MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA
March 2, 2004
The Regular Meeting of the City Council of the City of National City was
called to order at 6:06 p.rn. by Mayor Nick Inzunza.
ROLL CALL
Councilmembers present: Inzunza, Morrison, Natividad, Parra, Ungab.
Administrative officials present: Condon, Dalla, Diaz, Eiser, Kirkpatrick,
Morse, Matienzo, Pauu, Post, Trees, Zapata.
Others present: Ariana Finnell, Student Council representative.
Pledge of Allegiance to the flag by Mayor Inzunza and invocation by
Reverend Dominguez.
APPROVAL OF MINUTES
Motion by Morrison, seconded by Parra, the Minutes of the Special Meeting
of February 3, 2004, and the Regular Meeting of February 17, 2004, be
approved. Carried by unanimous vote.
PUBLIC ORAL COMMUNICATIONS
Albert Gaviria, National City, complained about the conduct of Police
Department personnel and the towing of his vehicle.
Pastor Jorge Perez, National City, inquired about a Notice to Vacate that his
church received. City Attorney Eiser was asked to review the law and notify
Reverend Perez.
Lorenzo Ruano, California Highway Patrol Officer, requested consideration
of an off agenda item dealing with child safety seats. The event is scheduled
for the upcoming weekend.
ACTION: Motion by Natividad, seconded by Morrison, to place the
item on the agenda as an urgent item to be taken up after the Public
Hearing. Carried by unanimous vote.

Rita Heuss, National City, expressed appreciation for the police response to
a problem in her neighborhood.
PRESENTATION
SANDAG DRAFT REGIONAL COMPREHENSIVE PLAN (105-3-16)
SANDAG presentation to Council regarding the Draft Regional
Comprehensive Plan.
PROCLAMATION (102-2-1)
A Proclamation proclaiming February 21, 2004 as: "Joseph Patrick
Tuminiting Day."
ACTION: Mayor Inzunza reported that the Proclamation had been
previously presented.
PUBLIC HEARING
STREET VACATIONS (902-26-1)
1. Public Hearing — Street vacation for the closing of 15th Street between
"C" and "D" Avenues and of a 162 foot long portion of the alley
extending south of 15t'' Street. (Applicant: City of National City)
(Case File No.: SC-2003-3) (Planning)
RECOMMENDATION: Staff concurred with the recommendation
of the Planning Commission to approve the street vacation.
TESTIMONY: None.
ACTION: Motion by Natividad, seconded by Ungab, to
approve staffs recommendation. Carried by unanimous vote.
An off agenda item was taken up next.
TEMPORARY USE PERMIT 2004 (203-1-20)
SUBJECT: Temporary Use Permit — Child Safety Seat Fair at
Walmart on March 6, 2004. (Building & Safety)
RECOMMENDATION: Staff recommended approval of the
Temporary Use Permit subject to compliance with all conditions of
approval.
TESTIMONY: None.
ACTION: Motion by Parra, seconded by Natividad, to
approve the request including waiver of fees. Carried by
unanimous vote.

ADOPTION OF CONSENT CALENDAR. Item No. 2 (NCMC), Item
Nos. 3 through 10 (Resolution Nos. 2004-32 through 2004-39), and Item
Nos. 11 and 12 (Warrant Registers). Motion by Natividad, seconded by
Parra, the Consent Calendar be approved. Carried by unanimous vote.
NATIONAL CITY MUNICIPAL CODE 2004 (506-2-19)
2. Approval of a motion to waive reading of the text of all Ordinances
considered at this meeting and provides that such Ordinances shall be
introduced and / or adopted after reading of the title only. (City

3. Resolution No. 2004-32. A "RESOLUTION OF THE CITY

TO ESTABLISH A 40-FOOT RED NO PARKING ZONE ON THE

Community Center by the Interamerican College for a graduation
ceremony and waiver of fees. (Public Works/Engineering)
RECOMMENDATION: None.

ACTION: Motion by Ungab, seconded by Morrison, to
approve the request including waiver of fees. Carried by
unanimous vote.

STAFF
City Manager Zapata expressed appreciation for expediting retention of
consultants for the Police and Fire Chief vacancies; doing an analysis of our
consultants at this time; memo distributed with respect to RFQ for financial
advisors; Saturday meeting open to public.
MAYOR AND CITY COUNCIL
Councilman Morrison reminded everyone that today is Election Day and
encouraged staff to be diligent in enforcing the removal of political signs
around town.
Mayor Inzunza announced that he planned to seek some assistance in terms
of financial advise; someone independent that he can work with to explain to
him the budget cycle and how the City will be impacted so he can make a
good decision on behalf of the people of National City. Mayor Inzunza said
he hoped such an advisor won't be a high cost but he will be seeking some
education because he thinks he needs it because the numbers are starting to
get real complicated.
Vice Mayor Parra thanked Kathleen Trees, the City Council, and everyone
involved in the recent very successful neighborhood clean-up and extended
best wishes to the Acting Police and Fire Chief in the upcoming recruiting
process.
Councilman Natividad welcomed students from Sweetwater High School
and congratulated the Police Department on the fine work they did at the 7th
Street fire crime scene.
ADJOURNMENT
The meeting was adjourned to the Adjourned Regular Meeting — Council
Staff Retreat — to be held on Saturday, March 13, 2004, at 8:00 a.m. -
Kimball Senior Center.
The Next Regular Meeting of the City Council to be held on Tuesday,
March 16, 2004, at 6:00 p.m., Council Chambers, Civic Center.
