MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CA LIFORNIA
APRIL 18, 2000
The Regular Meeting of the City Council of the City of National City was
called to order at 3:02 p.m. by Mayor Waters.
ROLL CALL
Councilmembers present: Beauchamp, Inzunza, Morrison, Soto, Waters.
Administrative officials present: Dalla, Desrochers, DiCerchio, Eiser,
Hodges, Kossyta, McCabe, Morse, Myers, Ray, Ruiz, Trees.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with the salute to the flag led by City Manager
Tom G. McCabe, followed by the invocation by Vice Mayor Soto.
APPROVAL OF MINUTES
Motion by Morrison, seconded by Inzunza, the Minutes of the Regular
Meeting of April 11, 2000, be approved. Carried by unanimous vote.
MAYOR'S PRESENTATION (102-14-2)
California Conservation Corporation (CCC). Bernardo E. Garcia, District
Director, 109 Neptune Place, Escondido, appeared on behalf of the CCC
which has recently relocated their offices to National City. Mr. Garcia
distributed literature, explained the purpose and operation of the CCC, and
introduced Corps members Ivonne Hernandez and Peter Saole.
NEW EMPLOYEE INTRODUCTION PROGRAM (604-2-2)
Mayor Waters requested that Acting Building Director Kathleen Trees
introduce her new employee, Michael Halloran / Housing Inspector. Mr.
Halloran stood and was recognized by those present.

Mayor Waters then requested that Purchasing Agent Brenda Hodges
introduce her new employee, Debra Lunt / Purchasing Clerk. Ms. Lunt
stood and was recognized by those present.
Mayor Waters deviated from the agenda and requested that Vicky Waters,
his wife, come forward. Mayor Waters presented Vicky Waters with the
Golden Rule Award, given by J.C. Penny Company for her volunteer work
in the community.
HARBOR DISTRICT CONSERVATION MONITORING ADVISORY
COMMITTEE ADMIN (101-33-1)
Mayor Waters turned control of the meeting over to Vice Mayor Soto, who
reported that the Mayor recommended that the following persons serve on
the Harbor District Conservation Monitoring Advisory Committee:
Ted A. Godshalk, Paradise Creek Educational Park, Inc.
Laura Hunter, Paradise Creek Educational Park, Inc.
Irvin Fernandez, United States Fish & Wildlife Service
Melanie Denninger, California State Coastal Conservancy
William Paznokas, California State Department of Fish & Game
James A. Peugh, San Diego Audubon Society
Diana Lilly, California Coastal Commission
Cindy Burrascano, California Native Plant Society
Eric Crockett, CDC Project Coordinator, Pacific Area Plan Issue Rep.
Jim Ruiz, City Staff Member, Pacific Area Plan Issue Rep.
TESTIMONY: Paul Desrochers and Eric Crockett from the
Community Development Commission responded to questions. Ted
Godshalk, 2143 Cleveland Ave., explained the purpose the committee
and responded to questions.
ACTION: Motion by Beauchamp, seconded by Inzunza, in favor of
Mayor's recommendation. Carried by unanimous vote.

PARKS & RECREATION ADVISORY BD ADMIN (101-5-1)
Vice Mayor Soto announced that Mayor Waters had recommended that
Gloria Thompson to be appointed to serve on the Parks & Recreation
Advisory Board, for a term ending March 31, 2003.
ACTION: Motion by Inzunza, seconded by Morrison, in favor of
Mayor's recommendation. Carried by unanimous vote.
CIVIL SERVICE COMMISSION ADMIN (101-9-1)
Vice Mayor Soto announced that Mayor Waters had recommended that
Kathleen Smith's term on the Civil Service Commission be extended until
August 31, 2000, in order to complete scheduled disciplinary hearings.
ACTION: Motion by Inzunza, seconded by Morrison, in favor of
Mayor's recommendation. Carried by unanimous vote.
CONSENT CALENDAR
ADOPTION OF CONSENT CALENDAR. Item Nos. 1 through 3
(Resolution No. 2000-40, 2000-41, 2000-42), Item No. 4 (Wan -ant Register
No. 41), and Item No. 5 (Claim for Damages). Motion by Inzunza,
seconded by Morrison, the Consent Calendar be approved, and the Claim
for Damages be denied. Carried by unanimous vote, with the exception of
Councilman Beauchamp abstaining on Item Nos. 1 and 2, because of his
involvement with the San Diego Gas & Electric Company.
UNDERGROUND UTILITY DISTRICT 21 ADMIN (904-1-7)
1. Resolution No. 2000-40. "RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY ESTABLISHING

TEMPORARY USE PERMITS 2000 (203-1-16)
6. SUBJECT: Temporary Use Permit — National City Chamber of
Commerce — Heritage Days Annual Parade of Vintage Cars and Auto
Show. (Building & Safety)
RECOMMENDATION: Staff recommended approval subject to
compliance with all conditions of approval, and grant the waiver of
all fees.
TESTIMONY: None.
ACTION: Motion by Inzunza, seconded by Morrison, to
approve the request, including waiver of all fees. Carried by
unanimous vote.

MAYOR
Mayor Waters stated that the dedication of the Rail Car Plaza would be on
July 13th at 11:00 a.m.
CITY COUNCIL
Councilman Morrison reported on his attendance at the California
Convention on Regional Governance and the statewide interest in the
REITA (Senator Peace) Bill.
PUBLIC ORAL COMMUNICATIONS. None.
Mayor Waters called a recess at 3:40 p.m.
The meeting reconvened at 4:50 p.m. All members were present.
CLOSED SESSION
CONFERENCE WITH LEGAL COUNSEL — EXISTING
LITIGATION. Government Code Section 54956.9(a).
1) Claim for Damages: Arturo A. Gonzalez and Maria D. Gonzalez.
2) Claim for Damages: Tomas Garcia Diaz.
ACTION: Motion by Beauchamp, seconded by Morrison, to go into
closed session. Carried by unanimous vote.
Councilmembers left the Council Chambers at 4:51 p.m.

The meeting was adjourned to the Next Regular City Council Meeting,
April 25, 2000, at 6:00 p.m., Council Chambers, Civic Center.
The meeting closed at 5:35 p.m.
