MINUTES OF THE ADJOURNED REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA
APRIL 27, 2000
The Adjourned Regular Meeting of the City Council of the City of National
City was called to order at 3:02 p.m. by Mayor Waters.
ROLL CALL
Councilmembers present: Beauchamp, Inzunza, Morrison, Soto, Waters.
Administrative officials present: Dalla, Desrochers, Eiser, McCabe, Myers,
Post.
Others in attendance: Karen Hunter, CALTRANS Project Manager; William
Figge, CALTRANS Chief Planning Studies Branch; Patrick Merrill,
CALTRANS Manager, Capital Projects, South; Brian Sims, Senior Project
Engineer, Amtrak West Engineering Services; J.T. Wilson, General
Manager, Amtrak Southern California Operations.
Karen Hunter, CALTRANS Project Manager, distributed a handout booklet
that outlined the proposed Amtrak / Caltrans railroad maintenance facility at
1700 Cleveland Avenue and gave an oral presentation of its contents.
Ms. Hunter said there would be no heavy maintenance performed on the
site, that the facility would employee approximately 200 people, and they
were interested in becoming a part of the community.
There were questions and discussion regarding the current unsightly and
environmentally objectionable condition of the property, the need to replace
lost property tax revenue and the desirability of having the Old Santa Fe
Depot be a terminus and terminal for rail passenger service.
Motion by Beauchamp, seconded by Inzunza, that we approve in concept
Caltrans' and Amtrak's proposal for the use of the site commensurate with
our concern for the loss of property tax revenue and interest in possible

remedies that they would use the Historic National City terminus as a depot
for at least the first three or five trains out in the morning and the last three
or five trains back in the evening; use it as an unmanned station and perhaps
have a ticket vending machine there; that the use of the site at Cleveland
Avenue would have the appropriate landscaping and acoustical buffering to
protect the residents and businesses in the area; and they would clean the
site up commensurate with the legal requirements. Carried by unanimous
vote.
PUBLIC ORAL COMMUNICATIONS
Ed Kravitz, P.O. Box 1001, Imperial Beach, stated he was part of a group
that planned to run dinner trains south on the Coronado Branch line from
the 24th Street Station; expressed concerns about the proposal's impact on
his project and asked questions.
ADJOURNMENT
The meeting was adjourned to the Next Regular City Council Meeting,
May 2, 2000, at 3:00 p.m., Council Chambers, Civic Center.
The meeting closed at 4:05 p.m.
The foregoing minutes were approved at the Regular Meeting of June 6,
2000.
