MINUTES OF THE ADJOURNED REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA
June 15, 2004
The Adjourned Regular Meeting of the City Council of the City of National
City was called to order at 11:06 a.m. by Mayor Nick Inzunza.
ROLL CALL
Councilmembers present: Inzunza, Morrison, Natividad, Parra, Ungab.
Administrative officials present: Campbell, Dalla, Diaz, Eiser, Hodges,
Hyland, Kossyta, Kirkpatrick, Matienzo, Morse, Pauu, Post, Trees, Yeo,
Zapata.
PUBLIC ORAL COMMUNICATION
Mary Martin, National City, spoke in favor of adding another code
enforcement officer.
BUSINESS
1. City Council Finance Committee — Review of City Manager's
proposed 2004-2005 Preliminary Budget.
City Manager Chris Zapata highlighted key aspects of the proposed 2004-
2005 Preliminary Budget. The $59 million dollar budget is seven million
dollars higher than last year. Of that seven million dollar increase, four
million is for employee contractual obligations and retirement plan
changes. The budget anticipates $33 million in General Fund Expenses
and $30 million in General Fund Revenue; no lay-offs and no service cuts.
City Manager Zapata characterized the budget as a `transitional budget'
that will require dipping into savings in order to maintain service and
staffing levels during a time of continuing state budgetary and economic
uncertainty.
Assistant City Manager Park Morse distributed updated budget materials
and gave a general overview of significant changes in the Proposed
Budget.

The Mayor and City Council members discussed the budget and asked
questions of staff.
A recess was called at 12:10 p.m.
The meeting reconvened at 12:25 p.m. All members were present.
The Mayor and Council considered the proposed budget on a department -
by -department basis.
Motion by Natividad, seconded by Parra, to transfer the Neighborhood
Council Liaison #1 position from the City Council budget to the City
Manager. Carried by unanimous vote.
Motion by Natividad, seconded by Inzunza, that we transfer the
Neighborhood Council Liaison #2 position to the City Manager and split it
with one-half going to the Neighborhood Council and one-half to the
Community and Police Relations Commission.(CPRC); and change the job
description to include attendance at CPRC meetings. Carried by the
following vote, to -wit: Ayes: Inzunza, Morrison, Natividad. Nays: Parra,
Ungab. Absent: None Abstain: None.
Motion by Natividad, seconded by Inzunza, to increase the Promotional
Activities budget in the City Manager's office to $1500.00. Carried by
unanimous vote.
City Attorney George Eiser distributed a memo requesting an addition to
his office budget of $70,000 to be used to recruit for the soon -to -be -vacant
Senior Assistant City Attorney position and an entry level deputy position.
Motion by Natividad, seconded by Ungab, in favor of the Attorney's
request. Carried by unanimous vote.
Motion by Natividad, seconded by lnzunza, to replace the student worker
position in the Planning Department. Second was withdrawn. No action
was taken.
Mayor lnzunza left the meeting at 1:05 p.m.
Vice Mayor Parra took control of the meeting.

Motion by Natividad, second by Parra, to insert a place card for funding for
the Maytime Band Review. The motion was withdrawn.
All remaining Departmental Budgets were considered with no formal
changes.
A recess was called at 1:20 p.m.
The meeting reconvened at 1:25 p.m. All members were present.
3. Discussion of City Council -sponsored initiative pertaining to term
limits for the Mayor's office, ethics and campaign contribution
limitations.
City Attorney Eiser reviewed the background and the key issues of the
proposed initiative. There were questions and extensive discussion.
ADJOURNMENT
Motion by Natividad, seconded by Morrison, the meeting be adjourned to
the Next Regular City Council Meeting, to be held on Tuesday, June 15,
2004, at 6:00 p.m., Council Chambers, Civic Center.
The meeting closed at 1:55 p.m.
