MINUTES OF THE ADJOURNED REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA
APRIL 3, 2001
The Adjourned Regular Meeting of the City Council of the City of National
City was called to order at 12:04 p.m. by Mayor Waters.
ROLL CALL
Councilmembers present: Beauchamp, Inzunza, Morrison, Soto, Waters.
Administrative officials present: Dalla, Deese, Eiser, Hyland, Kirpatrick,
Morse, Myers, Post, Ruiz.
1. Updating Plan for Civic Center — Interior.
Assistant City Manager Park Morse reviewed the historical and
ongoing remodeling activities and phases in the Civic Center
building.
The next phase to be considered by the City Council has already been
approved for funding and includes the Council Chamber, the Large
Conference Room and the Public Lobby Area. Some key points to
take into consideration in this phase include: the important `first
impression' the facility conveys to the public; the need to update the
35-year-old building; compliance with the Americans with
Disabilities Act; the need to improve customer service; a desire to tie
in the next phase with the rest of City Hall; and possible audio-visual
improvements.
Leslie Deese, Executive Assistant to the City Manager, gave a
presentation, using display boards and photographs, showing the
various components of the proposed remodeling such as furniture,
ceiling and wall covering, carpet, paint, lighting, and doors.

Park Morse inquired if the City Council desired to continue the 'drop
ceiling' and new lighting into the City Council offices. The
consensus appeared to be that it was not necessary. Assistant City
Manager Morse inquired if the Council was interested in contacting
the CDC for possible participation in the cost of the project since the
CDC also utilizes the areas being considered. Consensus was to
discuss with the CDC Director. An improved signing program is also
planned as part of the project.
ACTION: Motion by Waters, seconded by Soto, to move
forward on the project and create Capital Improvement Project
Number 1579 in Fund 189, for $210,000. Carried by the
following vote, to -wit: Ayes: Inzunza, Morrison, Soto, Waters.
Nays: Beauchamp. Absent: None. Abstain: None.
Mayor Waters called a recess at 12:57 p.m.
The meeting reconvened at 1:08 p.m. All members were present.
2. Civic Center Landscape Plan.
Pat O'Connor of Parterre Landscape, Steven Nasland from Nasland
Engineering, and Bill Darnell, Consulting Traffic Engineer, were
present to discuss the plan.
Pat O'Connor discussed the Urban Design Goals of maintaining the
park -like civic setting, unifying the various civic and governmental
facilities, establishing a prominent open space design theme, and
creating comfortable and safe pedestrian thoroughfares.
Mr. O'Connor reviewed the City Hall Site Design Issues of a)
circulation — ingress and egress; b) parking; c) signage / orientation;
d) integration with National City Boulevard / Civic Center Drive
Plans; e) site beautification — landscaping and irrigation; f) handicap
accessibility; g) lighting and security and h) public art.

(Councilman Soto left at 1:26 p.m.)
The plan as proposed, includes two-way access in and out of the
parking lot, 90-degree parking, and a cut in the island on 12t Street.
The parking configuration would require 17' parking stalls rather
than 20'.
Mr. Bill Darnell, Traffic Consultant, responded to questions about
ingress and egress on 12th Street and the need for the `Stop' sign at
12th and 'A' Avenue.
Steve Nasland, Nasland Engineering, distributed and discussed a
document titled, "Estimate of Probable Cost for National City, City
Hall, Phase I."
ACTION: Motion by Morrison, second by Soto, to move on
with the proposed budget of $827,145.00. Motion carried by
the following vote, to wit: Ayes: Inzunza, Morrison, Soto,
Waters. Nays: Beauchamp. Absent: None. Abstain: None.
ADJOURNMENT
Motion by Soto, seconded by Morrison, to adjourn. Carried by unanimous
vote.
The meeting closed at 2:06 p.m.
