MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA
JUNE 13, 2000
The Regular Meeting of the City Council of the City of National City was
called to order at 6:04 p.m. by Mayor Waters.
ROLL CALL
Councilmembers present: Beauchamp, Inzunza, Morrison, Soto (arrived at
6:05 p.m.), Waters.
Administrative officials present: Dalla, DiCerchio, Eiser, McCabe, Morse,
Myers, Post, Trees.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with the salute to the flag and invocation by City
Manager Tom G. McCabe.
APPROVAL OF MINUTES
Motion by Beauchamp, seconded by Inzunza, the Minutes of the Regular
Meetings of June 6, 2000, be approved. Carried by unanimous vote.
PROCLAMATIONS (102-2-1)
Motion by Beauchamp, seconded by Inzunza, the Proclamation be read in
its entirety. Carried by unanimous vote.
The Proclamation proclaiming June 24, 2000, to be: "MILE OF CARS
BLOOD DRIVE DAY," was read by Mayor Waters and presented to a
representative from the Mile of Cars and the San Diego Blood Bank.
MAYOR'S PRESENTATION (102-14-2)
Local Fiscal Financial Reform presented by Ken Fabricatore (SANDAG).

CONSENT CALENDAR
ADOPTION OF CONSENT CALENDAR. Item No. 1 (Warrant Register
No. 49). Motion by Morrison, seconded by Inzunza, the Consent Calendar
be approved. Carried by unanimous vote.
WARRANT REGISTER (202-1-14)
1. Warrant Register #49. Ratification of Demands in the amount of
$1,842,500. (Finance)
ACTION: Approved. See above.
ORDINANCE FOR ADOPTION
Motion by Morrison, seconded by Inzunza, the Ordinance be adopted by
title only. Carried by unanimous vote.
MUNICIPAL CODE 2000 (506-2-15)
2. "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF NATIONAL CITY AMENDING TITLE 10 OF THE
NATIONAL CITY MUNICIPAL CODE BY ADDING CHAPTER
10.21 AND SECTIONS 10.21.010 THROUGH 10.21.070, ALL
PERTAINING TO RESTRICTING POSSESSION OF
CLONAZEPAM." (City Attorney)
ACTION: Motion by Morrison, seconded by Soto, to adopt
Ordinance No. 2000-2176. Carried by unanimous vote.
NEW BUSINESS
TEMPORARY USE PERMITS 2000 (203-1-16)
3. SUBJECT: Temporary Use Permit — New Covenant Tabernacle
Community Outreach. (Building & Safety)
RECOMMENDATION: Staff recommended approval of the
Application for a Temporary Use Permit subject to compliance with
all conditions of approval, and grant the waiver of fees.
TESTIMONY: None.
ACTION: Motion by Soto, seconded by Inzunza, to approve
staff's recommendation, including waiver of fees. Carried by
unanimous vote.

OTHER STAFF
TEMPORARY USE PERMITS 2000 (203-1-16)
4. SUBJECT: Written report regarding approval of Temporary Use
Permit (TUP) for car show at Sweetwater High School on June 5,
2000. (City Clerk)
At the last meeting of the City Council the accuracy of the public
record reflecting a unanimous vote on the TUP for the June 5th car
show was called into question. It was publicly suggested that the
Minutes needed to be corrected. The City Clerk's written report
publicly reaffirms that the record was accurate.
TESTIMONY: None.
ACTION: Filed.
Acting Public Works Director Burt Myers reported that there was a late
request for the use of the Community Building by the MAAC Project that
did not make it onto the agenda.
ACTION: Moved by Inzunza, seconded by Beauchamp, to bring the
item on the agenda. Carried by unanimous vote.
NATIONAL CITY COMMUNITY CENTER (1101-5-1)
SUBJECT: Request by the MAAC Project to use the Community Center
on June 20, 2000, from 4:30 to 6:30 p.m. The Council sponsor is
Councilman Inzunza.
ACTION: Moved by Waters, seconded by Inzunza, in favor of the
request. Carried by unanimous vote.
MAYOR
Mayor Waters read a letter he sent to Congressman Filner requesting
support for the "Kids 2000 Act," and the response he received from the
Congressman. Mayor Waters provided an update on the Rail Car Plaza and
the date for the return of the restored rail car. Mayor Waters read letters

from a church, a resident and businesses on Highland Avenue requesting
consideration for access to their locations during periods when the street is
closed due to cruising
CITY COUNCIL
CLAIMS / LEGAL FILES ADMIN (501-2-2)
5. SUBJECT: Discussion of quarterly meetings for claims / litigation
review. (Councilman Inzunza)
RECOMMENDATION: None.
TESTIMONY: None.
ACTION: Motion by Beauchamp, seconded by Inzunza, to set
policy for quarterly review of pending litigation and claims.
Carried by unanimous vote.
PUBLIC ORAL COMMUNICATIONS
Ernesto Lozano, 2005 'A' Avenue, addressed the Council regarding
problems residents in his neighborhood are experiencing with the adjacent
auto dealers and apartment residents. The primary concerns are noise from
racecars emanating from the auto dealer service department and non-
enforcement of the residential parking zone. Interest was expressed in
expanding the residential parking zone.
ADJOURNMENT
Motion by Inzunza, seconded by Morrison, the meeting be adjourned to the
Next Regular City Council Meeting, June 20, 2000, at 3:00 p.m., Council
Chambers, Civic Center. Carried by unanimous vote.
The meeting closed at 7:35 p.m.
