MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA
MARCH 21, 2000
The Regular Meeting of the City Council of the City of National City was
called to order at 3:00 p.m. by Mayor Waters.
ROLL CALL
Councilmembers present: Beauchamp, Inzunza, Soto, Waters.
Councilmembers absent: Morrison.
Administrative officials present: Dalla, DiCerchio, Eiser, Kimble, McCabe,
Matienzo, Morse, Myers, Post.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with the salute to the flag led by City Manager
Tom G. McCabe, followed by the invocation by Vice Mayor Soto.
APPROVAL OF MINUTES
Motion by Inzunza, seconded by Beauchamp, the Minutes of the Regular
Meeting of March 7, 2000, and the Minutes of the Regular Meeting of
March 14, 2000, be approved. Carried by unanimous vote. Absent:
Morrison.
MAYOR'S PRESENTATION
NEW EMPLOYEE INTRODUCTION PROGRAM (604-2-2)
Mayor Waters requested that Fire Chief Randy Kimble introduce his new
employee, Jeff Burriss / Deputy Fire Marshal. Mr. Burriss stood and was
recognized by those present.
Mayor Waters called forward his secretary, Norma Urias, and presented her
with a commemorative pin in recognition of her fifteen years with the City.

Mayor Waters called forward Ms. Yvette Pedroza, Miss National City 1999,
and presented her with a gold key to the City in appreciation of her
exemplary service during the past year. Ms. Pedroza then introduced the
new Miss National City for 2000, Naomi Ramos.
CONSENT CALENDAR
ADOPTION OF CONSENT CALENDAR. Item Nos. 1 through 8
(Resolution No. 2000-22, 2000-23, 2000-24, 2000-25, 2000-26, 2000-27,
2000-28, and 2000-29), Item No. 9 (Year End Audit Reports), Item No. 10
(Warrant Register No. 37), and Item Nos. 11 and 12 (Claims for Damages).
Motion by Inzunza, seconded by Beauchamp, Item Nos. 11 and 12 be
pulled, and the remainder of the Consent Calendar be approved. Carried by
unanimous vote.

Motion by Inzunza, seconded by Waters, the Ordinance be adopted by title

MUNICIPAL CODE 2000 (506-2-15)
13. "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
NATIONAL CITY AMENDING TITLE 9 OF THE NATIONAL
CITY MUNICIPAL CODE BY ADDING CHAPTER 9.38 AND
SECTIONS 9.38.010 THROUGH 9.38.100 PERTAINING TO
RESTRICTING THE SALE, DISPLAY AND PROMOTION OF
TOBACCO PRODUCTS TO MINORS." (City Attorney)

2750 Fourth Ave., San Diego, spoke in favor.
Sal Salem, San Diego Merchants Association, 404 Palm Ave.,
National City, spoke in opposition.
Roger Attiq, San Diego Merchants Association, 110 National
City Blvd., spoke against the Ordinance.
John Hanna, San Diego Merchants Association, 1039 Harbison
Avenue, spoke against the Ordinance.
Todd Priest, California Grocers Association, 555 E. Ocean
Blvd., #450, Long Beach, spoke in favor of the proposed
Ordinance except for one area dealing with display and
advertising.

Somo, Executive Director of the San Diego Merchants
Association, expressing support for the proposed Ordinance
except for one provision dealing with product display
limitations.
ACTION: Motion by Inzunza, seconded by Soto, to approve
Ordinance No. 2000-2172, with a modification to Section
9.38.050(b) to state that Section 9.38.040 does not apply in any
establishment to displays containing tobacco products that are
not accessible to patrons. Carried by unanimous vote. Absent:
Morrison. City Attorney Eiser stated that because of the
change the Ordinance would appear on next week's agenda for
second reading and adoption.

14. SUBJECT: Letter from Kathryn Lembo, Executive Director of
South Bay Community Services requesting a letter of support for AB
1826 — The Family Violence Prevention and Intervention
Demonstration Project.

TESTIMONY: Perla Brandberg, representing South Bay
Community Services, 304 W. 18th St., provided additional
information on the program, responded to questions and spoke
in favor. Norma Imesqua, South Bay Community Services,
responded to questions.
ACTION: Motion by lnzunza, seconded by Beauchamp, to
approve the request, including a Resolution in the future.
Carried by unanimous vote. Absent: Morrison.

MAYOR
Mayor Waters read a letter that he sent regarding a temporary bike path
across the National City Marina site.
CITY COUNCIL
Councilman Beauchamp requested the Police Department permit cross -
traffic during the Sunday evening Highland Avenue enforcement efforts.

Motion by Beauchamp, seconded by Soto, the meeting be adjourned to the
Next Regular City Council Meeting, March 28, 2000, at 6:00 p.m., Council
Chambers, Civic Center.
