MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA
OCTOBER 2, 2001
The Regular Meeting of the City Council of the City of National City was
called to order at 6:05 p.m. by Mayor Waters.
ROLL CALL
Councilmembers present: Beauchamp, lnzunza, Morrison, Waters.
Administrative officials present: Dalla, DiCerchio, Eiser, Kimble, Matienzo,
McCabe, Morse, Myers, Post, Trees.
APPROVAL OF MINUTES
Motion by Morrison, seconded by Beauchamp, the Minutes of the
Adjourned Regular Meeting of September 4, 2001, and the Regular Meeting
of September 18, 2001, be approved. Carried by unanimous vote.
PROCLAMATIONS (102-2-1)
Motion by Morrison, seconded by Beauchamp, the Proclamations be read.
Carried by unanimous vote.
The Proclamation proclaiming the month of October, 2001, to be: "The
Columbian Foundation for People with Mental Retardation Month,"
was read in its entirety by Mayor George Waters.
The Proclamation proclaiming the week of October 7-13, 2001, to be: Fire
Prevention Week, was read in its entirety by Mayor George Waters.

WRITTEN COMMUNICATIONS
LABOR RELATIONS - FIREFIGHTERS ADMIN (605-6-1)
16. SUBJECT: National City Firefighters — Presentation regarding
negotiations.
RECOMMENDATION: None.
TESTIMONY: Ken Heridia, 7555 Prince Valley St., Gilroy
California, representing Local 2744, National Association of
Firefighters, gave a report on the status of contract negotiations
between the Local 2744 and the City.
Mr. John Alva, 17 S. Kenton St., spoke in favor of National
City Firefighters Local 2744's bargaining demands.
ACTION: No action was taken.
PUBLIC HEARING
BLOCK GRANT PROGRAM 2001 (406-1-16)
1. Public Hearing — Police Department Expenditure Proposal for Local
Law Enforcement Block Grant Funds. (Police) Refer to Item No. 13
Note: Notice of Public Hearing and Proof of Publication are on file
in the Office of the City Clerk.
RECOMMENDATION: Staff recommended that the public hearing
be held.
TESTIMONY: None.
ACTION: Motion by Morrison, seconded by Beauchamp, to
close the hearing. Carried by unanimous vote.

NEW BUSINESS
CITY COUNCIL VACANCY (102-15-2)
17. SUBJECT: City Council Vacancy. (City Manager)
RECOMMENDATION: None.
TESTIMONY: Mark Baca, 105 Harbison Ave., expressed his
opposition to the process being followed to fill the Council
vacancy and stated he is willing to serve the remainder of the
term for no compensation and would promise not to seek re-
election.

ACTION: Motion by Waters, seconded by Inzunza, to appoint
Rosalie Zarate to complete the unexpired term of former
Councilmember Fred Soto; request that Ms. Zarate sign a
statement that she will not run for office in November; and be
sworn into office during the next Council meeting. Carried by
unanimous vote.
CONSENT CALENDAR.
ADOPTION OF CONSENT CALENDAR. Item Nos. 2 through 7
(Resolution Nos. 2001-148 through 2001-153), Item Nos. 8 through 10
(Warrant Registers), and Item Nos. 11 and 12 (Claims for Damages).
Motion by Morrison, seconded by Inzunza, Item No. 7 be pulled, the
remainder of the Consent Calendar be approved, and the Claim for Damages
be denied. Carried by unanimous vote.
TRAFFIC SPEED CONTROL ADMIN (801-6-1)
2. Resolution No. 2001-148. "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING
THE CITY ENGINEER TO INSTALL SPEED HUMPS ON OLIVE
AVENUE BETWEEN PLAZA BOULEVARD AND PLUMAS
STREET (PETITIONERS OF OLIVE AVENUE, TSC ITEM NO.

Planning Commission and recommended that the Notice of Decision
be filed.

19. SUBJECT: Temporary Use Permit — McCune Motors —Used

Application for a Temporary Use Permit subject to compliance with
all conditions of approval.

TESTIMONY: Aniceta Legaspi Saulog, representing the
applicant, responded to questions and spoke in favor.
ACTION: Motion by Inzunza, seconded by Morrison, the
TUP be approved, including waiver of all fees. Carried by
unanimous vote.

CITY COUNCIL
Councilman Morrison reported on actions taken by SANDAG to redirect
some funding within National City as well as plans by SANDAG to have
two executive meetings per month.
PUBLIC ORAL COMMUNICATIONS
Ken Wilson, 910 Highland Ave., introduced himself as the new owner of
AutoMax Tire and Auto Center.
ADJOURNMENT
Motion by Morrison, seconded by Beauchamp, the meeting be adjourned to
the Caltrans Workshop, October 16, 2001, at 2:30 p.m., Large Conference
Room, Civic Center. Carried by unanimous vote.
The Next Regular Meeting of the City Council of the City of National City,
will be held on October 16, 2001, at 6:00 p.m., Council Chambers, Civic
Center.
