPTION OF CONSENT RESOLUTIONS (Resolution Nos. 92-100 through 92- 111). NOTE: Councilman Dalla stated that he would be abstaining on Item #4. SUBJECT: Letter from the National City Chamber of Commerce requesting use of table and chairs for the "Christmas in July" event. ACTION: Motion by Dalla, seconded by Zarate in favor. Carried by unanimous vote. Absent: Van Deventer. NEW BUSINESS WARRANT REGISTERS 1991 19. SUBJECT: Warrant Register No. 50. Ratification of Demands in the amount of $198,559.82 (Warrant Nos. 121779 through 121882 inclusive excepting none). RECOMMENDATION: Staff recommended ratification of these warrants. ACTION: Motion by Inzunza, seconded by Dalla, for approval. Warrants carried by the following vote, to -wit: Ayes: Dalla, Inzunza, Zarate, Waters. Nays: None. Absent: Van Deventer. Book 74/Page 154 06/16/92 TEMPORARY USE PERMIT 20. SUBJECT: Use of 1990 Seagraves Fire Engine for San Diego Padres Firefighters Appreciation Day to benefit the San Diego Burn Institute. RECOMMENDATION: Staff recommended approval of the request as submitted. TESTIMONY: Randy James, President of National City Local 2744, explained the event and answered Councils questions. ACTION: Motion by Zarate, seconded by Inzunza, in favor. Carried by unanimous vote. Absent: Van Deventer. TRAFFIC SAFETY COMMITTEE 1992 21. SUBJECT: Report of the Traffic Safety Committee Meetings of February 12 and April 8, 1992. RECOMMENDATION: Staff recommended the reports be received and filed. ACTION: Motion by DaIla, seconded by Inzunza, the reports be accepted and filed. No objection as filed. BUILDING PERMIT ADMIN 22. SUBJECT: Request to construct a pool cabana on a historically significant site - 2525 "N" Avenue (Oliver Noyes House). RECOMMENDATION: Staff recommended that the City Council approve the issuance of the pool cabana permit. TESTIMONY: Wade Russell, Building Inspector, City of National City, answered Council's questions. ACTION: Motion by Inzunza, seconded by Zarate, in favor. Carried by unanimous vote. Absent: Van Deventer. COMMUNITY POLICING PROGRAM 23. SUBJECT: Community Policing National City Style Implementation Plan. RECOMMENDATION: Staff recommended that the City Council review and forward comments to the Police Department by June 30, 1992. TESTIMONY: Captain Tom Deese, National City Police Department, gave a brief explanation advising the City Council of activities taken to date and soliciting a response from the Council. ACTION: Motion by Waters, seconded by Inzunza, to lay this item over to the July 14. 1992 meeting. Carried by unanimous vote. Absent: Van Deventer. CITY MANAGER - No report. CITY ATTORNEY - No report. OTHER STAFF -No report. Book 74/Page 155 06/16/92 MAYOR Mayor Waters announced that a new Executive Director of the Community Development Commission has been selected, Paul Desrochers, who will come on board on July 27, 1992. The Mayor read a thank you card from Personnel Director DeFratis and his family. Mayor Waters referred to an article in the Wall Street Journal dated June 1, 1992, regarding California Card Casinos, which he had distributed to the Council. The Mayor read into the record a letter he had received from George F. Bailey, Supervisor, Second District, Chairman, San Diego County Board of Supervisors, regarding the City's claim for designated residential recyclables. The claim had been reviewed and verified, and a check in the amount of $1,476.96 was attached. CITY COUNCIL - No report. PUBLIC ORAL COMMUNICATIONS None. ADJOURNMENT Motion by Inzunza, seconded by Zarate, the meeting be adjourned to the next Regular City Council Meeting - June 23. 1992 - 7:00 D.M. - Council Chambers, Civic Center.
