MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA
SEPTEMBER 18, 2001
The Regular Meeting of the City Council of the City of National City was
called to order at 6:02 p.m. by Mayor Waters.
ROLL CALL
Councilmembers present: Beauchamp, Inzunza, Morrison, Soto, Waters.
Administrative officials present: Campbell, Dalla, DiCerchio, Eiser,
Kimble, Matienzo, McCabe, Morse, Myers, Post, Trees.
APPROVAL OF MINUTES
Motion by Beauchamp, seconded by Inzunza, the Minutes of the Regular
Meetings of August 21, 2001 and September 4, 2001, and the Special
Meeting of July 17, 2001, be approved. Carried by unanimous vote.
MAYOR'S PRESENTATION
NEW EMPLOYEE INTRODUCTION PROGRAM (604-2-2)
Mayor Waters requested that Finance Director Marylou Matienzo introduce
her new employee, Zinda Jimenez / Sr. Accountant. Ms. Jimenez stood and
was recognized by those present.
Mayor Waters then requested that Fire Chief Randy Kimble introduce his
new employee, Benjamin Garcia / Firefighter. Mr. Garcia stood and was
recognized by those present.
Mayor Waters also requested that City Engineer / Public Works Director
Burt Myers introduce his new employee, Dagmara Harrison / Civil
Engineering Technician. Ms. Harrison stood and was recognized by those
present.

COMMUNITY DEVELOPMENT HOME INVESTMENT (406-2-4)
1. Public Hearing — Reallocation of Home Investment Partnership Act
(HOME) Funds. (Community Development Commission) Refer to
Item No. 15
Note: Notice of Public Hearing and Proof of Publication are on file
in the Office of the Community Development Commission.
RECOMMENDATION: Staff recommended that the public hearing
be held to solicit and consider any public input.
TESTIMONY: None.
ACTION: The hearing was closed.

CITY OF NATIONAL CITY FEE SCHEDULE (106-3-2)
2. Public Hearing — Revision of the City of National City Schedule of
User Fees. (Building & Safety) Refer to Item No. 14
Note: Notice of Public Hearing and Proof of Publication are on file
in the Office of the City Clerk.
RECOMMENDATION: None.
TESTIMONY: None.
ACTION: The hearing was closed.
CONSENT CALENDAR
ADOPTION OF CONSENT CALENDAR. Item Nos. 3 through 8
(Resolution Nos. 2001-140 through 2001-145), Item No. 10 (Consolidated
Cash and Investment Report), and Item Nos. 11 through 13 (Claims for
Damages). Motion by Morrison, seconded by Soto, the Consent Calendar
be approved, and the Claim for Damages be denied. Carried by unanimous
vote.

3. Resolution No. 2001-140. "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY AMENDING
CITY COUNCIL POLICY NO. 110 PERTAINING TO THE

FACILITIES FUND, AND APPROPRIATING $125,000 FROM
THE GENERAL FUND UNDESIGNATED FUND BALANCE TO
THE GENERAL FUND CAPITAL EXPENDITURE FUND FOR

MAYOR
Mayor Waters read a letter he received from the Library Board of Trustees
thanking the City Council for their support for the new library.
CITY COUNCIL
Councilman Morrison discussed the proposed new Airport Authority and
said that the Union Tribune has come out against it. Mr. Morrison also
reported that San Diego County is now out of the proposed Border Bill.
Councilman Fred Soto submitted a letter of resignation from the City
Council to City Clerk Michael Dalla effective September 20, 2001,
distributed copies to the Mayor and Council, and read the letter into the
record (Exhibit A, attached).

Council of the City of National City, October 2, 2001, at 6:00 p.m., Council

Dear Mr. Della
After considerable thought and soul-searching, I have
decided to resign from my position as a member of National City
Council. After almost three years of learning and working hard
for the best interest of the people of National City, I decided
to take my life into a new direction. A direction that includes
important improvement in my personal and professional
development, a new vocation and a new home. It is with a mixture
of both happiness and regret that I tender this resignation
effective Thursday, September 20, 2001.
I leave my office with many pleasant memories. The
experience has been rewarding in many ways. Although I believe
that I still have many things to offer the city, I also believe
that leaving my position will give me the opportunity to devote
more time to care for my terminally ill mother and to work on
remedying mistakes I have made personally and professionally.
Thank you for all the help and many personal kindnesses.
