ROLL CALL Councilmembers present: Beauchamp, Inzunza, Morrison, Soto, Waters. Administrative officials present: Dalla, DiCerchio, Eiser, Morse, Myers, Post, Trees. SALUTE TO THE FLAG AND INVOCATION The meeting was opened with the salute to the flag by Assistant City Manager Park Morse, followed by the invocation by Vice Mayor Soto. APPROVAL OF MINUTES Motion by Morrison, seconded by Inzunza, approval of the Minutes of the Regular Meetings of August 1, 2000, be deferred. Carried by unanimous vote. PUBLIC HEARINGS CONDITIONAL USE PERMITS 2000 (403-15-1) 1. Public Hearing - Subdivision of one vacant lot into six with a Conditional Use Permit to allow six live/work residences and a Variance to allow tandem parking and a reduction in minimum lot size and minimum lot width at the northeast corner of 9th Street and "A" Avenue. (Applicant: Wakeland Housing and Development Corporation) (Case File Nos. S-2000-1, CUP-2000-10, Z-2000-2) (Planning) TESTIMONY: None ACTION: Motion by Inzunza, seconded by Morrison, to close hearing. Carried by unanimous vote. Book 82/Page 208 8/8/00 PUBLIC HEARINGS (cont.) GENERAL PLAN 2001 (405-8-4) 2. Public Hearing - Amendment to the combined General Plan/Zoning Map from the CT-PD Tourist -Commercial Zone to the RS-3-PD Single -Family Residential Zone for vacant properties north and east of Sheryl Lane. (Applicant: Community Development Commission) (Case Files Nos. GP-2000-3, ZC-2000-3) (Planning) TESTIMONY: Richard Campbell, 12970 Business Hwy 8, El Cajon, spoke in favor. Grace Blaszkowski, 4136 Country Trails, Bonita, was neutral but requested a delay. ACTION: Motion by Morrison, seconded by Inzunza, to close the hearing. Carried by the following vote, to -wit; Ayes: Inzunza, Morrison, Soto, Waters. Nays: None. Abstain: Beauchamp Councilman Beauchamp abstained because he owns property near the subject site. CONSENT CALENDAR ADOPTION OF CONSENT CALENDAR. Item Nos. 3 and 4 (Resolution Nos. 2000-97 and 2000-98), and Item No. 5 (Warrant Register No. 05). Motion by Inzunza, seconded by Soto, the Consent Calendar be approved. Carried by unanimous vote. CONTRACT (C2000-29) KIMBALL PARK ADMIN (702-1-1) 3. Resolution No. 2000-97. "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AWARDING A CONTRACT TO RONALD LOCKE CONSTRUCTION FOR THE KIMBALL PARK BOWL OPEN -MR AMPHITHEATER RENOVATION." (ENGINEERING SPEC. 99-8) (Public Works/Engineering) ACTION: Adopted. See above. Book 82/Page 209 8/8/00 CONSENT CALENDAR (cont.) CONTRACT (C2000-30) KIMBALL PARK ADMIN (702-1-1) 4. Resolution No. 2000-98. "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE MAYOR TO EXECUTE AN AGREEMENT BY AND BETWEEN THE CITY OF NATIONAL CITY AND BROOKWOOD LANDSCAPE, INC. FOR THE INSTALLATION OF A LITTLE LEAGUE BALL FIELD IN KIMBALL PARK." (City Attorney / Parks & Recreation) ACTION: Adopted. See above. WARRANT REGISTER (202-1-15) 5. Warrant Register #05. Ratification of Demands in the amount of $877,808.92. (Finance) ACTION: Approved. See above. STREET SIGNS ADMIN (903-12-1) 6. Resolution No. 2000-99. "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY ENDORSING THE PROPOSED REFURBISHMENT OF THE SIGN LOCATED OFF NORTHBOUND 1-5 BETWEEN HIGHWAY 54 AND 24TH STREET." (City Attorney) RECOMMENDATION: Staff recommended approval. TESTIMONY: Cesar Cortes, 374 East'H' St., #A164, Chula Vista, representing Sky Vision Media Network, spoke in favor and responded to questions. Edith Hughes, 1104 Manchester St., Managing Executive Director of the Chamber of Commerce, spoke in favor. ACTION: Motion by Inzunza, seconded by Morrison, in favor of staffs recommendation. Carried by unanimous vote. Book 82/Page 210 8/8/00 NEW BUSINESS TEMPORARY USE PERMITS 2000 (203-1-16) 7. SUBJECT: Revise the date for the New Covenant Tabernacle Community Outreach TUP. (Building & Safety) RECOMMENDATION: Staff recommended to approve the new date for the Temporary Use Permit. TESTIMONY: None. ACTION: Motion by Soto, seconded by Inzunza, in favor of staff's recommendation. Carried by unanimous vote. CITY MANAGER. No Report. CITY ATTORNEY. No Report. OTHER STAFF. No Report. MAYOR Mayor Waters reported that the restored railcar will leave Georgia and should arrive around August 14, 2000. Mayor Waters announced that fishing will be permitted in the Sweetwater Reservoir in the near future and then demonstrated a singing fish piece that was given to him as a gift. CITY COUNCIL Councilman Beauchamp reported on the Port -sponsored concert held in Kimball Park on August 6t'; said the attendance was very good and many families were in attendance for the two bands that performed. Councilman Beauchamp said that it has come to his attention through attending other city's council meetings that they are all very religious about exparte disclosure and requested that the City Attorney explain to the Council the meaning of exparte. Councilman Inzunza said even though there were a couple of small glitches, the park concert was a success. Book 82/Page 211 8/8/00 PUBLIC ORAL COMMUNICATIONS Carol Cappor, 2330 Euclid Ave., #16, related an experience she recently had while walking her dog when it was attacked by a pit bull dog. Ms. Cappor requested that the city consider some sort of recognition for a man who came to her aid during the attack. Terry Hanks, 1430 'L' Ave., voiced complaints about actions and practices of the National City Police Department; requested information from the City Manager; and requested that the Sheriff takeover the National City Police Department. ADJOURNMENT Motion by Inzunza, seconded by Soto, the meeting be adjourned to the Next Regular City Council Meeting, August 15, 2000, at 3:00 p.m., Council Chambers, Civic Center.
