MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA
DECEMBER 18, 2001
The Regular Meeting of the City Council of the City of National City was
called to order at 6:03 p.m. by Mayor Waters.
ROLL CALL
Councilmembers present: Beauchamp, Inzunza, Morrison, Waters.
Councilmember absent: Zarate.
Administrative officials present: Dalla, DiCerchio, Eiser, Hodges, Kimble,
McCabe, Morse, Myers, Post, Trees.
Pledge of Allegiance to the flag led by City Manager Tom G. McCabe,
followed by the Invocation by Councilmember Beauchamp.
APPROVAL OF MINUTES
Motion by Beauchamp, seconded by Morrison, the Minutes of the Regular
Meeting of December 4, 2001, be approved. Carried by unanimous vote.
Absent: Zarate.
NEW EMPLOYEE INTRODUCTION PROGRAM (604-2-2)
Mayor Waters requested that Finance Services Officer Allison Hunter
introduce the new Finance Department employee, B. Ray Crawford /
Parking Regulations Officer. Mr. Crawford stood and was recognized by
those present.
Mayor Waters presented a gift to Police Chief Skip DiCerchio from the
Boys and Girls Club gift exchange.
Mayor Waters acknowledged and congratulated Everett and Gladys
Dickson on the occasion of their 64th Wedding Anniversary.

MAYOR'S PRESENTATION (102-14-2)
National City's involvement with Computer Literacy — Councilman
Beauchamp.
Councilman Beauchamp presented a short video on the success of the
Computer Literacy Program sponsored by the Adult School and the Future's
Foundation and thanked the City Council for their support for the program.
INTERVIEWS AND APPOINTMENTS
TRAFFIC SAFETY COMMITTEE ADMIN (101-4-1)
Mayor Waters turned control of the meeting over to Vice Mayor Inzunza
announced that Mayor Waters had recommended that Edward Smith be
reappointed to serve on the Traffic Safety Committee, for a term ending
December 2003.
ACTION: This item was held over to the next meeting in order to
clarify the correct term dates.
SERRA LIBRARY SYSTEM ADVISORY BOARD (101-3-2)
Vice Mayor Inzunza announced that Mayor Waters had recommended that
Everett Dickson be reappointed to serve on the Serra Library System
Advisory Board for a term ending January 3 I , 2004.
ACTION: Motion by Morrison, seconded by Beauchamp, to
approve Mayor's recommendation. Carried by unanimous vote.
Absent: Zarate.
City Clerk Dalla administered the oath of office to Mr. Dickson.
PUBLIC HEARING
COMMUNITY DEVELOPMENT ADMIN (406-2-9)
1. Public Hearing: To solicit National City's residents' views and
opinions regarding the Housing and Community Development needs
of lower income residents. (Community Development Commission)
RECOMMENDATION: Staff recommended that a public hearing
be conducted to solicit public input regarding the housing and
community development needs of lower income residents.

ACTION: Motion by Inzunza, seconded by Beauchamp, to
close the public hearing. Carried by unanimous vote. Absent:

CONSENT CALENDAR
ADOPTION OF CONSENT CALENDAR. Item Nos. 2 through 9
(Resolution Nos. 2001-193 through 2001-200), Item Nos. 10 and 11
(Warrant Registers), and Item No. 12 (Claim for Damages). Motion by
Morrison, seconded by lnzunza, Item No. 6 be pulled, the remainder of the
Consent Calendar be approved, and the Claim for Damages be denied.
Carried by unanimous vote. Absent: Zarate.

ACTION: Motion by Morrison, seconded by Waters, to refer
back to staff. Carried by the following vote, to -wit: Ayes:

Abstain: Beauchamp. Councilman Beauchamp disclosed that
the reason for his abstention is that he has active contracts with
the proposed contractor.

ACTION: Motion by Morrison, seconded by Inzunza, to
waive the building fees, but not the custodial fees. Carried by
unanimous vote. Absent: Zarate.
TEMPORARY USE PERMITS 2001 (203-1-17)
16. SUBJECT: Temporary Use Permit — Westcott Mazda Kia — Used
Vehicle Tent Sale. (Building & Safety)
RECOMMENDATION: Staff recommended approval of the
Application for a Temporary Use Permit subject to compliance with
all conditions of approval.
TESTIMONY: None.
ACTION: Motion by Inzunza, seconded by Morrison, to
approve staff's recommendation. Carried by unanimous vote.

CONDITIONAL USE PERMITS 2001 (403-16-1)
17. SUBJECT: Notice of Decision — Denial of a Conditional Use Permit
for a shopping center and a variance for less than required parking at
the southeast corner of "N" Avenue and E. 8th Street (Applicant: Luis
Molina) (Case File Nos. CUP-2001-16 / Z-2001-13)." (Planning)
RECOMMENDATION: Staff concurred with the decision of the
Planning Commission and recommended that the Notice of Decision
be filed.

18. SUBJECT: Notice of Decision — Conditional Use Permit for an
adult day health care facility at 540 National City Boulevard
(Applicant: Sabah Abro) (Case File No. CUP-2001-14). (Planning)
RECOMMENDATION: Staff concurred with the decision of the
Planning Commission and recommended that the Notice of Decision
be filed.
TESTIMONY: The following individuals appeared and urged
the Council to approve the Notice of Decision: Dr. Sami Jihad,
Lou Conde, Mabil Kachi.
ACTION: City Clerk Dalla reported that a timely appeal of
the Notice of Decision was filed and the required fees paid so
the item must be set for a Public Hearing. Motion by Inzunza,
seconded by Beauchamp, to set for public hearing on
January 8, 2002. Carried by unanimous vote. Absent: Zarate.

PUBLIC ORAL COMMUNICATIONS
Mr. Jauhn Hinkle, 1217 Ranger Rd., provided a history of events and
actions affecting his property and the resulting problems he now has with
the City. Mr. Hinkle expressed interest in the City Council intervening and
finding some way to remedy the situation without him loosing his home.
City Attorney Eiser advised that the matter is pending in criminal court.
Mayor Waters requested that the City Attorney and City Manager, with
appropriated staff, meet at the site to determine if there are any alternative
ways to proceed. Vice Mayor Inzunza requested that the item be scheduled
as a closed session item at the next meeting.

Chambers, Civic Center.
The meeting closed at 7:45 p.m.
