MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA
SEPTEMBER 12, 2000
The Regular Meeting of the City Council of the City of National City was
called to order at 6:03 p.m. by Mayor Waters.
ROLL CALL
Councilmembers present: Beauchamp, Inzunza, Morrison, Soto, Waters.
Administrative officials present: Dalla, DiCerchio, Eiser, Kirkpatrick,
McCabe, Post. Trees.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with the salute to the flag by City Manager Tom
McCabe, followed by the invocation by Vice Mayor Soto.
APPROVAL OF MINUTES
Motion by Morrison, seconded by Beauchamp, the Minutes of the Regular
Meeting of September 5, 2000, be approved. Carried by unanimous vote.
PROCLAMATIONS (102-2-1)
Motion by Morrison, seconded by Inzunza, the Proclamation be read in its
entirety, provided there is someone present to accept it. Carried by
unanimous vote.
The Proclamation proclaiming September 18-22, 2000, as "LAWSUIT
ABUSE AWARENESS WEEK" and "I WILL SERVE ON A JURY
WEEK," was read in its entirety by Vice Mayor Soto.
Mayor Waters introduced Colonel Bob Jackson, SUM MCROTC, who
presented a plaque to Councilman Morrison.

Mayor Waters then introduced members of the Boys & Girls Club, and
extended his congratulations to Diana Guido, 427 K Ave., who was
recognized as "Youth as Youth of Year" by the Boys & Girls Club.
CONSENT CALENDAR
ADOPTION OF CONSENT CALENDAR. Item No. 1 (Resolution No.
2000-117), Item No. 2 (Warrant Register No. 10), and Item No. 3 (Claim for
Damages). Motion by Morrison, seconded by Inzunza, the Consent
Calendar be approved, and the Claim for Damages be denied. Carried by
unanimous vote.
CONTRACT (C2000-12)
1. Resolution No. 2000-117. "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY APPROVING
CHANGE ORDER NO. 1, ACCEPTING THE WORK AND
AUTHORIZING THE FILING OF A NOTICE OF COMPLETION
FOR THE REROOFING OF THE LOWER PORTION OF THE
LOUIS J. CAMACHO RECREATION CENTER. (ENGINEERING
SPEC. NO. 00-1) (Engineering)
ACTION: Adopted. See above.
WARRANT REGISTER (202-1-15)
2. Warrant Register # 10. Ratification of Demands in the amount of
$59,918.09. (Finance)
ACTION: Approved. See above.
CLAIMS (501-1-144)
3. SUBJECT: Claim for Damages: Terry Hanks, Sr. (City Clerk)
ACTION: Denied. See above.

TEMPORARY USE PERMITS 2000 (203-1-16)
RECOMMENDATION: Staff recommended approval of the
Temporary Use Permit subject to compliance with all conditions of
approval, and to grant the waiver of fees.
TESTIMONY: Anne Campbell, National City Librarian,
spoke in favor of the TUP and expressed concern about a
concurrent event in the park planned on the same date and
time.
ACTION: Motion by Morrison, seconded by Beauchamp, to
approve staff's recommendation. Carried by unanimous vote.
TEMPORARY USE PERMITS 2000 (203-1-16)
5. Temporary Use Permit — Festival Latino Community Fair. (Building
& Safety)
RECOMMENDATION: Staff recommended approval of the
Temporary Use Permit subject to compliance with all conditions of
approval.
TESTIMONY: Jose Javier Luis, representing Festival Latino,
a conglomerate of several nonprofit public service agencies
such as the County Office of Education, the San Diego
Regional Center for the Developmental Disabled, and the
MAAC Project, among others, spoke in favor of the TUP and
responded to questions. Louise Martin, 1527 E. 15th St., said
she could not understand having two events scheduled at the
same time.
ACTION: Motion by Inzunza, seconded by Soto, to approve
staffs recommendation. Carried by unanimous vote.

6. Temporary Use Permit — Spa Guy's Spa Village. (Building & Safety)
RECOMMENDATION: Staff recommended approval of the
Temporary Use Permit subject to compliance with all conditions of
approval.

ACTION: Motion by Morrison, seconded by Inzunza, to
approve staff's recommendation. Carried by unanimous vote.

MAYOR
Mayor Waters reminded everyone that the ribbon cutting for the Round
House will be on Thursday, and encouraged everyone to attend.
CITY COUNCIL. No Report.
PUBLIC ORAL COMMUNICATIONS. None.
ADJOURNMENT
Motion by Morrison, seconded by Inzunza, the meeting be adjourned to the
Adjourned Regular Meeting to discuss Railway Tourism in the Harbor
District Area, September 18, 2000, 3:00 p.m. in the Large Conference
Room, Civic Center. Carried by unanimous vote.
The Next Regular Council Meeting will be on September 19, 2000, at
3:00 p.m., Council Chambers, Civic Center.
The meeting closed at 6:38 p.m.
