HomeMy WebLinkAbout2003 01-14 CC MINBook 85/Page 10A 1/14/03 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA January 14, 2003 The Special Meeting of the City Council of the City of National City was called to order at 12:07 p.m. by Mayor Nick Inzunza. ROLL CALL Councilmembers present: Inzunza, Morrison, Natividad, Parra, Ungab. Administrative officials present: Campbell, Dalla, Desrochers, Diaz, Eiser, Kimble, McCabe, Morse, Myers. 1. Procedures and Protocol Written materials were distributed to Mayor and Council. City Attorney George Eiser began with an explanation of the general forms of government in California and explained the differences between a General Law city like National City and a Charter city. Assistant City Manager Park Morse discussed information flow and communications. With the aid of overhead slides, City Manager Tom McCabe reviewed the duties and responsibilities of the City Manager in National City, the current organization chart; discussed management style and delegation of duties and responsibilities. The City Manager and City Attorney responded to questions. The City Manager and Assistant City Manager introduced and explained the need for a Resource Assessment Plan to replace key management and executive personnel slated to retire in the near future. Mr. Morse reviewed the status of Management and Executive positions and reviewed in detail the five components of the proposed Resource Assessment Timetable. (See Exhibit A, attached.) Book 85/Page 10B 1/14/03 Attorney Eiser reviewed provisions of the Public Records Act and the Open Meeting Law (the Brown Act). A recess was called at 2:35 p.m. The meeting reconvened at 2:45 p.m. All members were present. City Attorney Eiser continued with an explanation and discussion of the Political Reform Act and Conflict of Interest. There was discussion among the Mayor and Council about appointments to various SANDAG Committees, alternates to SANDAG, MTDB and Vice Mayor. It was determined that appointments were to be addressed at the next meeting. ADJOURNMENT The meeting was adjourned to the Next Regular Meeting to be held on January 21, 2003, at 6:00 p.m., Council Chambers, Civic Center. Executives will take valuable corporate history with them when they retire. • Action: The City Manager will need to be e to selectively engage the services of ring department heads when it is needed when they are able. The State League maintains a roster of mostly retired department heads from other cities that are willing to take on temporary "acting" positions in other agencies. • tion: The City Manager will need to use service when it appears to be the best urce to staff openings temporarily while ecruit for permanent executives. Page 10 1/14/03 City of National City IV. Compensation Survey • a. One of the keys to recruiting replacement personnel is the compensation package that we can offer. • b. When executives look to come to work for us they look at many things including: • - location • - City's image - career opportunity - City Manager's reputation - compensation, etc. Page 11 1/14/03 City of National City • IV. Compensation Survey - (Cont'd.) • The Management Compensation Plan Tacks three features: • Establishment of "Benchmark" cities • Surveying our managers against those cities • Adjusting our Management Compensation Plan to those new benchmark averages • Action: The City Manager will need to age the services of a recognized public sonnel consultant to help complete the agement Compensation Plan. Page 12 1/14/03 City of National City V. Headhunter • a. Executive recruiting is difficult. It is time consuming. • b. These recruitments are an opportunity. They allow for the ossibility of a younger more diverse ecutive workforce. Page 13 1/14/03 City of National City V. Headhunter — (Cont'd.) • c. Several executive recruitments going on at once will prove taxing • d. These recruitments must be conducted under the Municipal Code's authority and be done professionally, hically and confidentially. Page 14 1/14/03 City of National City V. Headhunter — (Cont'd.) • Action: The City Manager will need to engage the services of such a headhunter selectively as positions are evaluated for recruitment over the next year or two. • The City Manager recommends that he be uthorized to begin discussions with RJA anagement Services, Inc.
