MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA
JANUARY 11, 2000
The Regular Meeting of the City Council of the City of National City was
called to order at 6:01 p.m. by Mayor Waters.
ROLL CALL
Councilmembers present: Beauchamp, Inzunza, Morrison, Waters.
Councilmembers absent: Soto (arrived at 6:10 p.m.)
Administrative officials present: Dalla, DeFratis, DiCerchio, Hodges,
McCabe, Morse, Myers.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with the salute to the flag led City Manager
Tom G. McCabe, followed by the invocation by Mayor Waters.
APPROVAL OF MINUTES
Motion by Inzunza, seconded by Beauchamp, the Minutes of the Regular
Meeting of December 14, 1999, be approved. Carried by unanimous vote.
CONSENT CALENDAR
ADOPTION OF CONSENT CALENDAR. Item Nos. 1 through 3
(Resolution Nos. 2000-1, 2000-2, 2000-3), Item Nos. 4 through 7 (Warrant
Register Nos. 24, 25, 26, 27), and Item Nos. 8 and 9 (Claims for Damages).
Motion by Inzunza, seconded by Beauchamp, the Consent Calendar be
approved. Carried by unanimous vote. Absent: Soto.

WAGE INCREASE OF TEN PERCENT FOR THE
CLASSIFICATION OF POLICE DISPATCHER AND OF FIVE
PERCENT FOR THE CLASSIFICATION OF POLICE

RECOMMENDATION: Staff recommended approval.

ACTION: Motion by Inzunza, seconded by Beauchamp, to

ORDINANCE FOR ADOPTION
Motion by Beauchamp, seconded by Morrison, the Ordinances be adopted
by title only. Carried by unanimous vote. Absent: Soto.
MUNICIPAL CODE 2000 (506-2-15)
11. "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
NATIONAL CITY ADOPTING THE NATIONAL CITY
MUNICIPAL CODE." (City Clerk)
ACTION: Motion by Beauchamp, seconded by Morrison, to
adopt Ordinance No. 2000-2170. Carried by unanimous vote.
Absent: Soto.
TEMPORARY USE PERMITS 2000 (203-1-16)
12. SUBJECT: Temporary Use Permit — McCune -Chrysler -Plymouth -
Jeep used vehicle tent sale. (Building & Safety)
RECOMMENDATION: Staff recommended approval subject to
compliance with all conditions of approval.
TESTIMONY: None.
ACTION: Motion by Morrison, seconded by Inzunza, to
approve staff's recommendation. Carried by unanimous vote.
Absent: Soto.
It was announced that there was an off agenda item regarding use of the
Community Building that required action prior to the next meeting. Motion
by Inzunza, seconded by Morrison, to bring the item on to the agenda.
Carried by unanimous vote.
NATIONAL CITY COMMUNITY CENTER (1101-5-1)
12a. SUBJECT: Use of the Community Center for the Safe
Neighborhood Program sponsored by the South Bay Community
Services to be held on January 15, 2000. This is a quarterly event.
The Council sponsor is Councilman Beauchamp. Under the newly
modified use policy, the fees may be waived with a Council sponsor.
RECOMMENDATION: Staff recommended approval.

ACTION: Motion by Inzunza, seconded by Waters, to
approve staff's recommendation. Carried by unanimous vote.

Councilman Soto arrived at 6:10 p.m.
CITY MANAGER. No Report.
CITY ATTORNEY. No Report.
OTHER STAFF
City Clerk Dalla informed the Council that the minutes for the December 7`h
meeting had been distributed some time ago but were not listed on the
agenda for approval. It was requested that the Council consider approving
them at this time. Mayor Waters directed that they be acted on next week.
MAYOR
Mayor Waters read a letter of appreciation from Japanese representatives for
the tree planting ceremony that took place in December. Mayor Waters
announced that the ribbon cutting for Harrison Avenue would be
January 27th. Following discussion, it was agreed that the time would be
noon.
The Mayor asked Port Commissioner Jess VanDeventer to come forward.
Commissioner VanDeventer announced that the $300,000 contract for the
Rail Car Plaza had been awarded by the Port and reported that the large
crane at 24" Street Pier would be sold. Mr. VanDeventer said that the Port
is paying for the Harrison Avenue dedication and would cooperate with the
City in arranging an acceptable time for the event.

CITY COUNCIL
Councilman Inzunza suggested that it would be a good idea to consider
renaming Harrison Avenue to something more appropriate.
Councilman Morrison clarified the erroneous stories is the newspaper
regarding SANDAG funding to oppose the Senator Steve Peace Bill on
Government reorganization. According to Mr. Morrison, SANDAG did not
appropriate money to oppose the bill but the newspaper continued to ignore
the facts in their stories.
Councilman Beauchamp reported on the successful distribution of $70,000
worth of gifts and toys in Tecate the previous weekend. During his visit to
Tecate, Councilman Beauchamp discussed sister city issues with Tecate
officials. According to Mr. Beauchamp, Tecate has requested help in
securing the opening of the border crossing on a 24-hour basis. Councilman
Beauchamp reported on the allocation of TDA funds for Coronado ferry
service and inquired if there was any interest in ferry service from Coronado
to the South Bay.
POLITICAL SUPPORT ADMIN (102-4-1)
13. Proposition 21 (Councilman Beauchamp)
Councilman Beauchamp provided information on the proposed
proposition and asked the Council to consider taking a position on the
issue after they have had an opportunity to review the facts.
PUBLIC ORAL COMMUNICATIONS
Ted Godshalk, 2143 Cleveland Ave., updated the Council on progress and
plans for the Paradise Creek Project including upcoming events and
distributed calendars and written materials.
Mickey Head, 836 Paradise Dr., expressed her appreciation and
compliments for the Paradise Creek Project and the fine job being done by a
small group of volunteers.

ADJOURNMENT
Motion by Inzunza, seconded by Soto, the meeting be adjourned to the Next
Regular City Council Meeting, January 18, 2000, at 3:00 p.m., Council
Chambers, Civic Center. Carried by unanimous vote.
The meeting closed at 6:46 p.m.
