MINUTES OF THE SPECIAL MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA
January 14, 2003
The Special Meeting of the City Council of the City of National City was
called to order at 12:07 p.m. by Mayor Nick Inzunza.
ROLL CALL
Councilmembers present: Inzunza, Morrison, Natividad, Parra, Ungab.
Administrative officials present: Campbell, Dalla, Desrochers, Diaz, Eiser,
Kimble, McCabe, Morse, Myers.
1. Procedures and Protocol
Written materials were distributed to Mayor and Council.
City Attorney George Eiser began with an explanation of the general forms
of government in California and explained the differences between a
General Law city like National City and a Charter city.
Assistant City Manager Park Morse discussed information flow and
communications.
With the aid of overhead slides, City Manager Tom McCabe reviewed the
duties and responsibilities of the City Manager in National City, the current
organization chart; discussed management style and delegation of duties and
responsibilities. The City Manager and City Attorney responded to
questions.
The City Manager and Assistant City Manager introduced and explained the
need for a Resource Assessment Plan to replace key management and
executive personnel slated to retire in the near future. Mr. Morse reviewed
the status of Management and Executive positions and reviewed in detail the
five components of the proposed Resource Assessment Timetable. (See
Exhibit A, attached.)

Attorney Eiser reviewed provisions of the Public Records Act and the Open
Meeting Law (the Brown Act).
A recess was called at 2:35 p.m.
The meeting reconvened at 2:45 p.m. All members were present.
City Attorney Eiser continued with an explanation and discussion of the
Political Reform Act and Conflict of Interest.
There was discussion among the Mayor and Council about appointments to
various SANDAG Committees, alternates to SANDAG, MTDB and Vice
Mayor. It was determined that appointments were to be addressed at the
next meeting.
ADJOURNMENT
The meeting was adjourned to the Next Regular Meeting to be held on
January 21, 2003, at 6:00 p.m., Council Chambers, Civic Center.
The meeting closed at 3:16 p.m.
The foregoing minutes were approved at the Regular Meeting of
February 18, 2003.
