MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALI FORNIA
MAY 2, 2000
The Regular Meeting of the City Council of the City of National City was
called to order at 3:01 p.m. by Mayor Waters.
ROLL CALL
Councilmembers present: Beauchamp, lnzunza, Morrison, Waters.
Councilmembers absent: Soto.
Administrative officials present: Dalla, Desrochers, Eiser, Kimble, McCabe,
Morse, Matienzo, Myers, Short, Post, Trees.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with the salute to the flag and invocation by
City Manager Tom G. McCabe.
APPROVAL OF MINUTES
Motion by Beauchamp, seconded by Inzunza, the Minutes of the Regular
Meeting of April 18, 2000, and the Minutes of the Regular Meeting of
April 25, 2000, be approved. Carried by unanimous vote.
INTERVIEWS AND APPOINTMENTS
STREET TREE & PARKWAY COMMITTEE ADMIN (101-2-1)
Mayor Waters announced that he had recommended that Howard Schwitkis
be reappointed to serve on the Street Tree & Parkway Committee, for a term
ending April 28, 2004.
ACTION: Motion by Inzunza, seconded by Beauchamp, in favor of
Mayor's recommendation. Carried by unanimous vote.

Edith Hughes, Director of the Chamber of Commerce, presented a plaque to
the Mayor commemorating the selection of the National City float as the
"Best of Port Cities" in the Holiday Bowl Parade. Ms. Hughes also
reminded everyone about the Maytime Band Review on May 6t.
PUBLIC HEARING
MUNICIPAL CODE 2000 (506-2-15)
1. Public Hearing — Amendment to Chapter 7.06 of the National City
Municipal Code regarding the regulation of abandoned buildings.
(Building & Safety)
Note: Notice of Public Hearing and Proof of Publication are on file
in the Office of the City Clerk.
RECOMM ENDATION: Staff recommended a minor change to the
Ordinance, on page 4 under section 7.06.090, to reflect that the
referenced monitoring fee will be set by the National City Fee
Schedule; to conduct the public hearing and introduce the Ordinance.
TESTIMONY: None.
ACTION: There were no speakers. The hearing was closed.
CONSENT CALENDAR
ADOPTION OF CONSENT CALENDAR. Item Nos. 2 through 4
(Resolution Nos. 2000-52, 2000-53, 2000-54), Item No. 5 (Warrant Register
No. 43), Item No. 6 (Claim for Damages), and Item No. 7 (Street Tree
Committee Minutes). Motion by Inzunza, seconded by Beauchamp, the
Consent Calendar be approved, and the Claim for Damages be denied.
Carried by unanimous vote.

2. Resolution No. 2000-52. "RESOLUTION OF THE CITY COUNCIL

RECOMMENDATION: None.

favor of the request by the National City Adult School.
John David Hughes, 3420 N. Mountain View Dr., Chula Vista,
spoke in favor of the request by the National City Adult
School.
Lynne Robinson, 5762 Good Karma Ln., Bonita, spoke in
favor of the request by the National City Adult School.
Nicholas Brown, 2245 Saipan Dr., San Diego, spoke in favor of
the request by the National City Adult School.
John Alvarado, 4201 Collwood Ln., San Diego, spoke in favor

Bill Kinney, 2559 Saddlehorn Dr., Chula Vista, spoke in favor
of the request of the Higher Education Center.
Randy Kimble, National City Fire Chief, responded to

ACTION: Motion by Beauchamp, seconded by Inzunza, to
direct the City Manager to enter into negotiations with the
National City Adult School for use of the building. Carried by
the following vote, to -wit: Ayes: Beauchamp, Inzunza,
Morrison. Nays: Waters. Absent: Soto. Abstain: None.
TEMPORARY USE PERMITS 2000 (203-1-16)
10. SUBJECT: Temporary Use Permit — 3 MMM Barber Shop Grand
Opening. (Building & Safety)
RECOMMENDATION: Staff recommended to approve the
Temporary Use Permit subject to compliance with all conditions of
approval.
TESTIMONY: None.
ACTION: Motion by Morrison, seconded by Beauchamp, to
approve the request. Carried by unanimous vote.

11. SUBJECT: Temporary Use Permit — Clothing International, Inc. /
dba Mario's Family clothing. (Building & Safety)
RECOMMENDATION: Staff recommended to approve the
Temporary Use Permit subject to compliance with all conditions of
approval.
TESTIMONY: None.
ACTION: Motion by Inzunza, seconded by Morrison, to
approve the request. Carried by unanimous vote.
PUD / AUTO DEALERSHIP - 3131 NATIONAL CITY BLVD (408-1-6)
12. SUBJECT: Notice of Decision — Planned Development Permit for
the expansion of an auto dealership at 3131 National City Boulevard.

CITY COUNCIL
Councilman Morrison referred to articles in the San Diego Transcript
dealing with National City and with Senator Peace's comments on the status
of the Director of the Port District.
PUBLIC ORAL COMMUNICATIONS
Rita Heuss, 2121 E. Fourth St., expressed her continuing concerns about the
potential impact of the proposed Bridge Project at Palm and Division Street.
ADJOURNMENT
Motion by Inzunza, seconded by Morrison, the meeting be adjourned to the
Next Regular City Council Meeting, May 9, 2000, at 6:00 p.m., Council
Chambers, Civic Center. Carried by unanimous vote.
The meeting closed at 4:27 p.m.
