MINUTES OF THE ADJOURNED REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA
MARCH 8, 2000
The Adjourned Regular Meeting of the City Council of the City of National
City was called to order at 3:05 p.m. by Mayor Waters.
ROLL CALL
Councilmembers present: Beauchamp, Inzunza, Morrison, Soto, Waters.
Administrative officials present: Dalla, Desrochers, Eiser, McCabe, Morse,
Post, Trees.
Planning Director Roger Post provided an overview of the State Housing
Element Requirements for the General Plan, the process that was being
followed, and introduced a representative from Cotton Beland Associates,
Inc., the City's Housing Consultant.
Mr. John Bridges, Principal, Cotton Beland Associates, Inc., 6336
Greenwich Drive, Suite F, San Diego, provided background information and
outlined and reviewed the following issues, constraints and program
suggestions for the National City Housing Element:

2. Housing Affordability and Overcrowding
3. Age and Condition of Housing Stock
4. Special Needs
5. Assisted Housing at Risk of Converting to Market Rate

• Planning Commission Suggestions
A Housing Element Workshop was conducted with the Planning
Commission on February 7, 2000. The Commission generally
concurred with the Program Suggestions outlined above, but also
suggested the following programs:
- Convert certain commercially- and industrially -zoned land to
residential or mixed -use zoning (commercial plus residential)
to encourage development of new housing, particularly upper
and moderate income housing near transit stations.

Planning Commission Suggestions (cont.)
Consider amendment of the Redevelopment Project Area west
side to allow use of eminent domain in single family residential
areas promoting redevelopment of new housing.
The City Council concurred with the suggestions of the Planning
Commission and further suggested the need to: a) look at the possible
amendment of the Redevelopment Project Area for housing improvements;
b) consider housing opportunities in conjunction with transit and the
Higher Education Complex; c) better market the City to developers and
make information available about existing sites.
PUBLIC ORAL COMMUNICATIONS. None.
Motion by Beauchamp, seconded by Inzunza, the Joint Meeting between the
City Council and the Planning Commission, scheduled for March 29, 2000,
at 3:00 p.m., be held in the Community Building, 140 E. 12th Street, Suite B.
Carried by the following vote, to -wit: Ayes: Beauchamp, Inzunza,
Morrison, Soto. Nays: Waters. Absent: None. Abstain: None.
ADJOURNMENT
Motion by Inzunza, seconded by Beauchamp, the meeting be adjourned to
the Next Regular City Council Meeting, Tuesday, March 14, 2000, at 6:00
p.m., Council Chambers, Civic Center. Carried by unanimous vote.
The meeting closed at 4:30 p.m.
