MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA
OCTOBER 3, 2000
The Regular Meeting of the City Council of the City of National City was
called to order at 3:05 p.m. by Mayor Waters.
ROLL CALL
Councilmembers present: Beauchamp, Inzunza, Morrison, Soto, Waters.
Administrative officials present: Campbell, Dalla, Desrochers, DiCerchio,
Eiser, Matienzo, McCabe, Morse, Myers, Post, Trees.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with the salute to the flag by City Manager
Tom McCabe, followed by the invocation by Vice Mayor Soto.
APPROVAL OF MINUTES
Motion by Inzunza, seconded by Morrison, the Minutes of the Adjourned
Regular Meeting of September 18, 2000, be approved. Carried by
unanimous vote.
MAYOR'S PRESENTATION (102-14-2)
Certificates of Appreciation — National City Railcar P1a7a Ceremony.
Mayor Waters presented certificates to: Anne Campbell, Ilene Weisner,
Don Condon, Kathleen Trees, Norma Urias, Rudy Hradecky, Ben Martinez,
Ron & Sherry Morrison, Michael Dalla, Michael Long, Fred Soto, Paul
Desrochers, Marylou Matienzo, Leslie Deese, Craig Short, and Ralph &
Edith Hughes.
PROCLAMATIONS (102-2-1)
Motion by Morrison, seconded by Inzunza, the Proclamation be read in its
entirety, provided there is someone present to accept it. Carried by
unanimous vote.

PROCLAMATIONS (cont.)
The Proclamation proclaiming the week of October 8th through 14th, 2000,
as "FIRE PREVENTION WEEK," was read in its entirety by Mayor
Waters, and presented to Battalion Chief Don Condon.
INTERVIEWS AND APPOINTMENTS
CIVIL SERVICE COMMISSION ADMIN (101-9-1)
Mayor Waters turned control of the meeting over to Vice Mayor Soto. Vice
Mayor Soto announced that Mayor Waters had recommended that Georgia
Guarano be reappointed to serve on the Civil Service Commission, for a
term ending September 30, 2005.
ACTION: Motion by Morrison, seconded by Waters, in favor of
Mayor's recommendation. Carried by the following vote, to -wit:
Ayes: Inzunza, Morrison, Waters. Nays: Beauchamp, Soto. Absent:
None. Abstain: None.
CONSENT CALENDAR
ADOPTION OF CONSENT CALENDAR. Item No. 1 (Consent to
Assignment of Lease Agreement), Item No. 2 (Warrant Register No. 13),
and Item Nos. 3 through 5 (Claims for Damages). Motion by Inzunza,
seconded by Soto, Item No. 3 be pulled, the remainder of the Consent
Calendar be approved, and the Claim for Damages be denied. Carried by
unanimous vote.

1. SUBJECT: Consent to assignment of Lease Agreement by the GTE

$1,015,777.75. (Finance)

SIDEWALKS / CURBS / GUTTER ADMIN (903-7-8)
6. Resolution No. 2000-126. "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY APPROVING
THE REQUEST OF AD VALOREM REALTY INC. FOR A
WAIVER FROM CITY COUNCIL POLICY STANDARDS FOR
PUBLIC RIGHTS -OF -WAY AND PUBLIC IMPROVEMENTS TO
PERMIT A 35-FOOT CURBLINE RADIUS. (Engineering) Refer
to Item No. 16.
RECOMMENDATION: Staff recommended denial of the request.
However, in light of development constraints, if the City Council
should approve a waiver from the City standards, staff recommends
that parking be prohibited in the cul-de-sac.
TESTIMONY: None.
ACTION: Motion by Inzunza, seconded by Soto, to table this
item until after the Public Hearing on the proposed Tentative
Parcel Map and Zone Variance for the 1200 block of "K"
Avenue. Carried by unanimous vote.

7. Resolution No. 2000-127. "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING
THE MAYOR TO EXECUTE AN AGREEMENT WITH
BLAYLOCK ENGINEERING GROUP TO PREPARE THE
STRUCTURAL PLANS FOR THE SEISMIC RETROFIT OF ALL
FLOORS AND THE BASEMENT REMODEL OF THE CIVIC
CENTER." (Building & Safety)
RECOMMENDATION: Staff recommended approval.
TESTIMONY: None.
ACTION: Motion by Inzunza, seconded by Morrison, to
approve staff's recommendation. Carried by unanimous vote.

8. Resolution No. 2000-128. "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY APPROVING A
CONDITIONAL USE PERMIT FOR A THRIFT STORE AT 1220
EAST PLAZA BOULEVARD, SUITE A. APPLICANT: RUBY
MULLIN. (CASE FILE NO. CUP-2000-12) (Planning)
RECOMMENDATION: Staff recommended approval.
TESTIMONY: None.
ACTION: Motion by Inzunza, seconded by Soto, to approve
staffs recommendation. Carried by the following vote, to -wit:
Ayes: Beauchamp, Inzunza, Soto, Waters. Nays: Morrison.

OLD BUSINESS
STREET DEDICATING / NAMING 2000 (903-11-15)
9. SUBJECT: Initiation of the renaming of Harrison Avenue to Marina
Way. (City Attorney)
RECOMMENDATION: None.
TESTIMONY: None.
ACTION: Motion by Inzunza, seconded by Soto, to approve
renaming of Harrison Avenue from 24t1' Street south only.
Carried by unanimous vote.

NEW BUSINESS
NATIONAL CITY COMMUNITY CENTER (1101-5-1)
10. SUBJECT: Request for use of the Community Building by the
Pilipino American Community of National City and request for
waiver of fees. (Public Works)
RECOMMENDATION: Staff recommended approval, and that
Council make a decision regarding the waiver of fees.
TESTIMONY: None.
ACTION: Motion by Inzunza, seconded by Soto, to approve
staff's recommendation, and grant the request for waiver of
fees. Carried by unanimous vote.
NATIONAL CITY COMMUNITY CENTER (1101-5-1)
11. SUBJECT: Request for use of the South Room of the Community
Building for a political advocacy forum. (Public Works)
RECOMMENDATION: Staff recommended approval.
TESTIMONY: Alfonso Hernandez, 2132 Euclid Avenue,
inquired about the insurance.
ACTION: Councilman Soto withdrew his request for waiver
of fees, clarified that he would pay for the insurance and
reiterated the request is for the South Room. Motion by
Beauchamp, seconded by Inzunza, to approve staff's
recommendation. Carried by unanimous vote.
NATIONAL CITY COMMUNITY CENTER (1101-5-1)
12. SUBJECT: Request for use of the Community Building by the
National City Collaborative. (Public Works)
RECOMMENDATION: Staff recommended approval.
TESTIMONY: None.
ACTION: Motion by Inzunza, seconded by Beauchamp, to
approve staff's recommendation. Carried by unanimous vote.

13. SUBJECT: Request for use of the Community Building by the Sion
Centro Cristiano for a New Year's Eve Dinner. (Public Works)

National City Community Concert Band and request for waiver of
fees. (Public Works)
RECOMMENDATION: None.

ACTION: Motion by Inzunza, seconded by Beauchamp, to
approve the request, and grant the request for waiver of fees.
Carried by unanimous vote.
TEMPORARY USE PERMITS 2000 (203-1-16)
15. SUBJECT: Temporary Use Permit — Seafood City Supermarket
Annual Filipino -Mexican Cultural Show. (Building & Safety)
RECOMMENDATION: Staff recommended approval, and that
Council make a decision regarding the waiver of fees.
TESTIMONY: None.
ACTION: Motion by Inzunza, seconded by Beauchamp, to
approve staff's recommendation, and grant the request for
waiver of fees. Carried by unanimous vote.
VARIANCES 2000 (409-1-29)
16. SUBJECT: Notice of Decision — Approval of a tentative parcel map
for the division of one lot into two with a variance to allow a reduced
front yard setback in the 1200 block of K Avenue. (Applicant: Raul
Thompson) (Case File Nos: LS-1999-2, Z-1999-3) (Planning)
Refer to Item No. 6.
RECOMMENDATION: Staff concurred with the decision of the
Planning Commission and recommended that the Notice of Decision
be filed.

ACTION: Motion by Morrison, seconded by Beauchamp, to

CONDITIONAL USE PERMITS 2000 (403-15-1)
17. SUBJECT: Notice of Decision — Approval of a Conditional Use
Permit to allow alcohol sales at the relocated Wrigley's Supermarket
at 34 N. Euclid Avenue. (Applicant: Sam Arabo) (Case File No.:
CUP-2000-20) (Planning)
RECOMMENDATION: Staff concurred with the decision of the
Planning Commission and recommended that the Notice of Decision
be filed.
TESTIMONY: None.
ACTION: A timely written appeal was filed by the applicant.
Motion by Inzunza, seconded by Soto, to set for Public Hearing
on October 24, 2000. Carried by unanimous vote.
CONDITIONAL USE PERMITS 2000 (403-15-1)
18. SUBJECT: Notice of Decision — Approval of modification of a
Conditional Use Permit to extend the permitted hours for alcohol
sales at 303 Highland Avenue (Foodland IGA Supermarket).
(Applicant: Foodland IGA) (Case File No. MI-CUP-1990-19)
(Planning)
RECOMMENDATION: Staff concurred with the decision of the
Planning Commission and recommended that the Notice of Decision
be filed.

ACTION: Motion by Morrison, seconded by Soto, to file.
Carried by the following vote, to -wit: Ayes: Inzunza, Morrison,

CITY COUNCIL
COMMUNITY PROMOTION (102-1-3)
19. Letter from National City Girls' Softball League requesting a
donation. (Councilman Inzunza)
TESTIMONY: Anna Maria Juarez Rico, representing the
Girls' Softball League, spoke in favor of the request and
responded to questions. Al Alvarado, 2423 E 20th Street,
clarified the history of the Girls' Softball League.
ACTION: Motion by Inzunza, seconded by Beauchamp, to
approve $1,000 for the Girls Softball League. Mayor Waters
requested the item be held over to see if he could find a
benefactor to donate $1,000. Motion by Morrison, seconded
by Beauchamp, to table this request for one week. Motion
carried by unanimous vote.
PUBLIC ORAL COMMUNICATIONS
Mary Martin, 1527 E. 15th Street, invited everyone to the election forum to
be held at the First United Methodist Church on October 11, 2000, at 6:30
p.m.
ADJOURNMENT
Motion by Morrison, seconded by Inzunza, the meeting be adjourned to the
Next Regular Council Meeting, October 10, 2000, at 6:00 p.m., Council
Chambers, Civic Center. Carried by unanimous vote.
