According to Councilman Morrison, Senator Peace plans to introduce and pass legislation establishing an eleven -member committee on regional governance that will be charged with making recommendations to the legislature by August 1, 2001, for adoption and implementation by January of 2002. The proposed time line will not allow local input and will bypass the normal legislative committee process. Councilman Morrison believes the prospects for the small cities under the proposed legislation would be bleak. Councilman Beauchamp informed the Council about proposals to relieve train congestion in the downtown San Diego area by relocating it to National City; reported that Rail America has announced that it is not interested in a desert line; and that there should soon be a new rail operator in Mexico.
