MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA
MAY 7, 2002
The Regular Meeting of the City Council of the City of National City was
called to order at 6:00 p.m. by Mayor Waters.
ROLL CALL
Councilmembers present: Beauchamp, Inzunza, Morrison, Zarate, Waters.
Administrative officials present: Dalla, DiCerchio, Eiser, Hodges, Kimble,
Matienzo, Morse, McCabe, Myers, Post, Yeo.
Pledge of Allegiance to the flag led by City Manager Tom G. McCabe,
followed by the Invocation by Councilmember Beauchamp.
The Closed Session item was taken up next.

APPROVAL OF MINUTES
Motion by Beauchamp, seconded by Morrison, the Minutes of the Regular
Meeting of April 16, 2002, be approved. Carried by unanimous vote.

Paseo del Sol Affordable Housing Project — Community Development
Commission.
CRA Award for "Q" Avenue & CRA video Submission
Pillars of the Industry Award (NAHB)
Affordable Housing Management Association's Award
A short video was shown highlighting the Paseo del Sol (`Q' Avenue)
Housing Project and the awards it has received.
PROCLAMATIONS (102-2-1)
Motion by Morrison, seconded by Zarate, the Proclamations be read in their
entirety. Carried by unanimous vote.
The Proclamation proclaiming May 8, 2002 to be: "PEACE OFFICERS'
MEMORIAL DAY," was read in its entirety.
The Proclamation proclaiming the week of May 5-11, 2002 to be:
"NATIONAL ARSON AWARENESS WEEK," was read in its entirety.
The Proclamation proclaiming the week of May 19-25, 2002 to be:
"NATIONAL PUBLIC WORKS WEEK," was read in its entirety.

INTERVIEWS AND APPOINTMENTS
HOUSING AND COMMUNITY DEV COMM ADMIN (101-12-1)
Mayor Waters turned control of the meeting over to Vice Mayor Inzunza.
Mr. Inzunza announced that Mayor Waters had recommended that Elizabeth
Parker be appointed to serve on the Housing and Development Commission
Committee, for a term ending April 28, 2004.
ACTION: Motion by Zarate, seconded by Morrison, in favor of
Mayor's recommendation. Carried by unanimous vote.
City Clerk Dalla administered the oath of office to Ms. Palmer.
Vice Mayor Inzunza returned control of the meeting to Mayor Waters.
CONSENT CALENDAR
ADOPTION OF CONSENT CALENDAR. Item Nos. 1 through 12
(Resolution Nos. 2002-58 through 2002-69), Item Nos. 13 and 15 (Warrant
Registers), and Item No. 16 (Claim for Damages). Motion by Beauchamp,
seconded by Morrison, Item Nos. 9 and 10 be pulled, the remainder of the
Consent Calendar be approved, and the Claim for Damages be denied.
Carried by unanimous vote.
CONTRACT (C2002-21)
1. Resolution No. 2002-58. "A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY ACCEPTING THE
LOWEST RESPONSIVE, RESPONSIBLE BID FROM GTSI
CORPORATION AND AUTHORIZING AWARD OF BID GS0102-7
FOR SEVEN PANASONIC LAPTOP COMPUTERS AND

REVENUE AND TAXATION ADMIN (205-2-1)
10. Resolution No. 2002-67. "A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING A
MILLS ACT PROGRAM FOR HISTORIC PROPERTIES."
(Planning)
RECOMMENDATION: Staff recommended approval.
TESTIMONY: Louise Torio and Janice Martinelli from the
National City Historical Society expressed appreciation to staff
and Council for their support.
ACTION: Motion by Waters, seconded by Inzunza, to approve
the Resolution. Carried by the following vote, to -wit: Ayes:
Inzunza, Morrison, Zarate, Waters. Nays: None. Absent:
None. Abstain: Beauchamp. Councilman Beauchamp
disclosed that he abstained because he owns a house that could
benefit from the Mills Act.
CONTRACT (C2001-14)
11. Resolution No. 2002-68. "A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING
THE DIRECTOR OF PUBLIC WORKS/ENGINEERING TO

SERVICES AND CONSTRUCTION ADMINISTRATION OF THE
CITY HALL EMERGENCY GENERATOR UPGRADE PURSUANT

19. SUBJECT: Request for substantial conformance determination for
expansion of Horizons Adult Day Health Care the Palm Plaza
Shopping Center at 1415 E. 8th Street, Suite #5 (Applicant: Marina
Murashova) (Case File No.: CUP-2002-22). (Planning)
RECOMMENDATION: Staff requested that Council determine if
the proposed Adult Day Health Care expansion is in conformance
with the approved Conditional Use Permit (CUP-2000-22) for the
business.
TESTIMONY: None.
ACTION: Motion by Beauchamp, seconded by Inzunza, to
approve the requested determination. Carried by unanimous
vote.

20. SUBJECT: Temporary Use Peiiiiit — Credit Union Buyer Direct —
Used Vehicle Tent Sale. (Building & Safety)
RECOMMENDATION: Approve the Application for a Temporary
Use Permit subject to compliance with all conditions of approval.

TESTIMONY: Ron Blomquest, the applicant, explained the
nature of the proposed sale, responded to questions and spoke
in favor of the request.
Glenn Daley, Sales Manager of Ron Baker Chevrolet, spoke in
favor.
ACTION: Motion by Inzunza, seconded by Morrison, to deny
the request. Carried by unanimous vote.
TEMPORARY USE PERMITS 2002 (203-1-18)
21. SUBJECT: Temporary Use Permit — McCune Motor — Used Vehicle
Tent Sale. (Building & Safety)
RECOMMENDATION: Approve the Application for a Temporary
Use Peiiiiit subject to compliance with all conditions of approval.
TESTIMONY: None.
ACTION: Motion by Morrison, seconded by Zarate, to
approve the Applicant for a Temporary Use Permit subject to
compliance with all conditions of approval. Carried by
unanimous vote.
CITY MANAGER
City Manager McCabe announced June 1 1th as the tentative date for the
budget hearing.
OTHER STAFF. No Report.
MAYOR. No Report.
CITY COUNCIL
Councilman Beauchamp reported on the historical designation for the
Coronado Belt Line by the State Historical Site Board and pending
contractual agreements by MTDB for the eastern rail line. Mr. Beauchamp
also announced that he was under consideration for appointment to the State
Coastal Commission.
Councilman Morrison reported on Regional Government activities.
