HomeMy WebLinkAbout2000 09-26 CC MINBook 82/Page 248 9/26/00 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA SEPTEMBER 26, 2000 The Regular Meeting of the City Council of the City of National City was called to order at 6:01 p.m. by Mayor Waters. ROLL CALL Councilmembers present: Inzunza, Morrison, Soto, Waters. Councilmembers absent: Beauchamp. Administrative officials present: Dalla, DiCerchio, Eiser, McCabe, Morse, Myers, Trees. SALUTE TO THE FLAG AND INVOCATION The meeting was opened with the salute to the flag by City Manager Tom McCabe, followed by the invocation by Vice Mayor Soto. APPROVAL OF MINUTES Motion by Morrison, seconded by Inzunza, the Minutes of the Regular Meeting of September 19, 2000, be approved. Carried by unanimous vote. Absent: Beauchamp. MAYOR'S PRESENTATION (102-14-2) Presentation of Certificates to Police Department personnel by California Department of Alcoholic Beverage Control. Steve Ernst, District Administrator for the San Diego Office of Alcoholic Beverage Control Board (ABC), presented certificates to Police Sergeant Lanny Roark, Police Officers' Jeffrey Etzler, Thomas Wilkins, Karen Taylor, Graham Young, Jeffrey Meeks, Daniel Nagle, and Police Chief Anthony "Skip" DiCerchio, of the National City Police Department in appreciation for their dedication, hard work and contribution in the success of the 1999-2000 ABC Grant Assistance Program. Book 82/Page 249 9/26/00 PROCLAMATIONS (102-2-1) Motion by Morrison, seconded by Inzunza, the Proclamation be read in its entirety, provided there is someone present to accept it. Carried by unanimous vote. Absent: Beauchamp. The Proclamation proclaiming October 2000, as "DOMESTIC VIOLENCE AWARENESS MONTH," was read in its entirety by Mayor Waters. BOARDS AND COMMISSIONS LOCAL LAW ENFORCEMENT BLOCK GRANT ADVISORY BOARD - APPOINTMENTS (101-1-1) Mayor Waters turned control of the meeting over to Vice Mayor Soto. Vice Mayor Soto announced that Mayor Waters had recommended for appointment Mr. Dan Greenwald, owner of Greenwald's Auto Body, and David Yamasaki, Assistant Executive Officer to the San Diego Superior Court, South County Division. Mayor Waters also recommended that Mr. Ray Allen, Police Lieutenant from the National City Police Department, be appointed to replace Lieutenant Iglesias as the liaison for the Advisory Board. ACTION: Motion by Morrison, seconded by Inzunza, in favor of the Mayor's recommendation. Carried by unanimous vote. Absent: Beauchamp. CONSENT CALENDAR ADOPTION OF CONSENT CALENDAR. Item No. 1 (Resolution No. 2000-124), and Item No. 4 (Warrant Register No. 12). Motion by Inzunza, seconded by Morrison, Item No. 1 be pulled, and the remainder of the Consent Calendar be approved. CONFLICT OF INTEREST REG / ADMIN (503-10-1) 1. Resolution No. 2000-124. "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY ADOPTING AN AMENDED CONFLICT OF INTEREST CODE WHICH INCORPORATES BY REFERENCE THE FAIR POLITICAL Book 82/Page 250 9/26/00 CONSENT CALENDAR (cont.) CONFLICT OF INTEREST REG / ADMEN (503-10-1) PRACTICES COMMISSION'S STANDARD MODEL CONFLICT OF INTEREST CODE, AND RESCINDING RESOLUTION NO. 96-98." (City Attorney / City Clerk) RECOMMENDATION: Staff recommended item No. 31 be deleted and the Resolution be approval. TESTIMONY: None. ACTION: Motion by Morrison, seconded by Waters, in favor of staffs recommendation. Carried by unanimous vote. Absent: Beauchamp. WARRANT REGISTER (202-1-15) 2. Warrant Register #12. Ratification of Demands in the amount of $392,888.97. (Finance) ACTION: Approved. See above. NON CONSENT RESOLUTION POLICY MANUAL ADMINISTRATION (110-1-1) 3. Resolution No. 2000-125. "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY APPROVING REVISIONS TO CITY COUNCIL POLICY NUMBER 704 — LIMITATION ON CITY APPROVED EVENTS WITHIN THE CITY." (Building & Safety) RECOMMENDATION: Staff recommended approval. TESTIMONY: Mary Martin, 1527 E. 15th Street, spoke in favor of the Resolution. Rita Heuss, 2121 E. 4th Street, spoke in favor of the Resolution. ACTION: Motion by Morrison, seconded by Inzunza, in favor of staffs recommendation. Carried by unanimous vote. Absent: Beauchamp. Book 82/Page 251 9/26/00 NON CONSENT RESOLUTION (cont.) WRITTEN COMMUNICATIONS POLITICAL SUPPORT ADMIN (102-4-1) 4. SUBJECT: Proposition BB Speaker — Dr. Ed Brand, Superintendent, Sweetwater High School District. ACTION: Dr. Ed Brand explained the need and importance of the proposed bond issue to National City school sites and requested that the City Council consider taking a position in support. NEW BUSINESS COUNCIL MEETINGS REGS / SCH ADMIN (102-7-1) 5. SUBJECT: Potential Council recess for Tuesday, November 21, 2000. (City Manager) ACTION: Motion by Inzunza, seconded by Soto, to approve staff's recommendation. Carried by unanimous vote. Absent: Beauchamp. CITY MANAGER. No Report. CITY ATTORNEY. No Report. OTHER STAFF. No Report. MAYOR Mayor Waters passed out an article on an alley beautification project in the Los Angeles area and suggested the City consider such a program in National City. CITY COUNCIL. No Report. PUBLIC ORAL COMMUNICATIONS Alfonso Hernandez, 2132 Euclid Avenue, reported unsanitary conditions in the alley between 16th and 17th Street from Hoover to Cooledge Avenue, as well as locations where public trash containers are not being emptied. Book 82/Page 252 9/26/00 ADJOURNMENT The meeting was adjourned to the Adjourned Regular Council Meeting to discuss the Civic Center Landscape Project, September 28, 2000, 3:00 p.m., in the Large Conference Room, Civic Center. The Next Regular City Council Meeting to be held on October 3, 2000, at 3:00 p.m., Council Chambers, Civic Center.
