HomeMy WebLinkAbout2000 01-18 CC MINBook 82/Page 8 1/18/2000 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALI FORNIA JANUARY 18, 2000 The Regular Meeting of the City Council of the City of National City was called to order at 3:02 p.m. by Mayor Waters. ROLL CALL Councilmembers present: Beauchamp, Inzunza, Morrison, Soto, Waters. Administrative officials present: Campbell, Dalla, Desrochers, DiCerchio, Eiser, Kimble, Matienzo, McCabe, Morse, Myers, Post. SALUTE TO THE FLAG AND INVOCATION The meeting was opened with the salute to the flag led City Manager Tom G. McCabe, followed by the invocation by Vice Mayor Soto. APPROVAL OF MINUTES Motion by Inzunza, seconded by Soto, the Minutes of the Regular Meeting of December 7, 1999, and the Minutes of the Regular Meeting of January 11, 2000, be approved. Carried by unanimous vote. MAYOR'S PRESENTATION PERSONNEL RECOGNITION / APPRECIATION ADMIN (604-2-1) Employee Recognition —Paul Boyd, Fire Engineer. Mayor Waters presented a certificate of appreciation and a lapel pin to Paul Boyd, Fire Engineer, for his twenty-five years of dedication and service. PRESENTATION NEW EMPLOYEE INTRODUCTION PROGRAM (604-2-2) Mayor Waters requested that City Librarian Anne Campbell introduce her new employee, Guadalupe Sanchez / Principal Librarian. Ms. Sanchez stood and was recognized by those present. Book 82/Page 9 1/18/2000 NEW EMPLOYEE INTRODUCTION PROGRAM (cont.) Mayor Waters then requested that Fire Chief Randy Kimble introduce his new employee, Marlene Donner / Fire Inspector. Ms. Donner stood and was recognized by those present. Mayor Waters turned control of the meeting over to Vice Mayor Soto. INTERVIEWS AND APPOINTMENTS SWEETWATER AUTHORITY BOARD APPT ADMIN (101-22-1) Vice Mayor Soto announced that Mayor Waters had requested that he be reappointed to the Sweetwater Authority Board, for a term ending December 31, 2002. TESTIMONY: Bruce Coons, 44 Kingston Court S., Coronado, spoke against the reappointment of Mayor Waters. ACTION: Motion by Inzunza, seconded by Waters, in favor of the Mayor's recommendation. Carried by unanimous vote. SERRA LIBRARY SYSTEM ADVISORY BOARD (101-3-2) Vice Mayor Soto announced that Mayor Waters had recommended that Everett Dickson be reappointed to the Serra Library System Advisory Board, for a term ending January 31, 2002. ACTION: Motion by Soto, seconded by Inzunza, in favor of Mayor's recommendation. Carried by unanimous vote. Vice Mayor Soto returned control of the meeting to Mayor Waters. CONSENT CALENDAR ADOPTION OF CONSENT CALENDAR. Item No. 1 (Warrant Register No. 28), Item No. 2 (Consolidated Cash and Investment Report), Item No. 3 (Year End Financial Statements), and Item No. 4 (Claim for Damages). Motion by Inzunza, seconded by Soto, the Consent Calendar be approved. Carried by unanimous vote. Book 82/Page 10 1/18/2000 WARRANT REGISTER (202-1-14) 1. Warrant Register #28. Ratification of Demands in the amount of $883,542.25. (Finance) ACTION: Approved. See above. FINANCIAL MANAGEMENT 1999 (204-1-14) 2. SUBJECT: Consolidated Cash and Investment Report as of July 31, 1999. (Finance) ACTION: Approved. See above. FINANCIAL MANAGEMENT 1999 (204-1-14) 3. SUBJECT: Year end financial statements for fiscal year ended June 30, 1999. (Finance) ACTION: Approved. See above. CLAIMS (501-1-144) 4. SUBJECT: Claim for Damages: Catherine Candelaria. (City Clerk) ACTION: Denied. See above. NEW BUSINESS NATIONAL CITY COMMUNITY CENTER (1101-5-1) 5. SUBJECT: Use of the Community Center by the non-profit organization "Share" on a monthly basis and waiver of fees. (Public Works) RECOMMENDATION: Staff recommended approval. TESTIMONY: None. ACTION: Motion by Inzunza, seconded by Beauchamp, to continue this item for two weeks. Carried by unanimous vote. NATIONAL CITY COMMUNITY CENTER (1101-5-1) 6. SUBJECT: Use of the Community Center by the National School District and waiver of fees. (Public Works) RECOMMENDATION: Staff recommended approval. TESTIMONY: None. ACTION: Motion by Inzunza, seconded by Morrison, to approve staff's recommendation. Carried by unanimous vote. Book 82/Page 11 1/18/2000 CITY MANAGER. No Report. CITY ATTORNEY. No Report. OTHER STAFF. No Report. MAYOR Mayor Waters read a letter from Plaza Bonita that commended the National City Police Department, and gave a progress report on the restoration of the rail car and the Rail Car Plaza construction. The $314,000 contract for the Plaza was awarded by the Port District Board and the car is 70% restored. CITY COUNCIL. No Report. PUBLIC ORAL COMMUNICATIONS. No Report. CLOSED SESSION Public Employee Discipline / Dismissal / Release Government Code Section 54957 City Attorney Eiser advised that the employee involved in the case has chosen to have the matter discussed in open session. Attorney Everett Bobbitt, 8388 Vickers St., San Diego, representing the employee, reviewed the case, presented oral arguments on behalf of his client, and responded to questions from the City Council. Senior Assistant City Attorney Rudy Hradecky, representing the City, reviewed the record, provided oral arguments on behalf of the City, and responded to questions. ACTION: Motion by Inzunza, seconded by Beauchamp, to go into Closed Session. Carried by unanimous vote. Book 82/Page 12 1/18/2000 CLOSED SESSION (cont.) Councilmembers left the Chambers at 4:13 p.m. Councilmembers returned at 4:36 p.m. All members were present. Mayor Waters announced that the City Council, after reviewing the written transcript and considering oral arguments, had determined to deny the request and affirm the action of the Civil Service Commission. ADJOURNMENT Motion by Morrison, seconded by Inzunza, the meeting be adjourned to the Next Regular City Council Meeting, January 25, 2000, at 6:00 p.m., Council Chambers, Civic Center. Carried by unanimous vote. The meeting closed at 4:37 p.m. The foregoing minutes were approved at the Regular Meeting of January 25, 2000.
