MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY, CALIFORNIA
AUGUST 25 1992
The Regular Meeting of the City Council of the City of National City was called to order
at 7:01 p.m. by Mayor Waters.
ROLL CALL
Council members present: Dalla, Inzunza, Van Deventer, Zarate, Waters.
Administrative officials present: Bolint, Eiser, McCabe, Myers, Peoples, Post.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with the salute to the flag led by City Manager, Tom G.
McCabe followed by the invocation by Councilman Dalla.
APPROVAL OF MINUTES
Motion by Van Deventer, seconded by Waters, the Minutes of the Regular Meeting of
August 18. 1992 be approved. Carried by unanimous vote.
PRESENTATIONS
Mayor Waters called on Dave Snyder, President of National City Noontimer Lion's
Club, 5155 Cedarwood Rd., Bonita, who presented a check of $1501.00 to the
National City Police Department K-9 Program, and stated that in another month or two
they will be able to provide funds for a second dog
Captain Deese, National City Police Department, had Officer Espiritu bring in the dog.
Councilman Van Deventer commented that the National City Noontimer Lion's Club
shows a real commitment to the City.

VARIOUS BOARDS AND COMMISSIONS
Mayor Waters turned the meeting over to Vice Mayor Zarate.
Vice Mayor Zarate introduced applicant Rodrigo Garcia, 2227-1/2 Lanoitan Avenue,
National City, who explained his interest in serving on various Commissions and
answered Council's questions.
Vice Mayor Zarate turned the meeting back over to Mayor Waters.

CONSENT CALENDAR
ADOPTION OF CONSENT RESOLUTIONS (Resolution Nos. 92-158 through 92-
161). Motion by Van Deventer, seconded by Inzunza for approval. Carried by
unanimous vote.
PARKING ADMIN 1992
1. Resolution No. 92-158. A "RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NATIONAL CITY AUTHORIZING THE INSTALLATION OF RED CURB
ON "D" AVENUE AT THE BOYS AND GIRLS CLUB." Adopted. See above.

2. Resolution No. 92-159. A "RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NATIONAL CITY AUTHORIZING THE INSTALLATION OF A
COMMERCIAL LOADING ZONE IN FRONT OF JOHN A. OTIS SCHOOL."
Adopted. See above.

3. Resolution No. 92-160. A "RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NATIONAL CITY AUTHORIZING THE INSTALLATION OF RED CURB
AT 3343 ORANGE STREET." Adopted. See above.

4. Resolution No. 92-161. A "RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NATIONAL CITY AUTHORIZING THE PROHIBITION OF TRUCK
PARKING ON BOTH SIDES OF SWEETWATER ROAD, EDGEMERE AVENUE
TO ORANGE STREET." Adopted. See above.
NON CONSENT RESOLUTIONS
Motion by Van Deventer, seconded by Dalla, the Non Consent Resolution be adopted
by title only. Carried by unanimous vote.
COUNCIL POLICY ADMIN
TRAFFIC SPEED CONTROL ADMIN
5. Resolution No. 92-162. A "RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NATIONAL CITY ADOPTING 'CITY OF NATIONAL CITY SPEED
HUMP POLICIES'."
ACTION: Motion by Van Deventer, seconded by Dalla, in favor.
Amended motion by Van Deventer, seconded by Inzunza, in favor with
Item 1 reduced to 1.000 and "all" changed to "4 out of 5" (of the
conditions needing to be met). Carried by unanimous vote.
TESTIMONY: Will Hill, 3306 Stockman Avenue, National City, spoke
regarding the installation of speed humps.
John Nester, 1625 Alpha Street, National City, spoke regarding the
installation of speed humps on his street.

NEW BUSINESS
WARRANT REGISTERS 1992
6. SUBJECT: Warrant Register No. 07. Ratification of Demands in the amount
of $128,010.51 (Warrant Nos. 122657 through 122743 inclusive excepting
none).
RECOMMENDATION: Staff recommended ratification of these warrants.
ACTION: Motion by Van Deventer, seconded by Dalla, for approval.
Warrants carried by the following vote, to -wit: Ayes: Dalla, Inzunza, Van
Deventer, Zarate, Waters. Nays: None.
CONDITIONAL USE PERMIT
7. SUBJECT: Notice of Decision --Planning Commission Resolution No. 17-92
denying a Conditional Use Permit for the installation of automotive electronic
equipment at 1309 Highland Avenue. Applicant: Ronnie's Electronics. (Case
File No. CUP-1992-5).
RECOMMENDATION: Staff concurred with the decision of the Planning
Commission and recommended that the Notice of Decision be filed.
Mayor Waters stated that an appeal had been received and that a Public Hearing
would be scheduled for the first 7:00 p.m. October meeting of the Council.
ACTION: Motion by Van Deventer, seconded by Inzunza, in favor.
Carried by unanimous vote.
TRAFFIC SAFETY COMMITTEE 1992
8. SUBJECT: Report of the Traffic Safety Committee meeting of May 13, 1992.
RECOMMENDATION: Staff recommended that the report be received and
filed.
ACTION: Motion by Dalla, seconded by Van Deventer, the report be
received and filed. No objection as filed.
Councilman Van Deventer requested that Item No. 92-9 be reviewed for the possibility
of button activation of the signals.
CITY MANAGER - No report.
CITY ATTORNEY - No report.
OTHER STAFF - No report.
MAYOR - No report.

CITY COUNCIL
Councilman Dalla made inquiry as to whether car repair in the street would be
reported to the Planning Department or the Police Department; and if it is the Police
Department, if citations are issued. Capt. Deese, National City Police Department,
answered council's questions.
Councilman Inzunza mentioned the shopping cart situation in the City still needs
resolution and requested that the City Manager look into what other cities are doing.
Will Hill, 3306 Stockman Avenue, National City, spoke regarding abandoned
shopping carts in the City.
Vice Mayor Zarate stated that the Committee against the card casino is quite active
and will be having a Rummage Sale at 315 E. 3rd Street, and will also be having a
dinner in the future.
PUBLIC ORAL COMMUNICATIONS
Richard Sherman, 1236 E. 16th Street, stated that his father was attacked this past
weekend by gang members and wanted the Council to be aware and to take action
against these young gang members.
ADJOURNMENT
Motion by Van Deventer, seconded by Dalla, the meeting be adjourned to the next
Regular City Council Meeting - September 1. 1992 - 4:00 p.m. - Council Chambers.
Civic Center. Carried by unanimous vote.
The meeting closed at 7:57 p.m.
