HomeMy WebLinkAbout2000 03-29 CC MINBook 82/Page 78 3/29/00 MINUTES OF THE ADJOURNED REGULAR JOINT MEETING OF THE CITY COUNCIL AND PLANNING COMMISSION OF THE CITY OF NATIONAL CITY, CALIFORNIA MARCH 29, 2000 The Adjourned Regular Joint Meeting of the City Council and Planning Commission of the City of National City was called to order at 3:00 p.m. by Mayor Waters. ROLL CALL Councilmembers present: Beauchamp, Inzunza, Morrison, Soto, Waters. Planning Commissioners present: Baca, Detzer, Godshalk, Martinelli, Parra, Ungab, Valderrama. Administrative officials present: Dalla, Eiser, Kimble, McCabe, Morse, Post, Ray. SALUTE TO THE FLAG AND INVOCATION The meeting was opened with the salute to the flag led by City Manager Tom McCabe. The meeting began with a review and update of current ongoing and planned City projects, programs and activities. The review included: restoration of the historic rail car and Railcar Plaza; Harrison Avenue improvements; National City Marina; the Higher Education Project / Village; new Chamber of Commerce building; 24' & Cleveland property; Plaza Bonita expansion; Clairmont Avenue home construction; Mile of Cars Way; Civic Center Drive beautification; South Bay Community Services Housing Project; 9th & "A" Avenue development; "Q" Avenue improvements, 13' & Highland; Ace Metal relocation; Purple Cow site; Duck Pond; new fire station; Lincoln Acres; Samahan Clinic development; AMTRAK facility and the status of repairs to the Santa Fe Depot. Book 82/Page 79 3/29/00 Discussion and suggestions were made for future community projects and goals that should be addressed to improve the City. They included the following: • Consider acquiring the 1 /2 block along the east side of National City Blvd., between 9`h Street and Plaza Blvd. • Consider concept of high-rise concentration along National City Blvd., up to City Hall. • Develop a master plan for "A" Avenue and a plan for 10 to 15 blocks in the downtown area. • Focus future development around 24th and Wilson. • Work with the National School District to locate new school sites. • Create an Urban Runoff Enforcement office. • Consider allocating more money for Parks and Recreation activities. • Look at the possibility of a new site for the Public Works yard. • Consider an improved truck facility in the industrial area. • Consider traffic circles on Highland Avenue. • Complete study of the noise ordinance. • Work with Caltrans to build soundwalls. • Consider conversion of City vehicles for fuel efficiency. • Look into creation of a green -belt trail from Kimball Park to San Diego bay. Book 82/Page 80 3/29/00 • Carefully consider the issues relating to housing density. • Encourage home ownership. • Look at ways to replace the aging housing stock. • Take into account the numerous strip malls. • Look at problems that come from absentee landlords. • Consider some major one-way streets. • Have regular joint meetings between City Council and Planning Commission and possibly a Planning retreat. • Explore ways to stem the out -migration of families seeking better housing opportunities. • Look at the need for better local schools. • Consider doing something with old houses. • Consider having the City be a builder of new houses. • Look at the north end of National City Blvd. as a possible location in which to concentrate furniture stores. • Look into development of old FEDCO site. • Improve park facilities at Las Palmas Park. PUBLIC ORAL COMMUNICATIONS. Melody (no last name given) said it was important to improve communications between the Navy community, people from Mexico, and Filipinos. Book 82/Page 81 3/29/00 PUBLIC ORAL COMMUNICATIONS (cont.) Joanne Fields suggested the need for bike lanes in the City. Mr. Mitchell wanted Cagle Street open to through traffic. Prior to adjournment, it was suggested that future joint meetings be scheduled on a semi-annual basis, possibly in the Spring and Fall. ADJOURNMENT Motion by Valderrama, seconded by Baca, the meeting be adjourned to the next Regular Planning Commission Meeting, April 3, 2000, at 6:00 p.m., Council Chambers, Civic Center. Carried by unanimous vote. Motion by Beauchamp, seconded by Morrison, the meeting be adjourned to the next Regular City Council Meeting, April 4, 2000, at 3:00 p.m., Council Chambers, Civic Center. Carried by unanimous vote. The meeting closed at 5:00 p.m. The foregoing minutes were approved at the Regular Meeting of April 1 1, 2000.
