MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA
NOVEMBER 14, 2000
The Regular Meeting of the City Council of the City of National City was
called to order at 6:05 p.m. by Mayor Waters.
ROLL CALL
Councilmembers present: Beauchamp, lnzunza, Soto, Waters.
Councilmember absent: Morrison.
Administrative officials present: Dalla, DiCerchio, Eiser, Kimble, McCabe,
Morse, Myers, Post, Ruiz, Trees.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with the salute to the flag by City Manager
Tom McCabe, followed by the invocation by Vice Mayor Soto.
APPROVAL OF MINUTES
Motion by Inzunza, seconded by Beauchamp, the Minutes of the Regular
Meeting of October 24, 2000, be approved. Carried by unanimous vote.
Absent: Morrison.
MAYOR'S PRESENTATION
PERSONNEL RECOGNITION / APPRECIATION ADMIN (604-2-1)
Employee Recognition —Raymond S. Allen, Police Lieutenant
Mayor Waters presented a certificate of appreciation and a lapel pin to
Lieutenant Allen for his twenty years of dedication and service.

1. Public Hearing — Subdivision of a vacant, 61,420 square foot

RECOMMENDATION: Staff concurred with the decision of the
Planning Commission and recommended that the subdivision be
approved. Mayor Waters reported that Councilman Morrison has
requested the item be held over for consideration by a full Council.
TESTIMONY: None.
ACTION: Motion by Inzunza, seconded by Soto, to continue
this item to November 28, 2000. Carried by unanimous vote.

PUBLIC HEARING
GRANT / LAW ENFORCEMENT (302-1-2)
2. Public Hearing on Police Department request for Local Law
Enforcement Block Grant Funds. (Police Dept.)
Note: Notice of Public Hearing and Proof of Publication are on file
in the Office of the City Clerk. Refer to Item No. 17.
RECOMMENDATION: Staff recommended approval.
TESTIMONY: None.
ACTION: Motion by Inzunza, seconded by Soto, to close the
hearing. Carried by unanimous vote. Absent: Morrison.
CONSENT CALENDAR
ADOPTION OF CONSENT CALENDAR. Item Nos. 3 through 10
(Resolution Nos. 2000-139, 2000-140, 2000-141, 2000-142, 2000-143,
2000-144, 2000-145, 2000-146), Item No. 11 (Street Tree Committee
Minutes), Item Nos. 12 and 13 (Warrant Register Nos. 17 and 18), and Item
Nos. 15 and 16 (Claim for Damages). Motion by Inzunza, seconded by
Soto, the Consent Calendar be approved, and the Claim for Damages be
denied. Carried by unanimous vote. Absent: Morrison.

18. SUBJECT: Draft Fiscal Impact Analysis of the Proposed
Annexation of Lincoln Acres. (Planning)
RECOMMENDATION: None.

ACTION: Mayor Waters reported that Councilman Morrison
has requested the item be held over for consideration by the
full Council, possibly at a workshop. Motion by Inzunza,
seconded by Soto, to hold over for a workshop when Mr.
Morrison gets back. Carried by the following vote, to -wit:
Ayes: Inzunza, Soto, Waters. Nays: None. Absent: Morrison.

NEW BUSINESS

19. SUBJECT: Holiday Season City Council Recess. (City Manager)
RECOMMENDATION: Staff recommended Council establish the
holiday season Council meeting recess as Tuesday, December 19;
Tuesday, December 26; and Tuesday, January 2, 2001.
TESTIMONY: None.
ACTION: Motion by lnzunza, seconded by Beauchamp, to
approve staffs recommendation. Carried by unanimous vote.

TEMPORARY USE PERMITS 2000 (203-1-16)
20. Temporary Use Permit — McCune -Chrysler -Plymouth -Jeep Used
Vehicle Tent Sale. (Building & Safety)
RECOMMENDATION: Staff recommended approval of the
Temporary Use Permit subject to compliance with all conditions of
approval.
TESTIMONY: None.
ACTION: Motion by Inzunza, seconded by Beauchamp, to
approve staffs recommendation. Carried by unanimous vote.

PUBLIC ORAL COMMUNICATIONS
Carol Clapper, 2330 Euclid Ave.#16, brought to the attention of the City
Council a citizen volunteer clean-up project planned along Euclid Avenue

on Saturday. Ms. Clapper invited the Mayor and Council to participate with
her in the clean-up project along with Mr. Paco Barajas and other
volunteers.
Kevin LaChapelle, PO Box 71744, Santee, representing the Center for
Integrity & Ethics, asked the City Council to explore possible legal
sanctions against Vice Mayor Soto for the conduct of his private legal
practice and for bringing disgrace upon his position as a City Council
member.
Nenita Rosales, 1317 'D' Avenue, submitted a petition to Mayor Waters.
Mayor Waters announced, for the record, that the petition had
approximately 30 signatures and then read the top part of the petition: "We,
the undersigned residents of National City, request that Fred Soto resign his
position as a member of City Council. We find that he is an embarrassment
to our city and his actions are not commensurable to those of a City
Councilmember." Mayor Waters then handed the petition to the City Clerk.
Tony Inocentes, 1409 Aries Ct., Chula Vista, spoke in support of Vice
Mayor Soto and emphasized that, other than some personal things, he has
not heard anyone say anything about Mr. Soto in his capacity as a City
Councilmember. Mr. Inocentes, for the record, wanted people to know that
the Filipino Community stands behind Mr. Soto and will stand with him to
the end, and that personal business needs to be left outside the Council
Chamber.
ADJOURNMENT
Motion by Inzunza, seconded by Beauchamp, the meeting of November 21,
2000, be dispensed with, and the meeting be adjourned to the Next Regular
Council Meeting, November 28, 2000, at 6:00 p.m., Council Chambers,
Civic Center. Carried by unanimous vote. Absent: Morrison.
