MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA
July 2, 2002
The Regular Meeting of the City Council of the City of National City was
called to order at 6:00 p.m. by Mayor Waters.
ROLL CALL
Councilmembers present: Beauchamp, Inzunza, Morrison, Zarate, Waters.
Administrative officials present: Condon, Dalla, DiCerchio, Eiser,
Kirkpatrick, Matienzo, McCabe, Post, Trees.
Pledge of Allegiance to the flag led by City Manager Tom G. McCabe,
followed by the Invocation by Councilmember Beauchamp.
APPROVAL OF MINUTES
Motion by Morrison, seconded by Zarate, the Minutes of the Special
Meeting of June 4, 2002, Adjourned Regular Meeting of June 18, 2002, and
Regular Meeting of June 18, 2002, be approved. Carried by unanimous
vote.
MAYOR'S PRESENTATION
COMMUNITY PROMOTION (102-1-3)
Art Miles Mural Project.
Joanne Tawfilis, 4124 Pepperdine Ave., Oceanside, requested that the City
accept being the representative United States City for the International Year
of Cultural Heritage sponsored by the United Nations. The project would
include use of Kimball Park and would be a cultural exchange with Mexico
that would display 75 murals painted by children in Mexico City. The
consensus was to encourage continued communication with the City
Manager on the project.

PORT COMMISSION ADMIN (101-18-1)
Port Commissioner Jess VanDeventer gave the Biannual Port of San Diego
Update, highlighting the projects and accomplishments of the Port District.
INTERVIEWS AND APPOINTMENTS
BOARDS AND COMMISSIONS (101-1-1)
Mayor Waters turned control of the meeting over to Vice Mayor Inzunza.
Vice Mayor Inzunza called forward Lydia Delos Santos who appeared for an
interview and expressed an interest in serving on the Senior Citizens
Advisory Board.
SAN DIEGO COUNTY WATER AUTHORITY ADMIN (101-19-1)
SWEETWATER AUTHORITY ADMIN (101-22-1)
Recognizing expiration of seats on the San Diego County Water Authority
and Sweetwater Authority and creating vacancies on both of these Boards.
ACTION: Motion by Inzunza, that we recognize the expired term on
the San Diego County Water Authority and that we create a vacancy
beginning August 1, 2002. Mayor Waters seconded the motion
provided the maker agreed to extend the vacancy date to September 3,
2002. The maker agreed. The amended motion is, to create a vacancy
on the San Diego County Water Authority effective September 3,
2002. Carried by unanimous vote. Motion by Inzunza, seconded by
Waters, that we create a vacancy on the Sweetwater Authority
effective September 3, 2002. Carried by unanimous vote.
Vice Mayor Inzunza returned control to Mayor Waters.
CONSENT CALENDAR
ADOPTION OF CONSENT CALENDAR. Item Nos. 1 through 4
(Resolution Nos. 2002-95 through 2002-98), Item No. 5 (Grand Jury
Truancy and Curfew Report), Item Nos. 6 and 7 (Warrant Registers), Item
No. 8 (Consolidated Cash and Investment Report), and Item Nos. 9 and 10
(Claims for Damages). Motion by Morrison, seconded by Zarate, the
Consent Calendar be approved, and the Claim for Damages be denied.
Carried by unanimous vote.

ACTION: Motion by Morrison, seconded by Zarate, to adopt

NEW BUSINESS
VARIANCES 2002 (409-1-33)
13. SUBJECT: Notice of Decision Variance to allow less than
required parking for an expansion of the Highlander Senior
Residences at 2525 Highland Avenue. (Applicant: Joseph Bendah)
(Case File No. Z-2002-1). (Planning)
RECOMMENDATION: Staff concurred with the decision of the
Planning Commission and recommended that the Notice of Decision
be filed.
TESTIMONY: None.
ACTION: Accepted and filed. It was requested that staff look
into the parking problems that are being generated in the
neighborhood behind the church on Highland Avenue.
TEMPORARY USE PERMITS 2002 (203-1-18)
14. SUBJECT: Temporary Use Permit — National City Chamber of
Commerce Heritage Days Annual Parade of Vintage Cars and Auto
Show. (Building & Safety)
RECOMMENDATION: Staff recommended to approve the
Application for a Temporary Use Permit subject to compliance with
all conditions of approval, grant the request for waiver of all fees, and
waive the 6-week requirement for use of the park.
TESTIMONY: None.
ACTION: Motion by Morrison, seconded by Beauchamp, to
approve staff's recommendation. Carried by unanimous vote.
It was the consensus of the Council that necessary steps be taken to include
the antique fire truck as a static display in the park during Auto Heritage
Days.

MAYOR
Mayor Waters asked for a report from the Chamber on National City Day at
the County Fair. Chamber of Commerce Executive Director Huges stated
that July 5th was scheduled to be National City Day at the fair.
CITY COUNCIL
SAN DIEGO COUNTY WATER AUTHORITY ADMIN (101-19-1)
15. SUBJECT: Representation of National City on San Diego County
Water Authority — Councilmember Inzunza.
Board members of the S. B. Irrigation District have taken a position
against the agreed position by the City Council. Vice Mayor Inzunza
stated that it is his intention to attend the next meeting of Sweetwater
Authority to request their support of the City's position for legislation
that would allow direct representation by National City on the San
Diego County Water Authority.
Councilman Morrison provided an update on the regional governance
legislation and stated that he will bring an item on the next agenda seeking a
City Council position on the issue.
Councilman Beauchamp reported on Sister City activities with Tecate
including an imminent visit to Tecate by Councilmembers Morrison and
Beauchamp.
Councilman Morrison requested an oral report regarding the West Side clean
up. Building and Safety Director Trees reported on the successful effort and
announced a future event on September 14t'.
Mayor Waters and other Councilmembers congratulated Councilman
Morrison for being elected Chairman of SANDAG.
PUBLIC ORAL COMMUNICATIONS
Terry Hanks, National City, requested an investigation of the Citizens Police
Task Force and the Collins Group and requested that the final payment to
Collins be withheld. Mr. Hanks also requested that he be granted 20 minutes
to speak when the task force report comes before the Council.

Virgil Pena, Chula Vista, thanked Councilmembers Inzunza and Beauchamp
for their leadership on the Police Review Board and spoke in favor of
Mr. Hanks having more time to address the issue.

The meeting was adjourned to the Next Regular Meeting of the City Council
of the City of National City, Tuesday, July 16, 2002, at 6:00 p.m., Council
Chambers, Civic Center.
The foregoing minutes were approved at the Regular Meeting of July 16,
2002.
