MINUTES OF THE ADJOURNED REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA
DECEMBER 12, 2000
The Adjourned Regular Meeting of the City Council of the City of National
City was called to order at 4:35 p.m. by Mayor Waters.
ROLL CALL
Councilmembers present: Beauchamp, Inzunza, Morrison, Soto, Waters.
Administrative officials present: Campbell, Dalla, DiCerchio, Eiser,
Kimble, Matienzo, McCabe, Morse, Myers, Post, Ray.
1. Fiscal Impact Analysis of the Proposed Annexation of Lincoln Acres.
Planning Director Roger Post provided some background on the Lincoln
Acres issue and introduced Mr. Michael Ott, Executive Director of the
Local Agency Formation Commission (LAFCO), and the City's consultants:
Bill Hofman, Stan Weiler and Elysian Mah from Hofman Planning
Associates.
Mr. Hofman introduced his staff and made some opening remarks.
Mr. Weiler provided an overview of the findings from the "Fiscal Impact
Analysis of The Proposed Annexation of Lincoln Acres" report prepared by
Hofman Planning Associates.
According to the 'Executive Summary' of the Hofman Report:
"The fiscal impact analysis for the proposed annexation of Lincoln
Acres demonstrates that the annexation will create a financial burden
for the City of National City. The costs for the additional services
and facilities that National City would provide for the Lincoln Acres
area would exceed the additional revenue the city would receive from

Lincoln Acres by $635,674 per year (see Table 1 below). This
estimated impact on the National City General Fund is a conservative
estimate, since it does not account for demand for services or
infrastructure deficiencies that are either unknown or not apparent at
this time.
The general Fund revenue generated by Lincoln Acres comes from
secured property tax franchise taxes, business license tax, sales tax,
intergovernmental revenues and miscellaneous revenues. Lincoln
Acres is expected to generate $386,771 in annual revenues for the
General Fund of the City of National City.
General Fund expenditures for Lincoln Acres would go towards
general government, fire protection, police protection, planning and
public works and engineering. Total General Fund expenditures for
Lincoln Acres are expected to be $1,022,445 per year.
In addition, one time costs to bring the Lincoln Acres area into
compliance with National City standards are projected to be
approximately $2,000,000.
Michael Ott from LAFCO explained that the annexation process for Lincoln
Acres would be different from a normal annexation because it is being
considered as a result of a proposed dissolution of the Lower Sweetwater
Fire Protection District.
Questions and discussion by the Council followed.
Comments and questions from the Public were offered by; Joel Hienz,
Richard Cook, Mark Baca, Mr. Schultz and an unnamed speaker.
Mayor Waters indicated that further consideration of the proposed Lincoln
Acres annexation would take place at the January 9, 2001 City Council
meeting.

ADJOURNMENT
Motion by Morrison, seconded by Soto, the meeting be adjourned. Carried
by unanimous vote.
The meeting closed at 5:32 p.m.
