ROLL CALL Councilmembers present: Beauchamp, Inzunza, Morrison, Soto (arrived at 3:10 p.m.), Waters. Administrative officials present: Campbell, Dalla, Desrochers, DiCerchio, Eiser, Matienzo, McCabe, Morse, Myers, Post, Ruiz, Trees. SALUTE TO THE FLAG AND INVOCATION The meeting was opened with the salute to the flag and invocation by City Manager Tom G. McCabe. APPROVAL OF MINUTES Motion by Inzunza, seconded by Beauchamp, the Minutes of the Adjourned Regular Meetings of June 9, 2000, and the Minutes of the Regular Meeting of June 20, 2000, be approved. Carried by unanimous vote. MAYOR'S PRESENTATION NEW EMPLOYEE INTRODUCTION PROGRAM (604-2-2) Mayor Waters requested that Planning Director Roger Post introduce his new employee, Charles Marchesano/Planning Technician. Mr. Marchesano stood and was recognized by those present. PROCLAMATIONS (102-2-1) Motion by Morrison, seconded by Inzunza, the Proclamation be read in its entirety, provided there is someone present to accept it. Carried by unanimous vote. Book 82/Page 181 7/18/00 MAYOR'S PRESENTATION (cont.) PROCLAMATIONS (102-2-1) The Proclamation proclaiming "NATIONAL NIGHT OUT AGAINST CRIME DAY" was read in its entirety by Mayor Waters. INTERVIEWS AND APPOINTMENTS LIBRARY BOARD OF TRUSTEES ADMIN (101-3-1) Mayor Waters turned control of the meeting over to Vice Mayor Soto. Vice Mayor Soto announced that Mayor Waters had recommended that Mr. Delton Reopelle be appointed to serve on the Library Board of Trustees, for a term ending June 30, 2003. Mr. Delton Reopelle introduced himself, expressed his interest in serving, and responded to questions. ACTION: Motion by Inzunza, seconded by Soto, in favor of Mayor's recommendation. Carried by unanimous vote. City Clerk Dalla administered the oath of office PUBLIC HEARING PLANNED DEVELOPMENT PERMIT (414-1-15) 1. Public Hearing — Planned Development Permit for a 38-unit motel at the northeast corner of 7th Street and Roosevelt Avenue. (Applicant: Raman V. Patel) (Case File No.: PD-1999-4) (Planning) Note: Notice of Public Hearing and Proof of Publication are on file in the Office of the City Clerk. RECOMMENDATION: Staff concurred with the decision of the Planning Commission and recommended that the Planned Development Permit be approved. TESTIMONY: Ronald Ayers, 5580 La Jolla Blvd., Suite 328, San Diego, representing Microtel, introduced and explained the company concept and design, spoke in favor of the proposal, and answered questions. (BUILDING & SAFETY) OLD BUSINESS SANDAG FISCAL REFORM (105-3-13) 21. SUBJECT: Proposed SANDAG Fiscal Reform (Finance / City Manager) RECOMMENDATION: Staff totally supports the concept of fiscal reform but recommended that the City not support or oppose any of the Fiscal Reform Proposals until there can be assurance that there will be no negative impact in the revenues that belong to National City. The additional fiscal relief as a result of fiscal reform should provide the end result of long term revenue growth, long term predictability and constitutional guarantees that assure stability. SUBJECT: Letter from the Chamber of Commerce requesting that the 1925 Antique Fire Engine be displayed at the Heritage Day Auto show on Sunday, August 6, 2000, in Kimball Park. RECOMMENDATION: None. SUBJECT: Notice of Decision — Conditional Use Permit for a 1,752 square foot commercial building at the northeast corner of Coolidge Avenue and West 12`h Street, adjacent to a residence in MLR Zone. (Applicant: Glenn Eady) (Case File No.: CUP-2000-6) (Planning) RECOMMENDATION: Staff concurred with the decision of the Planning Commission and recommended that the Notice of Decision be filed. SUBJECT: Notice of Decision — Planned Development Permit for a 9,095 square foot automobile showroom at 2135 National City Boulevard. (Applicant: John Ball) (Case File No. PD-200-1) (Planning) RECOMMENDATION: Staff concurred with the decision of the Planning Commission and recommended that the Notice of Decision be filed. Book 82/Page 188 7/18/00 OTHER STAFF. No Report. MAYOR Mayor Waters reported that sales of automobiles in National City totaled $450 million. Mayor Waters recommended that Councilman Beauchamp be appointed to the newly formed South Bay Inter -Agency Group to participate in development of a comprehensive plan for the South Bay San Diego Unit, Sweetwater Marsh National Wildlife Refuge. Motion by Inzunza, seconded by Soto, in favor of the Mayor's recommendation. Carried by unanimous vote. CITY COUNCIL. No Report. PUBLIC ORAL COMMUNICATIONS Terry Hanks, 1430 'L' Avenue, presented a petition opposing the closing of Highland Avenue to cruising and supporting the termination of the Police Chief. Guillermo Mendez, 1430 L Avenue, protested the shooting of an individual named Arturo Gonzalez by National City police in September of 1999, and called for formation of a community elected police review board. Ruba Fakcuri, no street address, San Diego, urged the establishment of an independent, democratically run community review board and a community forum to debate police conduct, and for the Committee Against Police Brutality to be a participant. Mary L. Martin, 1527 E. 15th St., stated she supports the police department and the Police Chief. She also supports actions taken by the police the previous weekend. Aileane Roberts, 845 E. 13th St., stated she supports enforcement of the cruising ordinance and supports the job being done by the police department and the Police Chief.
