MINUTES OF THE SPECIAL MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA
February 17, 2003
The Special Meeting of the City Council of the City of National City was
called to order at 3:10 p.m. by Mayor Nick Inzunza.
ROLL CALL
Councilmembers present: Inzunza, Morrison, Natividad, Parra, Ungab.
Administrative officials present: Dalla, Diaz, Eiser, McCabe, Myers, Post,
Trees.
PUBLIC ORAL COMMUNICATIONS — None
DISCUSSION ITEMS
1. Planning Commission
There was extensive discussion about the issues involved with the
proposed expansion of the Planning Commission from seven to nine
members. Following that discussion, there appeared to be consensus
to proceed with the proposed Resolution to increase the Planning
Commission from seven to nine members; to increase the number of
Planning Commission meetings to three per month when needed;
determine if the Advisory and Appeals Board should remain a
separate body; determine what the duties and responsibilities of other
Planning Commissions in the County are as well as the number of city
departments they interact with; and, to open the application process
for Planning Commission for another two weeks. There was no vote.
2. Boards and Committees
Councilmembers suggested and discussed the possibility of forming
new Boards and Commissions such as an Environmental Commission,
a Youth Commission, and a Committee on the Status of Women.

3. Neighborhood Councils
The need and desirability of forming neighborhood councils was
discussed. The existing Neighborhood Watch Groups and the
Building and Safety Department neighborhood clean-up efforts were
considered a good foundation for neighborhood councils. Staff and
financial support were mentioned as crucial to the success of any such
efforts.
4. Mayor's Blue Ribbon Commission
Mayor Inzunza discussed his plan to appoint a Blue Ribbon
Committee of qualified professionals to work with the Mayor and
Vice Mayor to objectively look at our city and where we can find cost
savings and assist in evaluating staff recommendations as we begin to
transition as a city. Such a committee would be brought before
Council and would require approval of consultant fees.
ADJOURNMENT
The meeting was adjourned to the Next Regular Meeting to be held on
February 18, 2003, at 6:00 p.m., Council Chambers, Civic Center.
The meeting closed at 4:38 p.m.
The foregoing minutes were approved at the Regular Meeting of March 4,
2003.
