MINUTES OF A SPECIAL MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA
July 17, 2001
The Special Meeting of the City Council of the City of National City was
called l.o order at 2:35 p.m. by Mayor Waters.
ROLL CALL
Councilmembers present: Morrison, Inzunza, Soto, Waters.
Councilmembers absent: Beauchamp.
Administrative officials present: Dalla, Eiser, McCabe, Morse, Myers, Post.
l Discussion of REGION2020 Growth Management Strategy.
Carolina Gregor, Associate Regional Planner for the San Diego
Association of Governments (SANDAG) distributed a hand-out and
gave a slide presentation outlining the SANDAG REGION2020
Growth Management Strategy. The REGION2020 strategy
emphasizes five interrelated and interdependent regional issues:
economic prosperity, transportation, housing, environment and fiscal
reform. Smart Growth emphasizes compact, efficient, and
environmentally sensitive development; focuses future growth away
from rural areas; and connects housing with jobs, services and
transportation. According to the plan, the benefits of Smart Growth
include: more daily travel choices, more open space, cleaner air and
water, better public services, more housing choices, less energy use,
and more livable and walk able communities.
Toni Bates, Director of Planning and Development for the
Metropolitan Transit Development Board (MTDB), presented the
MTDB Transit First Plan and emphasized how important it is for land
use and transit coordination to achieve the goals of the REGION2020
Strategy.

Gary Gallegos, Executive Director of SANDAG commented on the
Plan and responded to questions.
RECOMMENDATION: None.
ACTION: None.
ADJOURNMENT
Motion by Morrison, seconded by Inzunza, the meeting be adjourned to the
Next Regular Meeting of the City Council, July 17, 2001, at 6:00 p.m., in
the Council Chambers, Civic Center. Carried by unanimous vote. Absent:
Beauchamp.
The meeting closed at 3:55 p.m.
