MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA
AUGUST 22, 2000
The Regular Meeting of the City Council of the City of National City was
called to order at 6:05 p.m. by Mayor Waters.
ROLL CALL
Councilmembers present: Beauchamp, Inzunza, Morrison, Soto, Waters.
Administrative officials present: Dalla, DiCerchio, Eiser, McCabe, Morse,
Myers, Post, Ruiz, Trees.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with the salute to the flag by City Manager Tom
McCabe, followed by the invocation by Vice Mayor Soto.
APPROVAL OF MINUTES
Motion by Inzunza, seconded by Soto, the Minutes of the Regular Meeting
of August 15, 2000, be approved. Carried by the following vote, to -wit:
Ayes: Beauchamp, Inzunza, Soto, Waters. Nays: None. Absent: None.
Abstain: Morrison.
MAYOR'S PRESENTATION (102-14-2)
Port Commissioner Jess Van Deventer — Biannual Port of San Diego
Update. Commissioner Van Deventer passed out a written report and
reviewed the highlights of Port District activities in and around National
City.
CONSENT CALENDAR
ADOPTION OF CONSENT CALENDAR. Item Nos. 1 through 3
(Resolution Nos. 2000-109, 2000-110, 2000-111), Item No. 4 (Warrant
Register No. 07), and Item No. 5 (Claim for Damages). Motion by Inzunza,

ADOPTION OF CONSENT CALENDAR
seconded by Waters, Item No. 1 be pulled, the remainder of the Consent
Calendar be approved, and the Claim for Damages be denied. Carried by
unanimous vote.
CONTRACT (C2000-32)
1. Resolution No. 2000-109. "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING
THE MAYOR TO EXECUTE AN AGREEMENT WITH
HERITAGE SECURITY SERVICES TO PROVIDE PARK
SECURITY SERVICES AT KIMBALL PARK, LAS PALMAS
PARK AND EL TOYON PARK." (Parks & Recreation)
RECOMMENDATION: Staff recommended approval.
TESTIMONY: None.
ACTION: Motion by Morrison, seconded by Soto, in favor of
staff's recommendation. Carried by unanimous vote.

2. Resolution No. 2000-110. "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING
THE CITY ENGINEER TO ESTABLISH A '20 MINUTE LIMITED
PARKING' GREEN CURB ZONE AT 1540 COOLIDGE AVENUE
(G. AL -SHEIKH, TSC ITEM NO. 2000-16)." (Engineering)
ACTION: Adopted. See above.

3. Resolution No. 2000-111. "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING
THE CITY ENGINEER TO ESTABLISH THREE-FOOT RED NO
PARKING ZONES ON EACH SIDE OF THE DRIVEWAY AT
2112 "C" AVENUE (M. TORRES, TSC I1'EM NO. 2000-15)."

ORDINANCE FOR ADOPTION
Motion by Morrison, seconded by Inzunza, the Ordinance be introduced by
title only. Carried by the following vote, to -wit: Ayes: Inzunza, Morrison,
Soto, Waters. Nays: None. Absent: None. Abstain: Beauchamp.
Councilman Beauchamp abstaining, due to the fact that he owns property in
the affected area.
MUNICIPAL CODE 2000 (506-2-15)
6. "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
NATIONAL CITY REZONING CERTAIN PARCELS OF REAL
PROPERTY PURSUANT TO THE LAND USE CODE (CASE FILE
NOS. GP-2000-3, ZC-2000-3)." (Planning)
ACTION: Motion by Morrison, seconded by Waters, to adopt
Ordinance No. 2000-2178. Carried by the following vote, to -
wit: Ayes: Inzunza, Morrison, Soto, Waters. Nays: None.
Absent: None. Abstain: Beauchamp. Councilman Beauchamp
abstaining, due to the fact that he owns property in the affected
area.
NEW BUSINESS
CONDITIONAL USE PERMITS 2000 (403-15-1)
7. SUBJECT: Notice of Decision — Conditional Use Permit for a thrift
store at 1220 E. Plaza Boulevard, Suite A. (Applicant: Ruby Mullin)
(Case File No.: CUP-2000-12) (Planning)

CONDITIONAL USE PERMITS 2000 (403-15-1)
RECOMMENDATION: Staff concurred with the decision of the
Planning Commission and recommended that the Notice of Decision
be filed.
TESTIMONY: Shirley Mehling, 4930 Muir Ave., San Diego,
and Ruby Mullin, 6363 Rancho Mission Rd. #2, San Diego,
spoke in favor and responded to questions.
ACTION: Motion by Morrison, seconded by Inzunza, to set
for public hearing on September 19, 2000. Carried by
unanimous vote.
NATIONAL CITY COMMUNITY CENTER (1101-5-1)
7a. SUBJECT: Off Agenda Item requesting use of the Community
Building following the funeral of Jim Saludares, Sweetwater High
School football coach, to accommodate and assist the anticipated
large outpouring of students and community members in the healing
process.
ACTION: Motion by Beauchamp, seconded by Inzunza, to
bring the item on to the Agenda. Carried by unanimous vote.
Motion by Inzunza, seconded by Waters, to approve the use of
the Community Building on Thursday, August 24, 2000, and
that other suitable sites be explored. Carried by unanimous
vote.
CITY MANAGER. No Report.
CITY ATTORNEY. No Report.
OTHER STAFF. No Report.
MAYOR
Mayor Waters showed photographs and reported on the rail car restoration
and the roundhouse. Mayor Waters announced that the buildings at 30t and
National City Blvd. have finally been demolished.

CITY COUNCIL
Councilman Morrison discussed the status of the Senator Steve Peace
legislation on local government consolidation and reviewed the chronology
of events up to the present. According to Councilman Morrison, Senator
Peace plans to introduce and pass legislation establishing an eleven -member
committee on regional governance that will be charged with making
recommendations to the legislature by August 1, 2001, for adoption and
implementation by January of 2002. The proposed time line will not allow
local input and will bypass the normal legislative committee process.
Councilman Morrison believes the prospects for the small cities under the
proposed legislation would be bleak.
Councilman Beauchamp informed the Council about proposals to relieve
train congestion in the downtown San Diego area by relocating it to
National City; reported that Rail America has announced that it is not
interested in a desert line; and that there should soon be a new rail operator
in Mexico.
PUBLIC ORAL COMMUNICATIONS
Louise Martin, 1527 E. 15th St., told the Council that she believes that the
best place for the after -funeral reception for James Saludares is the
Sweetwater Gym.
ADJOURNMENT
It was suggested that the meeting be adjourned in honor of Mr. James
Saludares. Motion by Morrison, seconded by Inzunza, the meeting be
adjourned to the Next Regular Council Meeting, September 5, 2000, at 3:00
p.m., Council Chambers, Civic Center, and such adjournment be done in
honor of Mr. James Saludares. Carried by unanimous vote.
The meeting closed at 7:20 p.m.
