MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY, CALIFORNIA
OCTOBER 20, 1992
The Regular Meeting of the City Council of the City of National City was called to order
at 4:00 p.m. by Mayor Waters.
ROLL CALL
Council members present: Dalla, Van Deventer, Zarate, Waters. Absent: Inzunza.
Administrative officials present: Bolint, Harter, McCabe, Myers, Peoples, Post.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with the salute to the flag led by City Manager, Tom G.
McCabe followed by the invocation by Assistant City Manager Gerald Bolint.
APPROVAL OF MINUTES
Motion by Van Deventer, seconded by Zarate, the Minutes of the Regular Meeting of
October 13. 1992 be approved. Carried by unanimous vote. Absent: Inzunza.
PROCLAMATIONS
Motion by Van Deventer, seconded by Dalla, the Proclamation be introduced by title
only. Carried by unanimous vote. Absent: Inzunza.
The Proclamation proclaiming the week of October 24-November 1, 1992 to be "RED
RIBBON WEEK" was read aloud in full by Mayor Waters, who then presented the
proclamation to a representative of the South Bay Red Ribbon Coalition.

ADOPTION OF CONSENT RESOLUTIONS (Resolution Nos. 92-188 through 92-
193). Motion by Van Deventer, seconded by Dalla, for approval. Carried by
unanimous vote. Absent: Inzunza.

1. Resolution No. 92-188. A "RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NATIONAL CITY AUTHORIZING THE CITY MANAGER TO EXECUTE

ACTION: Motion by Dalla, seconded by Van Deventer, in favor.

NEW BUSINESS
WARRANT REGISTERS 1992
10. SUBJECT: Warrant Register No. 15. Ratification of Demands in the amount
of $487,420.09 (Warrant Nos. 123380 through 123512 inclusive excepting
none).
RECOMMENDATION: Staff recommended ratification of these warrants.
NOTE: Councilman Van Deventer stated that he would be abstaining on
Warrant No. 123423, as he owns the building.
ACTION: Motion by Van Deventer, seconded by Dalla, in favor.

OTHER STAFF - No report.
MAYOR
The Mayor requested the City Manager to look into allegations of Staff dragging their
feet on the clean up of toxins located on the Sweetwater Campus. Community
Development Commission Executive Director Paul Desrochers responded that funds
are being provided only. Sweetwater is responsible for cleaning the site prior to funds
being released for construction.
Mayor Waters requested that the City Manager bring to the Council a report on the
performance of the Police Department photo radar car, as complaints have been
received.
CITY COUNCIL
Vice Mayor Zarate made inquiry of Public Works Director Williams regarding the
intersection of 21st Street and Highland Avenue and traffic flow problems. City
Engineer Myers stated that he would check the status on the Traffic Safety Committee.
If it has not been reviewed yet, it would be the first part of November.

PUBLIC ORAL COMMUNICATIONS
Ernie Mellor, Berge Roberts Mortuary, Chairman of the National City Chamber of
Commerce Beautification Committee, presented a petition (copy on file in the Office of
the City Clerk) for consideration of the Council to take action with the
Transportation/CALTRANS board to clean up and restore the I-5/24th Street off ramp.
Lights are needed, transients are loitering, etc.
ADJOURNMENT
Motion by Van Deventer, seconded by Zarate, the meeting be adjourned to the next
Regular City Council Meeting - October 27. 1992 - 7:00 p.m. - Council Chambers. Civic
Center. Carried by unanimous vote. Absent: Inzunza.
The meeting closed at 4:20 p.m.
