HomeMy WebLinkAbout2001 09-04 CC ADJ MIN..y Book 83/Page 233 9/4/01 MINUTES OF THE ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA SEPTEMBER 4, 2001 The Adjourned Regular Meeting of the City Council of the City of National City was called to order at 3:15 p.m. by Mayor Waters. ROLL CALL Councilmembers present: Beauchamp, Inzunza, Morrison, Soto, Waters. Administrative officials present: Campbell, Dalla, Eiser, Matienzo, McCabe, Morse, Myers, Post, Ruiz, Trees. National City Public Library Building Project City Librarian Anne Campbell introduced Beverley Simmons from Beverley Simmons and Associates Library Management Consultants. Also introduced was Architect Alan Oshima. Ms. Simmons stated that after reviewing existing library programs and services as well as current and future needs, it was her opinion that a facility of 56,000 sq. feet would be required to adequately serve the library needs of National City. Mr. Oshima gave a slide presentation (Exhibit A, attached) outlining the deficiencies in the existing library; suggested three possible building options to remedy the deficiencies; and compared the building and construction costs of each option. Librarian Anne Campbell reviewed the status of the voter approved State Library Bond Measure, Proposition 14. Funding from the bond measure will be awarded on a competitive basis and will pay for 65% of the cost of a library. The local jurisdiction is responsible for the remainder. The value of the land used for a library facility counts toward the local contribution. The remainder of the local match could come from a voter approved library bond, if that was agreeable to the City Council.
