HomeMy WebLinkAbout2002 06-18 CC MINBook 84/Page 143 6/18/02 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA June 18, 2002 The Regular Meeting of the City Council of the City of National City was called to order at 6:03 p.m. by Mayor Waters. ROLL CALL Councilmembers present: Beauchamp, Inzunza, Morrison, Zarate, Waters. Administrative officials present: Campbell, Dalla, DiCerchio, Eiser, Hodges, Kimble, Morse, Myers, Post, Trees. Pledge of Allegiance to the flag led by Assistant City Manager Park Morse, followed by the Invocation by Councilmember Beauchamp. APPROVAL OF MINUTES Motion by Morrison, seconded by Beauchamp, the Minutes of the Regular Meeting of May 14, 2002, Special Meeting of May 21, 2002, and Regular Meeting of June 4, 2002, be approved. Carried by unanimous vote. Councilmember Zarate abstained on approval of the June 4, 2002 Minutes. MAYOR'S PRESENTATION NEW EMPLOYEE INTRODUCTION PROGRAM (604-2-2) Mayor Waters requested that Fire Chief Kimble introduce his new employee, Eric Phillips / Firefighter. Mr. Phillips stood and was recognized by those present. INTERVIEWS AND APPOINTMENTS LIBRARY BOARD OF TRUSTEES ADMIN (101-3-1) Mayor Waters turned control of the meeting over to Vice Mayor Inzunza. Vice Mayor Inzunza announced that Mayor Waters had recommended that Maureen Wisener be reappointed to serve on the Library Board of Trustees, for a term ending June 30, 2005. ACTION: Motion by Morrison, seconded by Zarate, in favor of Mayor's recommendation. Carried by unanimous vote. Book 84/Page 144 6/18/02 Vice Mayor Inzunza returned control of the meeting to Mayor Waters. CONSENT CALENDAR ADOPTION OF CONSENT CALENDAR. Item Nos. 1 through 11 (Resolution Nos. 2002-84 through 2002-94), Item Nos. 12 and 13 (Warrant Registers), and Item Nos. 14 and 15 (Claims for Damages). Motion by Beauchamp, seconded by Zarate, Item Nos. 4 and 7 be pulled, the remainder of the Consent Calendar be approved, and the Claim for Damages be denied. Carried by unanimous vote. ELECTIONS / NOV 2002 (505-15-1) 1. Resolution No. 2002-84. A "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY CALLING AND GIVING NOTICE OF THE HOLDING OF A GENERAL MUNICIPAL ELECTION TO BE HELD ON TUESDAY, NOVEMBER 5, 2002 FOR THE ELECTION OF CERTAIN OFFICERS AS REQUIRED BY THE PROVISIONS OF THE LAWS OF THE STATE OF CALIFORNIA RELATING TO GENERAL LAW CITIES." (City Clerk) ACTION: Adopted. See above. ELECTIONS / NOV 2002 (505-15-1) 2. Resolution No. 2002-85. A "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY REQUESTING THE BOARD OF SUPERVISORS OF THE COUNTY OF SAN DIEGO TO CONSOLIDATE A GENERAL MUNICIPAL ELECTION TO BE HELD ON NOVEMBER 5, 2002, WITH THE STATEWIDE GENERAL ELECTION TO BE HELD ON THAT DATE PURSUANT TO SECTION 10403 OF THE ELECTIONS CODE." Resolution No. 2002-87. A "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY APPROVING THE PRELIMINARY BUDGET FOR FISCAL YEAR 2002-03." (City Manager) RECOMMENDATION: Staff recommended approval. TESTIMONY: None. ACTION: Motion by Morrison, seconded by Beauchamp, to adopt the Resolution. Carried by unanimous vote. LABOR RELATIONS 2002-2005 (605-4-6) 5. Resolution No. 2002-88. A "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY APPROVING A MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF NATIONAL CITY AND THE NATIONAL CITY MUNICIPAL EMPLOYEES' ASSOCIATION." (Personnel) ACTION: Adopted. See above. PERSONNEL ADMIN (604-6-1) 6. Resolution No. 2002-89. A "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY ELECTING TO PAY AND REPORT THE VALUE OF EMPLOYER PAID MEMBER CONTRIBUTIONS ("EPMC") FOR ALL MISCELLANEOUS MEMBERS." (Personnel) ACTION: Adopted. See above. COMMUNITY POLICING PROGRAM (302-1-3) 7. Resolution No. 2002-90. A "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE ACCEPTANCE OF COPS IN SCHOOLS GRANT AWARD Book 84/Page 146 6/18/02 CONSENT CALENDAR (cont.) A "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY ACCEPTING THE LOWEST RESPONSIVE, RESPONSIBLE BID FROM RACEWAY FORD AND AUTHORIZING AWARD OF BID GS0102-9 FOR ONE DUMP TRUCK." A "Resolution of the City Council of the City of National City accepting the lowest responsive, responsible proposal from Arrow Restaurant Equipment, authorizing award of bid GS0102-8 for the purchase and installation of a refrigerator/freezer unit for the Police Department's Property and Evidence Division and authorizing the Mayor to execute an Agreement with Arrow Restaurant Equipment." "AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AMENDING TITLE 10 OF THE NATIONAL CITY MUNICIPAL CODE BY AMENDING CHAPTER 10.68 PERTAINING TO FIREARMS." (City Attorney) RECOMMENDATION: Staff recommended approval. TESTIMONY: None. ACTION: Motion by Morrison, seconded by Zarate, to adopt Ordinance No. 2002-2201. Carried by unanimous vote. NATIONAL CITY MUNICIPAL CODE (506-2-17) 19. "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AMENDING SECTION 10.54.010 OF THE NATIONAL CITY MUNICIPAL CODE PERTAINING TO GRAFFITI CONTROL." NEW BUSINESS TEMPORARY USE PERMITS 2002 (203-1-18) 20. SUBJECT: Temporary Use Permit — Lions Club — 4th of July Celebration. (Building & Safety) RECOMMENDATION: Staff recommended to approve the Application for a Temporary Use Permit subject to compliance with all conditions of approval, and grant the waiver of all fees except the $8,218.26 in Police overtime fees. TESTIMONY: None. ACTION: Motion by Morrison, seconded by Zarate, to approve TUP with all recommendations of staff. Carried by unanimous vote. TEMPORARY USE PERMITS 2002 (203-1-18) 21. SUBJECT: Temporary Use Permit — Sweetwater High School — Graduation Fireworks Display. (Building & Safety) RECOMMENDATION: Staff recommended to approve the Application for a Temporary Use Permit subject to compliance with all conditions of approval, and grant the waiver of the processing fee. TESTIMONY: None. ACTION: Motion by Morrison, seconded by Beauchamp, to approve staff's recommendation. Carried by unanimous vote. Mayor Waters reported that an item requiring Council action came up after the agenda was posted and requested the item be added to the agenda. ACTION: Motion by Morrison, seconded by Beauchamp, to bring the item dealing with a TUP for Father & Son Auto Sales on to the agenda based on a finding that immediate action is required and that the need to act arose after the agenda was posted.. CITY COUNCIL Councilman Beauchamp reported on recent and planned visits with representatives from our Sister City of Tecate. Councilman Morrison reported on the I-5 Corridor Central Study and solutions being pursued to alleviate congestion in National City. Vice Mayor Inzunza reported that the Sweetwater Authority would like a National City representative to attend one of their meetings to discuss issues regarding Water Board representation by local elected officials. Mr. Inzunza said that he planned to attend the June 26th meeting of the Sweetwater Authority. Book 84/Page 151 6/18/02 PUBLIC ORAL COMMUNICATIONS James Holder, 1317 D Avenue, discussed problems he has observed and has been informed about regarding a transient in Kimball Park. ADJOURNMENT Motion by Morrison, seconded by Regular Meeting of the City Council July 2, 2002, at 6:00 p.m., Council unanimous vote.
