MINUTES OF THE SPECIAL MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA
February 3, 2004
The Special Joint Meeting of the City Council and the Community
Development Commission of the City of National City was called to order at
4:22 p.m. by Vice Mayor Frank Parra.
ROLL CALL
Councilmembers present: Inzunza (seated in the audience), Morrison,
Natividad, Parra, Ungab.
Administrative officials present: Dalla, Eiser, Morse.
PUBLIC HEARING: JOINT CDC AND CITY COUNCIL PUBLIC
HEARING CONSIDERING A DISPOSITION AND
DEVELOPMENT AGREEMENT BETWEEN THE CDC AND
FRED DEMEO, dba TROPHY LOUNGE, FOR THE SALE AND
PURCHASE OF PROPERTY LOCATED AT 929 AND 999
NATIONAL CITY BOULEVARD.
RECOMMENDATION: None.
TESTIMONY: John Smaha, representing the property owner,
and Tony Manisura, Project Architect, made a presentation and
displayed renderings of the proposed project.
Mayor Inzunza reported that he currently lives around the
corner from the proposed development and for that reason
would be abstaining on the issue. Speaking as a neighbor, Mr.
Inzunza spoke in favor of the Trophy Lounge and the proposed
improvements.
ACTION: The hearing was closed.
The City Council took action on the following Resolution:
CDC OWNED LAND / SALE (406-4-1)
Resolution No. 2004-10. A "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY APPROVING
THE SALE OF REAL PROPERTY OWNED BY THE
COMMUNITY DEVELOPMENT COMMISSION OF THE CITY

CDC OWNED LAND / SALE. (406-4-1) (cont.)
OF NATIONAL CITY (CDC) LOCATED AT 929 NATIONAL
CITY BOULEVARD TO FRED DEMEO, INC., dba TROPHY

CONNECTION HEREWITH." (CDC)
RECOMMENDATION: None.
TESTIMONY: None.
ACTION: Motion by Morrison, seconded by Ungab, to adopt
City Council Resolution No. 2004-10. Carried by the following
vote, to -wit: Ayes: Morrison, Natividad, Parra, Ungab. Nays:
None. Absent: None. Abstain: Inzunza.
ADJOURNMENT
The meeting was adjourned to the Next Regular Meeting of the City Council
to be held on Tuesday, February 3, 2004, at 6:00 p.m., Council Chambers,
Civic Center.
The meeting closed at 4:50 p.m.
The foregoing minutes were approved at the Regular Meeting of March 2,
2004.
