ROLL CALL Councilmembers present: Beauchamp, Inzunza, Morrison, Soto, Waters. Administrative officials present: Campbell, Dalla, DiCerchio, Eiser, Kimble, Matienzo, McCabe, Morse, Myers, Post, Trees. APPROVAL OF MINUTES Motion by Beauchamp, seconded by Inzunza, the Minutes of the Regular Meetings of August 21, 2001 and September 4, 2001, and the Special Meeting of July 17, 2001, be approved. Carried by unanimous vote. MAYOR'S PRESENTATION NEW EMPLOYEE INTRODUCTION PROGRAM (604-2-2) Mayor Waters requested that Finance Director Marylou Matienzo introduce her new employee, Zinda Jimenez / Sr. Accountant. Ms. Jimenez stood and was recognized by those present. Mayor Waters then requested that Fire Chief Randy Kimble introduce his new employee, Benjamin Garcia / Firefighter. Mr. Garcia stood and was recognized by those present. Mayor Waters also requested that City Engineer / Public Works Director Burt Myers introduce his new employee, Dagmara Harrison / Civil Engineering Technician. Ms. Harrison stood and was recognized by those present. Book 83/Page 247 9/18/01 PUBLIC HEARING COMMUNITY DEVELOPMENT HOME INVESTMENT (406-2-4) 1. Public Hearing — Reallocation of Home Investment Partnership Act (HOME) Funds. (Community Development Commission) Refer to Item No. 15 Note: Notice of Public Hearing and Proof of Publication are on file in the Office of the Community Development Commission. RECOMMENDATION: Staff recommended that the public hearing be held to solicit and consider any public input. TESTIMONY: None. ACTION: The hearing was closed. PUBLIC HEARING CITY OF NATIONAL CITY FEE SCHEDULE (106-3-2) 2. Public Hearing — Revision of the City of National City Schedule of User Fees. (Building & Safety) Refer to Item No. 14 Note: Notice of Public Hearing and Proof of Publication are on file in the Office of the City Clerk. RECOMMENDATION: None. TESTIMONY: None. ACTION: The hearing was closed. CONSENT CALENDAR ADOPTION OF CONSENT CALENDAR. Item Nos. 3 through 8 (Resolution Nos. 2001-140 through 2001-145), Item No. 10 (Consolidated Cash and Investment Report), and Item Nos. 11 through 13 (Claims for Damages). Motion by Morrison, seconded by Soto, the Consent Calendar be approved, and the Claim for Damages be denied. Carried by unanimous vote. COUNCIL POLICY MANUAL (102-13-1) 3. Resolution No. 2001-140. "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AMENDING CITY COUNCIL POLICY NO. 110 PERTAINING TO THE DISPLAY OF FLAGS." (Public Works) ACTION: Adopted. See above. "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY APPROVING THE ESTABLISHMENT OF A SALARY BAND FOR THE MANAGEMENT POSITION OF ASSISTANT DIRECTOR OF PUBLIC WORKSIENGINEERING AND APPROVING SALARY RANGES FOR POSITIONS APPROVED IN THE PRELIMINARY BUDGET OF FISCAL YEAR 2001-2002, NAMELY LEAD EQUIPMENT MECHANIC, PROPERTY AND EVIDENCE SPECIALIST I AND LIBRARY CLERK." "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE TRANSFER OF $75,000 FROM THE CAPITAL FACILITIES FUND UNDESIGNATED FUND BALANCE TO THE CAPITAL FACILITIES FUND, AND APPROPRIATING $125,000 FROM THE GENERAL FUND UNDESIGNATED FUND BALANCE TO THE GENERAL FUND CAPITAL EXPENDITURE FUND FOR THE LIBRARY BUILDING PROJECT." (Library) ACTION: Adopted. See above. CONTRACT (C2001-45) 6. Resolution No. 2001-143. "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE MAYOR TO EXECUTE AN AGREEMENT WITH SCHATZ CONSULTING GROUP, INC. TO DESIGN AND MONITOR THE CONSTRUCTION OF AN INTEGRATED SECURITY, FIRE ALARM, AND ACCESS CONTROL SYSTEM FOR THE CITY HALL BUILDING AND THE POLICE FACILITY." "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY DECLARING A PORTION OF LAND LOCATED ON ARCADIA AVENUE BETWEEN 10TH AND 11TH STREETS TO BE SURPLUS AND AUTHORIZING THE MAYOR TO EXECUTE A QUITCLAIM DEED FOR SAID PARCEL TO THE ADJACENT PROPERTY OWNER, PLAZA MANOR PRESERVATION, L.P. "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY ADOPTING THE `CITY OF NATIONAL CITY USER FEE SCHEDULE — FISCAL YEAR 2001-2001' FOR USER FEES WITHIN THE CITY." (Building & Safety) Refer to Item No. 2 RECOMMENDATION: Staff recommended approval. TESTIMONY: None. ACTION: Motion by Morrison, seconded by Beauchamp, to adopt the Resolution, with one change in the City Clerk's Office. Carried by unanimous vote. COMMUNITY DEVELOPMENT HOME INVESTMENT (406-2-4) 15. Resolution No. 2001-147. "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING AND APPROVING A REALLOCATION OF HOME INVESTMENT PARTNERSHIP ACT (HOME) FUNDS." (Community Development Commission) Refer to Item No. 1 RECOMMENDATION: Staff recommended approval. TESTIMONY: None. ACTION: Motion by Beauchamp, seconded by Soto, to adopt the Resolution. MAYOR Mayor Waters read a letter he received from the Library Board of Trustees thanking the City Council for their support for the new library. CITY COUNCIL Councilman Morrison discussed the proposed new Airport Authority and said that the Union Tribune has come out against it. Mr. Morrison also reported that San Diego County is now out of the proposed Border Bill. Councilman Fred Soto submitted a letter of resignation from the City Council to City Clerk Michael Dalla effective September 20, 2001, distributed copies to the Mayor and Council, and read the letter into the record (Exhibit A, attached). ATTACHMENT "A" TO 09/18/01 MINUTES MEMORANDUM September 18, 2001 Mr. Michael Dalla National City City Clerk 1243 National City Blvd. National City, CA 91950 Dear Mr. Della After considerable thought and soul-searching, I have decided to resign from my position as a member of National City Council. After almost three years of learning and working hard for the best interest of the people of National City, I decided to take my life into a new direction. A direction that includes important improvement in my personal and professional development, a new vocation and a new home. It is with a mixture of both happiness and regret that I tender this resignation effective Thursday, September 20, 2001. I leave my office with many pleasant memories. The experience has been rewarding in many ways. Although I believe that I still have many things to offer the city, I also believe that leaving my position will give me the opportunity to devote more time to care for my terminally ill mother and to work on remedying mistakes I have made personally and professionally.
