MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA
OCTOBER 10, 2000
The Regular Meeting of the City Council of the City of National City was
called to order at 6:05 p.m. by Mayor Waters.
ROLL CALL
Councilmembers present: Beauchamp, Inzunza, Morrison, Soto, Waters.
Administrative officials present: Dalla, DiCerchio, Eiser, McCabe,
Matienzo, Myers.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with the salute to the flag by City Manager
Tom McCabe, followed by the invocation by Vice Mayor Soto.
APPROVAL OF MINUTES
Motion by Beauchamp, seconded by Inzunza, the Minutes of the Regular
Meeting of October 3, 2000, be approved. Carried by unanimous vote.
CONSENT CALENDAR
ADOPTION OF CONSENT CALENDAR. Item Nos. 1 and 2
(Resolution No. 2000-129 and 2000-130), and Item No. 3 (Warrant Register
No. 14). Motion by Inzunza, seconded by Beauchamp, the Consent
Calendar be approved. Carried by unanimous vote.
KIMBALL PARK ADMIN (702-1-1)
1. Resolution No. 2000-129. "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY
APPROVING ADDITIONAL FUNDING TO FABRICATE AND
INSTALL NEW MEMORIAL PLAQUE AT THE KIMBALL
BOWL." (Public Works)
ACTION: Adopted. See above.

CONSENT CALENDAR
CONTRACT (C2000-42)
2. Resolution No. 2000-130. "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING
THE MAYOR TO EXECUTE AN AGREEMENT WITH DMG-
MAXIMUS FOR PROFESSIONAL SERVICES RELATED TO THE
FILING OF STATE MANDATED COST CLAIMS UNDER SB90."

ACTION: Adopted. See above.
WARRANT REGISTER (202-1-15)
3. Warrant Register # 14. Ratification of Demands in the amount of
$253,113.39. (Finance)
ACTION: Approved. See above.
After approval of the Consent Calendar, there was extensive
discussion about the names on the Memorial Plaque (Item No. 1, Resolution
No. 2000-129) and the criterion to be used to determine which names
should be included.
ACTION: Motion by Inzunza, seconded by Beauchamp, the
criterion will be if the individual either grew up in or lived in
National City. Carried by unanimous vote.
NEW BUSINESS
CITY MANAGER. No Report.
CITY ATTORNEY. No Report.
OTHER STAFF. No Report.
MAYOR
Mayor Waters reported on award of $100,000 grant from the State of
California for the Barrigon Boxing program and the approval of SB 225 that
will reimburse the City for booking fees. Mayor Waters also announced

that the dedication ceremony for the Memorial Plaque at Kimball Bowl is
scheduled for December 7, 2000, and will include the participation of the
United States Navy.
CITY COUNCIL
NATIONAL CITY COMMUNITY CENTER (1101-5-1)
4. SUBJECT: Request for use of the Community Building by the Sion
Centro Cristiano for a New Year's Eve dinner. (Councilman Inzunza)
ACTION: Mr. Trinidad and Lucy Juarez, no address given,
representing the church, spoke in favor of the request. Motion
by Inzunza, seconded by Soto, to approve the request with all
requirements of staff. Carried by unanimous vote.
Councilman Morrison requested that staff bring back a report on the
Household Hazardous Waste Program. City Engineer Burt Myers
responded that the program was approved by the City Council
approximately two months ago. Mr. Morrison requested that a description
of the program and phone numbers be provided to the Council.
Vice Mayor Soto requested that a Council photo be scheduled prior to the
meeting on October 17th.
PUBLIC ORAL COMMUNICATIONS
Mr. Bob Green, P.O. Box 819, Chula Vista, took issue with Mayor Waters
signing arguments in favor of Propositions AA and BB on the November 7,
2000 ballot and spoke against both propositions.
Janice Martinelli, 926 A Avenue, a candidate for City Council in the
upcoming Municipal Election, read a letter from Congressmen Bob Filner,
confirming his endorsement of her candidacy for City Council.
Ms. Martinelli said the letter should serve to refute claims that have been
made to the contrary by one of the councilmembers. Councilman Morrison

responded, for the record, that the issue arose from one conversation he had
with an individual, which was blown out of proportion, and that he has
known since day one that Ms. Martinelli had the endorsement of
Congressmen Filner.
ADJOURNMENT
Motion by Inzunza, seconded by Soto, the meeting be adjourned to the Next
Regular City Council Meeting, October 17, 2000, at 3:00 p.m., Council
Chambers, Civic Center.
The meeting closed at 7:10 p.m.
