MINUTES OF THE SPECIAL MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA
May 11, 2004
The Special Meeting of the City Council of the City of National City was
called to order at 1:09 p.m. by Mayor Nick Inzunza.
ROLL CALL
Councilmembers present: Inzunza, Morrison, Natividad, Parra, Ungab.
Administrative officials present: Campbell, Dalla, Diaz, Eiser, Morse, Pauu,
Post, Trees.

1. Public Hearing — To review the Draft FY 2004-05 Annual Plan
document including proposed Community Development Block Grant
(CDBG) and Home Investment Partnership Act (HOME) Program
budgets and consider public comment and testimony. (Community
Development Commission)
RECOMMENDATION: Staff recommended to hold the public
hearing and approve the draft 2004-05 Annual Plan including
proposed CDBG and HOME programs' budgets. It was reported that
the City of National City's Federal CDBG Entitlement for 2004-2005
is $1,324,000. The maximum 15% set -aside for Public Service
Projects totals $198,600 and the Section 108 Loan payment and
interest for the Fire Station Project equals $659,492.74. Applying the
15% set -aside and the Section 108 Loan leaves a balance of
$465,907.26 for Administration, Economic Development and Capital
Improvement Projects CIP.
TESTIMONY: None.
ACTION: The City Council considered funding requests in
their numbered tab order beginning with "Administration."

— YOUTH-2-YOUTH. Maker and second amended motion, in
favor of $26,843. The second was withdrawn. Motion by
Morrison for $10,000. Died for lack of a second. Motion by
Parra, second by Morrison, for $5,000. Motion failed by the
following vote, to -wit: Ayes: Morrison, Parra. Nays: Inzunza,
Natividad, Ungab. Motion by Inzunza, seconded by Natividad,
to fund OPERATION SAMAHAN at $25,000. Failed by the
following vote, to -wit: Ayes: Inzunza, Natividad. Nays:
Morrison, Parra, Ungab. Motion by Ungab, seconded by
Natividad, in favor of $40,000 for the OPERATION
SAMAHAN — YOUTH-2-YOUTH. Carried by the following
vote, to -wit: Ayes: Inzunza, Natividad, Ungab. Nays:
Morrison, Parra. Absent: None. Abstain: None.

BLOCK GRANT (CDBG) AND HOME INVESTMENT
PARTNERSHIP ACT (HOME) PROGRAM BUDGETS.
RECOMMENDATION: Staff recommended to close the hearing
and to approve the 2004-05 CDBG and HOME allocations and the
five year Consolidated Plan and Annual Plan program budgets as
approved by the City Council, and authorize CDC staff to submit said
plans to HUD for approval.
