MINUTES OF THE ADJOURNED REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA
June 17, 2003
The Adjourned Regular Meeting of the City Council of the City of National
City was called to order at 9:42 p.m. by Vice Mayor Frank Parra.
ROLL CALL
Councilmembers present: Morrison, Natividad, Parra, Ungab.
Councilmembers absent: Inzunza
Administrative officials present: Campbell, Dalla, Eiser, Hyland,
Kirkpatrick, Matienzo, Morse.
BUDGET FY 2003-2004 (206-1-19)
1. Resolution No. 2003-75. A "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING
ADOPTING A BUDGET FOR FISCAL YEAR 2003-2004
PROVIDING FOR A COMPREHENSIVE MUNICIPAL
PROGRAM OF ACTIVITIES AND PROJECTS AND
APPROPRIATING FUNDS IN ACCORDANCE WITH THIS
RESOLUTION FOR THE PURPOSES STATED HEREIN." (City
Manager)
RECOMMENDATION: Staff recommended approval.
TESTIMONY: None.
ACTION: Motion by Natividad, seconded by Ungab, to adopt
the Resolution. Carried by unanimous vote. Absent: Inzunza.
The meeting was recessed at 9:45 a.m.
The meeting reconvened at 10:44 a.m.
Councilmembers present: Morrison, Natividad, Parra, Ungab, Inzunza.
Administrative officials present: Campbell, Dalla, Eiser, Hyland,
Kirkpatrick, Morse, Trees.

2. LIBRARY UPDATE
The following representatives from Carrier & Johnson, the City's library
consultant, were present: Kevin Krumdieck, Gordon Carrier, Cindy Houck
and Vicky Piazza.
There was a review by Carrier & Johnson of the library project: where it
started, what has been accomplished, its current status and what lies ahead.
There was a detailed explanation of the elements for the proposed new
facility including the physical structure, shape, roof design, materials, glass,
interior layout, elevations and floor plan.
The Council, staff, and consultant left the conference room to view various
proposed interior and exterior materials outside under daylight conditions.
ACTION: There was no vote taken by the City Council.
The meeting was recessed at 12:08 p.m.
The meeting reconvened at 12:23 p.m.
Councilmembers present: Inzunza, Morrison, Natividad (12:27 p.m.), Parra,
Ungab.
3. COMPENSATION STUDY
Gail Koff, President and CEO of Koff & Associates, using display boards
and a written handout presented the proposed benchmark cities to be used in
the Executive Compensation Study (Exhibit A, attached). There was
extensive discussion about the various factors to be considered when
selecting appropriate benchmarks cities
ACTION: There was no vote taken by the City Council.

CLOSED SESSION
Conference with Legal Counsel -Anticipated Litigation
a) Initiation of Litigation Pursuant to Government Code Section
54956.9 (c) (one potential case)
b) Significant Exposure to Litigation Pursuant to Government Code
Section 54956.9 (b) (two potential cases)
ACTION: Motion by Parra, seconded by Morrison, to go into Closed
Session. Carried by unanimous vote.
Members left the conference room at 12:53 p.m.
ADJOURNMENT
The meeting was adjourned to the Regular Meeting of the City Council to be
held on June 17, 2003, at 6:00 p.m., Council Chambers, Civic Center.
The foregoing minutes were approved at the Regular Meeting of July 15,
2003.
