MINUTES OF THE ADJOURNED REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA,
March 23, 2004
The Adjourned Regular Meeting of the City Council of the City of National
City, meeting in Joint Session with the Community Development
Commission of the City of National City, was called to order at 3:06 p.m. by
Mayor Nick Inzunza.
ROLL CALL
Councilmembers present: Inzunza, Morrison, Natividad, Parra, Ungab.
Administrative officials present: Condon, Dalla, Eiser, Hyland, Kirkpatrick,
Morse, Post, Zapata.
CDC OWNED LAND / SALE (406-4-1)
1. Public Hearing: Joint City Council and CDC Public Hearing regarding
the sale of real property to Olson Urban Housing, LLC located at 835
Bay Marina Drive. (Community Development Commission)
TESTIMONY: Kimberly Duran, representing the Olson
Group, explained the proposal, responded to questions, and
spoke in favor.
Mitch Beauchamp, National City, spoke against the proposed
sale.
ACTION: Motion by Parra seconded by Natividad, to close
the hearing. Carried by unanimous vote.

2. Resolution No. 2004-45: A "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY APPROVING
THE SALE OF REAL PROPERTY OWNED BY THE
COMMUNITY DEVELOPMENT COMMISSION OF THE CITY
OF NATIONAL CITY (CDC) LOCATED AT 835 BAY MARINA
DRIVE TO OLSON URBAN HOUSING, LLC AND MAKING
CERTAIN FINDINGS IN CONNECTION HEREWITH."

TESTIMONY: Paul Desrochers, CDC consultant, responded
to questions.
ACTION: Motion by Parra, seconded by Natividad, to
approve the Resolution. Carried by the following vote, to -wit:
Ayes: Inzunza, Natividad, Parra. Nays: Morrison, Ungab.
Absent: None. Abstain: None.
The Community Development Commission then took action on the
following Resolution:
Resolution No. 2004-36: A "RESOLUTION OF THE COMMUNITY
DEVELOPMENT COMMISSION OF THE CITY OF NATIONAL
CITY APPROVING THE DISPOSITION AND DEVELOPMENT
AGREEMENT (DDA) BY AND BETWEEN THE COMMUNITY
DEVELOPMENT COMMISSION AND OLSON URBAN
HOUSING, LLC FOR THE PROPERTY LOCATED AT 835 BAY
MARINA DRIVE; AND, AUTHORIZING THE CHAIRMAN TO
EXECUTE SAID DDA." (Refer to City Council Agenda Item No. 2)
ACTION: Motion by Parra, seconded by Natividad, to
approve the Resolution. Carried by the following vote, to -wit:
Ayes: Inzunza, Morrison, Natividad, Parra. Nays: Ungab.
Absent: None. Abstain: None.

3. Public Hearing: Joint City Council and CDC Public Hearing regarding
the sale of real property to Marina Gateway Development Company,
LLC and Sycuan Tribal Development Corporation located on the
southeast corner of Bay Marina Drive and Harrison Avenue.
(Community Development Commission) (Continued from March 23,
2004 meeting).
ACTION: Motion by Parra, seconded by Morrison, to open
the Public Hearing. Carried by unanimous vote. Motion by
Parra, seconded by Morrison, in favor of staff's
recommendation to continue the hearing to the Joint Meeting
to be held on April 6, 2004. Carried by unanimous vote.

4. Resolution No. 2004-46: A "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY APPROVING
THE SALE OF REAL PROPERTY OWNED BY THE
COMMUNITY DEVELOPMENT COMMISSION OF THE CITY
OF NATIONAL CITY (CDC) LOCATED ON THE SOUTHEAST
CORNER OF BAY MARINA DRIVE AND HARRISON AVENUE
TO MARINA GATEWAY DEVELOPMENT COMPANY, LLC
AND SYCUAN TRIBAL DEVELOPMENT CORPORATION AND
MAKING CERTAIN FINDINGS IN CONNECTION HEREWITH."

ACTION: This item was continued to the meeting of April 6,
2004. There was no vote.
PUBLIC ORAL COMMUNICATIONS — None.
ADJOURNMENT
The meeting was adjourned to the Next Regular Meeting of the City Council
to be held on Tuesday, April 6, 2004, at 6:00 p.m., Council Chambers, Civic
Center.
The meeting closed at 4:20 p.m.
The foregoing minutes were approved at the Regular Meeting of May 4,
2004.
