MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY, CALIFORNIA
OCTOBER 13, 1992
The Regular Meeting of the City Council of the City of National City was called to order
at 7:00 p.m. by Mayor Waters.
ROLL CALL
Council members present: Dalla, Inzunza, Van Deventer, Zarate, Waters.
Administrative officials present: Bolint, Eiser, McCabe, Myers, Peoples, Ray.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with the salute to the flag led by City Manager, Tom G.
McCabe followed by the invocation by Councilman Dalla.
APPROVAL OF MINUTES
Motion by Van Deventer, seconded by Inzunza, the Minutes of the Regular Meeting of
October 6. 1992 be approved. Carried by the following vote, to -wit: Ayes: Dalla,
Inzunza, Van Deventer, Waters. Nays: None. Abstaining: Zarate.
MAYOR'S PRESENTATIONS
CONTRACT
SUBJECT: Discussion and consideration of a Memorandum of
Understanding between the Five Member Cities of the Unified Port District and
adoption of related resolutions.
ACTION: Motion by Van Deventer, seconded by Inzunza, in favor of
moving forward with the Memorandum of Understanding. Carried by
unanimous vote.
PROCLAMATIONS
Motion by Van Deventer, seconded by Inzunza, the Proclamations be adopted by title
only. Carried by unanimous vote.
The Proclamation proclaiming October 16, 1992 to be "FOSTER GRANDPARENT
PROGRAM DAY" was read aloud by Mayor Waters. The Mayor then presented the
Proclamation to Sister Susann Kerraghan, Director of Foster Grandparents Program,
Catholic Charities, 349 Cedar Street, San Diego.
The Proclamation proclaiming October 25, 1992 to be "LILLIE PYKE DAY" was
read aloud by Mayor Waters. The Mayor stated that he will present the proclamation
personally on her birthday.
The Mayor then deviated from the agenda and read into the record a letter received
from Sumie O'Rourke (copy on file in the Office of the City Clerk).

PUBLIC HEARINGS
CONDITIONAL USE PERMIT
1. SUBJECT: Public Hearing - Appeal of Planning Commission's denial of
Condition Use Permit for installation of automotive electric equipment at 1309
Highland Avenue. Applicant: Ronnie's Electronics. Case File No.: CUP-1992-
5.
NOTE: Notice of Public Hearing and Proof of Publication are on file in the
Office of the City Clerk.
RECOMMENDATION: Staff concurs with the decision of the Planning
Commission and recommends that the application be denied due to the
following findings: 1) That the proposed use will have an adverse effect upon
adjacent or abutting properties, since the installation and testing of automotive
electronic equipment would result in excessive noise being generated on site,
impacting adjacent residences. 2) That the proposed use is not deemed
essential and desirable to the public convenience or welfare, since the site is
adjacent to residences to the east and south and installation and testing of
automotive electronic equipment would result in noise disturbances in the area.
TESTIMONY: Michael Witte, Attorney, 1901 1st Avenue, San Diego,
representing Ronnie's Electronics, spoke on behalf of his client and
answered Council's questions.
Aileane Roberts, 845 E. 13th Street, National City, spoke in support of the
Planning Commission denial.
Sandra Simpson, 838 E. 13th Street, National City, spoke in support of
the Planning Commission denial and presented a photo board
presentation along with Dorothy Simpson, 838 E. 13th Street, National
City.
Mayor Waters turned the meeting over to Vice Mayor Zarate as his business is located
within one block.
TESTIMONY: Dorothy Simpson, 838 E. 13th Street, National City,
spoke in support of the Planning Commission denial.
Ruell Reeves, 929 E. 13th Street, National City, spoke in support of the
denial.
Vice Mayor Zarate declared the Public Hearing closed.
ACTION: Motion by Van Deventer, seconded by Dalla, to deny the
request with findings (1 & 2). Carried by the following vote, to -wit: Ayes:
Dalla, Inzunza, Van Deventer, Zarate. Nays: None. Abstaining: Waters.
Motion by Dalla, seconded by Van Deventer, to refer this particular use to
Planning Staff for review and recommendation as to additional
requirements. Carried by unanimous vote.
Vice Mayor Zarate turned the meeting back over to Mayor Waters.

Mayor Waters called a recess.
Council members left the Council Chambers at 8:15 p.m.
Council members returned to the Council Chambers at 8:35 p.m.

Item No. 11 was heard at this time.
TEMPORARY USE PERMIT
11. SUBJECT: Temporary Use Permit - Parade for Gail Devers sponsored by the
City of National City and the Sweetwater High School District.
ACTION: Motion by Van Deventer, seconded by Zarate, to bring onto
the floor the allocation of UP to $250. to help decorate the High School for
this event. Carried by unanimous vote.
TESTIMONY: Mary Ann Peralta, of Eleanor Place, National City, spoke
in support of the request.
Laura Charles, of Ethel Place, National City, also spoke in support of the
request.
ACTION: Motion by Van Deventer, seconded by Zarate, to allocate
$250. to the Gail Devers Celebration on the 19th of October. Carried by
unanimous vote.
Motion by Van Deventer, seconded by Zarate, to approve the Temporary
Use Permit. Carried by unanimous vote.
CONSENT CALENDAR
ADOPTION OF CONSENT RESOLUTIONS (Resolution Nos. 92-185 through 92-
187). NOTE: Vice Mayor Zarate requested that Item No. 2 (Resolution No. 92-185)
be pulled. Motion by Dalla, seconded by Van Deventer, for approval (except Item No.
2)_ Carried by unanimous vote.
STREET VACATIONS
3. Resolution No. 92-186. A "RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NATIONAL CITY GIVING NOTICE OF INTENTION TO VACATE AND
CLOSE A PORTION OF WEST 21ST STREET BETWEEN NATIONAL CITY
BOULEVARD AND ROOSEVELT AVENUE. (SC-1992-1)" Adopted. See
above.
SUBDIVISION
4. Resolution No. 92-187. A "RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NATIONAL CITY APPROVING AND ACCEPTING PUBLIC
IMPROVEMENTS AND AUTHORIZING THE RELEASE OF IMPROVEMENT
SECURITIES FOR MICHELLE COURT SUBDIVISION AT THE SOUTHWEST
CORNER OF 26TH STREET AND "J" AVENUE. (CASE FILE #S-2-86)."

Motion by Van Deventer, seconded by Dalla, the Ordinance be adopted by title only.

7. SUBJECT: Joint Use of Property at 2101 Hoover.
ACTION: Motion by Van Deventer, seconded by Dalla, the report be

8. SUBJECT: Letter from Supervisor Bailey to Mayor Waters in support of
Proposition A.
ACTION: Motion by Van Deventer, seconded by Waters, in favor.

9. SUBJECT: Letter from Edith Hughes, Chamber of Commerce Director, to
Mayor Waters requesting the use of 32nd Street at Tidelands Avenue for use as
the trash drop off and loading site between 7:00 a.m. and 2:00 p.m. on
November 14, 1992 to conduct a City Wide Clean-up Day.

Carried by unanimous vote.
TESTIMONY: Edith Hughes, 1104 Manchester Street, National City,
answered Council's questions on the new Plaza Bonita sign and the
Chamber of Commerce/Mile of Cars sign at 4th Street and 1-805.
NEW BUSINESS
WARRANT REGISTERS 1992
10. SUBJECT: Warrant Register No. 14. Ratification of Demands in the amount
of $283,953.28 (Warrant Nos. 123306 through 123378 inclusive excepting
none) and Certification of Payroll in the amount of $456,206.36.
RECOMMENDATION: Staff recommended ratification of these warrants.
ACTION: Motion by Inzunza, seconded by Van Deventer, in favor.
Warrants carried by the following vote, to -wit: Ayes: Dalla, Inzunza, Van
Deventer, Zarate, Waters. Nays: None.
Item No. 11 was heard earlier, after Item No. 1 (Public Hearing).

Mayor Waters spoke regarding Security and Alarm System Companies acting like
vultures when tragedy hit a neighborhood
CITY COUNCIL - No report.
PUBLIC ORAL COMMUNICATIONS
Ron Morrison, 1233 Harbison Avenue, National City, spoke regarding illegal posting of
signs throughout the City by the Harbor Club. Mr. Morrison also spoke about the tragic
loss of long-time National City residents Dan and Glenda Freeman.
Everett Dickson, 2745 E. 14th Street, National City, answered questions regarding
signs being posted in the City.
Alda West, 315 E. 3rd Street, National City, spoke in support of Tom Deese as
candidate for National City Police Chief.
Rita Heiss, 2121 E. 4th Street, National City, made inquiry regarding the Gail Devers
parade.

Motion by Van Deventer, seconded by Dalla, the meeting be adjourned to the next
Regular City Council Meeting - October 20. 1992 - 4:00 p.m. - Council Chambers, Civic
Center, Carried by unanimous vote.
The meeting closed at 9:20 p.m.
